    Senior Poverty-Environment Technical Advisor

    Result of Service

    • The overall results of the assignment is to enable UNEP and UNDP to better influence and track budget allocations that will contribute to the implementation of poverty-environment objectives at national level.
    • Guidelines on best practice for designing and implementing budget coding for tracking environment-natural resources (ENR) and climate change related allocations and expenditure across national public finance management systems as a tool to support increased allocations for sustainability and resilience in a manner than reduces multi-dimensional poverty. This includes donor contributions.
    • Guidelines for the application of budget sector checklist for influencing and tracking budget allocations and expenditures.
    • Review of mechanisms to measure the cost-effectiveness of budget allocations for ENR and climate change.
    • Review of related PEA Mozambique draft documents
    • Translation of related Mozambique Portuguese language documents into English.

    • 65 days within 6 months from 1 March 2022 to 31 August 2022

    Duties and Responsibilities

    Background

    • The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. Ecosystems Division, inter alia, co-manages the UNDP-UNEP Poverty-Environment Action for the SDGs (PEA) project. The Africa Office is responsible for co-ordinating PEA country projects in Africa.

    Responsibilities

    • Under the direct supervision of the UNDP-UNEP Poverty-Environment Action for the SDGs Africa Regional Coordinator and under the overall supervision of the PEA UNEP Co-manager, the consultant will perform the following functions:
    • Review the experience in Mozambique of the design and application of environment, natural resource (ENR) and climate budget coding, identify lessons learnt, challenges and prepare guidelines for designing and applying budget coding in other countries.
    • Review the experience in the design and application of the ENR climate sector budget checklist as applied in Rwanda, identify lessons learnt, challenges and prepare guidelines for designing and applying the ENR climate budget sector checklists.
    • Carry out a desk review to ascertain if there are methodologically sound and practical tools and techniques for assessing the effectiveness of budget allocations for ENR sustainability and climate change, including from the perspective of contributing towards national development priorities such as poverty reduction in countries such as Rwanda and Mozambique.
    • The outputs of A, B and C above are to be presented as drafts as prepared but are then to be integrated in one final report.
    • Review at least three related PEA Mozambique related draft documents and provide related technical advice for improvements and implementation of recommendations in such documents.
    • Translation of related documents in Portuguese into English.

    Qualifications/special Skills

    • Academic Qualifications: An advanced university degree with specialization in agriculture, development, environment, natural resources, international relations or related topic is required. A first level degree with an additional two years of relevant experience may be accepted in lieu of the bachelor's degree.

    Experience:

    • Minimum of 15 years of progressively responsible experience in environment and natural resources management and/or climate change adaptation, is required.
    • At least 10 years’ experience working for international organizations in Mozambique is required.
    • Substantive experience with supporting the design and implementation of climate and environment budget coding is required.
    • Substantive experience of technical advisory support to Ministries of Planning/Economy/Finance for poverty-environment mainstreaming is required.
    • Excellent Word, Excel and PowerPoint skills required.
    • Excellent verbal communication skills in both English and Portuguese with a proven ability to work well with UN, Government, Donor and non-governmental stakeholders required.

    Language:

    • Fluency in written and oral English and Portuguese is required.
    • French language ability is an asset.
