    Advocacy & Communication Assistant

    Overall purpose of the role
    The position holder will lead the Supporting Displacement Affected Communities in Kenya with Entrepreneurship Development (SDACKED) project’s advocacy and communication efforts to effect positive change for communities through influencing decision-makers, individuals to change their policies and practices, attitudes or behaviour to address their needs. The role will also contribute to strategically amplifying DRC’s work in line with respective donor projects and the organizational advocacy, visibility & communications strategy/or guidelines.  

    Duties & Responsibilities:

    • Lead to develop and manage Mandera projects’ communication plans (internal and external) and activities, according to DRC’s policy and guidelines while promoting DRC’s work in Mandera.
    • Work closely with project leads on the development and implementation of the DRC advocacy strategy and ensure high quality communication products that speaks to the organization’s work especially in Mandera.
    • Provide technical support and advice to project staff/partners on advocacy and communication deliverables.
    • Lead and support the communication of visits to the programme so as to highlight work being done on the ground and at urban level.
    • Maintain a high-quality photo repository of DRC’s work in Mandera for amplifying the organization’s efforts to impact the lives of communities.
    • Lead and support in developing Mandera Field Office social media content and support the Advocacy & Communication Officer in Urban and the Advocacy & Communication Coordinator at the Country office in administering DRC’s social media platforms.
    • Conduct regular field visits to areas of operation in Mandera to document human interest stories, successes and impact of DRC’s work.
    • Develop project information sheets, donor briefs, key messaging and other relevant material for use at strategic events to promote and showcase impact of DRC’s work.
    • Conduct advocacy & communication capacity development or training for Mandera field office staff and partners and come up with an action plan for follow up.
    • Ensure that DRC brand, donor branding and visibility guidelines are adhered to during project implementation, procurement and external communication.
    • Support SDACKED Project Manager during external representation when required to do so, budget management and donor reporting aligned to advocacy and communication deliverables.
    • Support in fundraising efforts by contributing in developing concept notes and proposals in advocacy and communication framework designs including budgetary requirement elements.

    Experience and technical competencies: 

    • Minimum 2 years + working on advocacy campaigns or communications. 
    • Experience with building constructive working relationship with diverse stakeholders or working with networks or coalitions (work with northern Kenya communities desirable). 
    • Demonstrable understanding of how change occurs and of effective advocacy and campaigning strategies including familiarity with online and social media use.
    • Strong planning, organizational and problem-solving skills with ability to work both independently and within a team in a demanding work environment.
    • Good analytical and strategic planning skills.

    Education

    Economic Recovery Assistant

    Overall purpose of the role
    The overall responsibility of the Economic Recovery Assistant is to support the Economic Recovery Officer and the Economic Recovery Coordinator to provide sound technical expertise to a financial inclusion project funded by Sweden and led by DRC in partnership with KCB Bank, KCB Foundation and Chamasoft Ltd. The role will technically report to Economic Recovery Officer under the overall management of a Project Manager and support the day-to-day implementation of the economic recovery related activities in the project. In addition, he/she will undertake other duties as assigned by the Project Manager

    Duties & Responsibilities:
    Project Management/Development, Monitoring & Evaluation

    • Support to plan, oversee and the implementation of economic recovery activities in Mandera. (Financial inclusion activities within the project).
    • Remain abreast with topical developments related to economic recovery and financial inclusion that will promote community participation in the financial sector hence improving their economic well-being.
    • Contribute to promote sector learning and knowledge management in the financial inclusion sector through: collating findings/ information from the field as well as routine monitoring to draw lessons.
    • Support in entrepreneur mobilization, sensitization, formation and training on Community Savings & Loans Associations (CSLAs) as well as FED (financial enterprise development) to promote inclusion amongst the vulnerable and unbanked communities.
    • Contribute to developing and or adopting sector guidelines and tools in support of livelihoods implementation.
    • Assist to submit timely and high-quality activity, donor and internal progress reports.
    • Contribute in livelihoods and financial sector growth in scope through fundraising - identification of sector gaps and root causes analysis, and support in developing quality concept notes/proposals with corresponding activity budgets.
    • Support the Economic Recovery team in project kick-off, review and project closure meetings including periodic programme review, planning and external meetings as often as possible and as requested by the supervisor.

    Technical Implementation

    • Contribute to implementing technical activities related to financial inclusion including building the capacity of CSLAs as well as work with digital partners to digitize them.
    • Support to conduct training in financial literacy and entrepreneurship skills, working with micro-businesses to strengthen business plans and operations.
    • Support in conducting training on registration of CSLAs in partnership with the Ministry of Labour & Social Protection personnel.

    Experience and technical competencies: 

    • Minimum of 2 years + of field experience in implementing economic recovery/financial inclusion programming in an International NGO or other relevant agency.
    • Experience in financial inclusion interventions and models (CSLA/VSLA) is an added advantage.
    • Good technical experience in financial inclusion programming including working with CSLAs, developing the capacity of micro-enterprises, working on micro-loans and formal financial institutions, providing financial inclusion training.
    • Experience working with Sharia-compliant financing is an added advantage.
    • Experience in working with digital service providers and digital financial services including the implementation of digital solutions from a fintech company, a plus.

    Economic Recovery Officer - Financial Inclusion

    Experience and technical competencies: 

    • Minimum of 3 years of field experience in leading and managing economic recovery/livelihoods programming in an international Public Benefits Organization (PBO) or any other relevant agency.
    • Experience implementing financial inclusion interventions and models like micro-finance, CSLA/VSLA, Savings & Credit Cooperative Organization (SACCO), is an added advantage. 
    • Technical experience in financial inclusion programming including working with CSLAs, developing the capacity of micro-enterprises, working with formal financial institutions.
    • Experience working with sharia-compliant finance sector is an added advantage.

    Economic Recovery Coordinator

    Overall purpose of the role: 
    The holder of this position will manage a team of Economic Recovery Officer and Assistants to effectively implement a financial inclusion project. The overall responsibility of the Economic Recovery Coordinator is to provide sound technical expertise to the financial inclusion project funded by Sweden and led by DRC in collaboration with KCB Bank, KCB Foundation and Chamasoft Ltd. The role will directly report to the Project Manager and support the day-to-day implementation of the economic recovery related activities in the project as well as contribute to the recruitment and management of the Economic Recovery Officer and Assistants. In addition, the position holder will undertake other duties as assigned by the Project Manager. He/she will be responsible for the overall design, implementation, monitoring and evaluation of DRC’s Economic Recovery programme in the specific area. The Economic Recovery Coordinator will provide oversight, technical support, and leadership within the DRC Economic Recovery unit around activities related to financial inclusion.

    Duties & Responsibilities:
    Technical Expertise in Financial Inclusion

    • Provide technical guidance on financial inclusion activities, including technical design of connecting entrepreneurs to formal financial institutions.
    • Lead the development of a Revolving Fund to support financial inclusion in Mandera.
    • Provide technical guidance on the training and establishment of Community Savings & Loans Associations (CSLAs), their running and managing their growth.
    • Liaise with formal financial institutions to support access to finance for hard-to-reach customers, building trust and setting up dialogue with target communities.
    • Support small businesses to access finance and repay credit facilities safely; providing mentorship where necessary to support growth and repayment.
    • Develop a pipeline of businesses in target areas that can access formal finance and support the connection of these businesses to financial institutions.
    • Provide technical guidance around KYC (Know-Your-Customer) requirements for access to formal finance. 

    Program Management, Development, Monitoring and Evaluation

    • In collaboration with the Project Manager, provide technical leadership related to project design, development, planning, implementation, reporting and overall project management of the financial inclusion portfolio. 
    • Develop technically sound work plans consistent with programme goals and objectives in coordination with the Economic Recovery staff & the MEAL team.
    • Develop high-quality concept notes, proposals, strategies, monitoring and evaluation plans and ensure their appropriate and timely implementation.
    • Closely monitor the implementation of Financial Inclusion activities to timely, identify any problems that may affect the achievement of intended outputs and results.
    • Submit timely weekly, monthly, quarterly & annual reports to the Project Manager. 
    • With support from field staff and the MEAL team, ensure robust monitoring & evaluation of all Economic Recovery activities.
    • Ensure timely and quality procurement of sector items and services in liaison with the Supply Chain department.
    • Ensure harmonious working of the team members with other consortium partners and stakeholders. 
    • Lead in private sector partner engagement. 

    Training & Capacity development:

    • Organize and manage workshops, trainings and meetings that are hosted by the sector with relevant stakeholders.
    • Provide ongoing technical support and mentorship to the Economic Recovery Officer and Assistants to develop professional and technical competency.
    • Support field teams to participate in and provide leadership within coordination working groups and other sectorial meetings.
    • Provide technical feedback on narrative reports and ensuring that established project targets and objectives are met.

    Coordination & Partnership

    • Ensure that DRC is effectively represented and fully participates in all the relevant thematic and inter-agency working groups, particularly in the areas of business/entrepreneurship and finance. 
    • Promote a positive profile of DRC and the project by ensuring DRC’s role is well understood within and without the sector, and among other partners and communities.
    • Develop and maintain strong working relationships with consortium partners and all other stakeholders. 
    • Provide higher level guidance to the market systems with private sector engagement. 
    • Provide guidance in mapping and engagement strategy.

    Budget Management:

    • Manage the Economic Recovery budget in Mandera in order to maintain sound project expenditure within the set parameters; ensuring adherence to DRC financial procedures and donor requirements.
    • Support the Economic Recovery team members to utilize financial planning tools, such as spending, procurement, and work plans based on activities and budgets.
    • Prepare spending plans, procurement plans, and work plans based on activities and budgets.

    Experience and technical competencies: 

    • At least five years of experience working in banking, financial inclusion, access to finance programmes, sustainable and alternative livelihoods, resilience, economic recovery and self-reliance programming.
    • Good working know on the Village Savings & Loans methodology with excellent understanding of market systems development approach and the Graduation model.   
    • Must have substantial previous experience in implementing financial inclusion and MSD programmes with good understanding of access to finance.
    • Excellent analytical and writing skills; cultural sensitivity and have respect for diversity. 
    • Excellent interpersonal skills and demonstrated ability to establish effective working relations with local partners and other stakeholders.
    • Experience and willingness to work in the field with proficient programme management skills. 

    Education

    • At least a Bachelor’s degree in Agri-business, Business Development, Economic Development, Community/International Development) from a recognized university.

    Finance Officer

    Overall purpose of the role: 
    The Finance Officer will facilitate the efficient and effective financial management of the DRC operations for the Mandera programmes. The Finance Officer will ensure compliance with all DRC finance and grant compliance matters in close collaboration and guidance from the Base Manager and the Team Leader- Finance and Administration. The holder of the position will be responsible for budgeting, financial planning, reporting and be an audit focal point at field level, for smooth functioning of the finance docket, as well as assuring linkages with other departments and countrywide. S/He will also be responsible for monthly reconciliation, cash book closing and cash projection for the programme for a smooth functioning of finance operations..  

    Duties & Responsibilities:
    Transfers and payments 

    • Ensure all payments are made timely and in accordance with existing DRC procedures. 
    • Ensure all payments meet the requirements of law and engage with authorities, tax advisors or other stakeholders to ensure tax requirements are met accordingly. 
    • Ensure that payment documents comply with DRC’s internal financial procedure and donor regulations. 
    • Ensure timely request of funds from DRC Country office to Mandera field office for operational needs. 

    Accounting: 

    • Ensure all expenses enter the DRC Dynamics in time and be of highest quality. 
    • Ensure to update cashbooks on a daily basis to reflect the actual status of existing cash count and bank balances in all currencies. 
    • Ensure all bank account statements are reconciled. 
    • Ensure proper filing system for financial documents. 

    Budget control, planning and reporting

    • Liaise with Mandera  Base Manager for regular budget monitoring.
    • Assist Mandera Base Manager, DRC Finance Manager, Project Manager as well as other technical leads to prepare, review and use budget control tools for regular budget follow up including forecasts to ensure accuracy and in line with organizational set guidelines. 
    • Maintain the Master Budget of the Mandera field office in liaison with the Project Manager. 
    • Liaise with the SDACKED Project Manager on the consortium’s financial management and reporting. 
    • Assist in the preparation of donor financial reports. 
    • Support in the development of new proposals with financial information for budgeting. 
    • Correctly use DRC Dynamics functionalities in the area of concern. 
    • Liaise with the Administration staff in updating the assets register of the Mandera field office. 
    • Ensure review of financial documents to arrest any exposure and manage financial and fraud risks within the Mandera field office assigned projects in accordance to DRC’s relevant policies.

    Experience and technical competencies: 

    • A Bachelor’s degree in Finance/Accounting or Business Administration from a recognized university with CPA qualifications or any other accounting qualification. 
    • 4 years’ experience in working in international NGOs. 
    • Demonstratable experience with robust ERP (enterprise resource planning) systems; preferably Microsoft Dynamics 365. 
    • Experience with audit. 
    • Proven ability to prioritize tasks and meet deadlines. 
    • Stable and robust character and a good team-player.

    Protection Officer

    Overall purpose of the role
    The responsibility of the Protection Officer is to lead and oversee protection work in the financial inclusion project funded by Sweden. The project is led by the Danish Refugee Council (DRC) in collaboration with KCB Bank, KCB Foundation and Chamasoft Ltd. Under the direct supervision of the SDACKED Project Manager, the Protection Officer is to provide strategic and technical contribution in the day to day implementation of the project to ensure sound delivery of all protection tasks within the project context and design.

    Duties & Responsibilities:
    Responsibilities

    • Project Management/Development, Monitoring & Evaluation
    • Plan, oversee and support the broad implementation of the SDACKED project Protection activities in Mandera.
    • Assess vulnerable persons of concern and survivors of sexual and gender-based violence (SGBV), ensuring that individual and group level support is provided with regular case reviews and file audits.
    • Ensure provision of professional and confidential Protection, psychosocial services to survivors of GBV and other beneficiaries through a survivor-centered case management approach. 
    • Take lead in designing and developing sector concept notes and proposals.   
    • Facilitate formation of support groups for survivors of SGBV and other vulnerable groups.
    • Take lead in Protection data analysis and maintain a reliable beneficiary database in line with data protection policy/guidelines.
    • Take lead in the implementation of prevention activities like EMAP (Engaging Men through Accountable Practices) and other GBV prevention tools.
    • Submit timely and high-quality activity, donor and internal progress reports that include documentation of project milestones through case studies and human-interest stories for influencing impact at scale and contributing to fundraising.
    • Lead the Protection team in kick-off, review and project closure meetings. This includes periodic project review, planning, external meetings as often and as requested by the supervisor.
    • Ensure project staff adhere to the CHS (Core Humanitarian Standards) in project implementation; participate in CHS audits and support the MEAL (Monitoring, Evaluation Accountability & Learning) plan. 

    Technical Implementation

    • Mainstream Protection in financial inclusion and protection of the vulnerable population; ensuring adherence to rights, safety, dignity and accountability of the persons of concern. 
    • Conduct progressive protection monitoring and follow ups to check on progress of CSLAs (Community Savings and Loans Associations) and individuals with various protection, GBV and psychosocial support (PSS) issues that are affecting their full engagement in the financial inclusion ecosystem. 
    • Develop a Protection and financial trigger system that monitors any change in the situation; elevating participants to a higher level for additional support and counselling as a form of early detection to reduce any negative behaviour as a result of financial stress.
    • Provide individual and group therapy to persons of concern facing any mental health issues hindering them from fully thriving in a financial inclusion ecosystem. 

    Coordination & Partnership

    • Develop and maintain effective working relationship with all stakeholders, community members and leaders, NGOs, UN agencies, and other DRC team members to enhance multi-agency and multi-sectoral cooperation and coordination on response activities.
    • Promote collaboration and synergy between refugee-focused interventions and the host communities.

    Monitoring, Evaluation, Accountability Research and Learning (MEARL) Officer

    Overall purpose of the role: 
    The Monitoring, Evaluation, Accountability, Research and Learning Officer will provide technical support to all projects and oversee all MEAL activities, including assisting project teams in defining indicators, developing data-collection tools and methodologies, and leading data and project assessments and project compliance audits For Boresha project in the Mandera Field Office. The MEARL Officer will collaborate closely with the Nairobi-based MEAL Coordinators, MEAL coordinator Emergency and field programme team to ensure compliance with DRC’s MEAL requirements and best-practices. The role will also ensure programme data and other protection data is accurately and ethically collected, stored, analyzed & shared in strict adherence to DRC’s data protection policy and MEAL guidelines.

    Duties & Responsibilities:

    • Ensure full compliance with DRC’s Minimum Monitoring Evaluation, Accountability and Learning Standards in the project implemented in the field office. 
    • Lead the development of MEAL components of project proposals or concept notes, including the development of indicators and project-specific MEAL plans. MEAL plans and DIPs will be developed in close collaboration with programme teams and will be used to populate DRC’s Indicator Performance Tracking Tool (IPTT), which will be used by the program and MEAL teams to provide monthly updates and analysis of progress against indicators.  
    • In close collaboration with the Nairobi-based MEAL Coordinator and the program team, develop sector-specific data collection tools and ensure their proper use by implementing teams. The position will ensure the timeliness and quality of data collection, and ensure all captured data is managed according to protection information management standards and best practices.  
    • In collaboration with the MEAL Coordinator, lead field-level assessments, including baseline, mid-term, end-line and post-distribution monitoring surveys.  
    • Produce monthly analysis reports with updates on the implementation status of all assigned projects. This will entail flagging areas of concern, developing recommendations for corrective actions to share with the Area Manager, implementing teams and MEAL Coordinator, and documenting lessons learned.  
    • In collaboration with the MEAL Coordinator, facilitate field-level learning events to capture, document and disseminate lessons learned for internal and external purposes.  
    • Under the technical guidance of the MEAL Coordinator, conduct internal project audits with an eye to ensuring means of verification are documented and reflect data reported by the implementing teams.  
    • In collaboration with the country-level MEAL Coordinator or Programme Coordinator, assume responsibility for the implementation of and compliance with DRC Kenya Community Feedback and Response Mechanism, and all associated tools and SOPs, in the Mandera field office. 
    • Coordinate with the programme development team for reporting purposes and during project monitoring exercises and end-of-project evaluations. 
    • Provide support in preparing and reviewing reports and verifying consistency between collected data, means of verification, the IPTT and donor reports.  
    • Support on any other MEAL tasks assigned to you from within Kenya program

    Experience and Technical Competence 

    • A minimum of 4 years of MEAL experience within the humanitarian or NGO field.  
    • Demonstrated experience translating theories of change, log-frames and results frameworks into monitoring plans, developing data-collection tools and protocols, leading data-collection and management process, designing and managing databases, and analyzing data.  
    • Proven technical skills in monitoring, evaluation and experience with both qualitative and quantitative data-collection and analysis. 
    • Excellent analytical, presentation, and report-writing skills. 
    • Strong background in the use of computers including the use of software applications such as Excel, Access, PowerPoint, statistics software such as SPSS.
    • Experience in the use of the EU MEAL and reporting procedures will be an added advantage
    • Previous experience with electronic or mobile data-collection such as Kobo
    • Strong interpersonal and communication skills and the ability to work under pressure to tight deadlines.  

    Education

    • A Bachelor’s Degree in the Social Sciences, Economics, Statistics or Information Management Sciences.
    • Fluency in written and spoken English and Swahili is essential  .
