Purpose of consultancy
To provide technical expertise on strategic thinking and contribute to the finalization of IPC global strategy; draft global action plan and IPC monitoring framework as well as to contribute to the development of a planning proposal and preparation of WHO guidelines
Deliverables:
Output 1: Develop new evidence-based WHO guidelines to prevent vascular catheter-associated infections in close coordination with IPC Hub Team technical leads.
- Activity 1.1: Develop draft of WHO guidelines on prevent vascular catheter-associated infections.
- Activity 1.2: Collect feedback from reviewers and provide technical input to the IPC Hub Team technical leads to integrate/referee feedback on draft guidelines.
- Activity 1.3: Share final draft with appropriate WHO staff and/or external experts.
Output 2: Finalize the draft of global strategy for IPC in close coordination with IPC Hub Team technical leads.
- Activity 2.1: Collect feedback from reviewers as needed or as requested.
- Activity 2.2: Provide written technical input to integrate/referee feedback on draft global strategy.
Output 3: Draft global action plan and the monitoring framework for IPC based on global strategy for IPC in close coordination with IPC Hub Team technical leads.
- Activity 3.1: Draft global IPC action plan based on global IPC strategy.
- Activity 3.2: Draft global IPC monitoring framework based on global IPC strategy.
- Activity 3.3: Collect feedback from reviewers and provide technical input to be integrated/refereed feedback to develop both documents.
- Activity 3.4: Share final drafts of global action plan and monitoring framework for IPC with appropriate WHO staff and/or external experts.
Output 4: Contribute to the preparation of a planning proposal for new WHO guidelines on IPC in long-term care facilities.
- Activity 4.1: Draft planning proposal for new WHO guidelines on IPC in long-term care facilities.
- Activity 4.2: Collect feedback from reviewers on planning proposal and provide technical input to be integrated/refereed feedback.
- Activity 4.3: Share final planning proposal with appropriate WHO staff and/or external experts.
Qualifications, experience, skills and languages.
Educational Qualifications:
Essential:
- Advanced university degree in medicine, public health and infection diseases from a recognized institution.
Experience
- Over ten years of combined national and international relevant experience and leading role in activities related to IPC.
- Over ten years’ experience in evidence-informed policy and health system development.
- Over ten years’ experience in IPC and infectious diseases research (clinical, epidemiological, systematic reviews, health technology assessment, health system research, priority settings exercises, monitoring and evaluation of programs), and development of guidelines based on GRADE and PICO methodology.
- Documented track record of a large number of scientific publications in peer-reviewed journals.
Skills
- Ability to conduct clinical and epidemiological systematic reviews.
- Knowledge of GRADE and PICO methodology.
- Technical expertise in IPC.
- Advanced writing skills to develop guidelines and publish in scientific publications in peer-reviewed journals.

Purpose of consultancy
To provide technical expertise and guidance in relation to the portfolio of projects oriented around health systems research study oversight and research agenda setting. The portfolio is aligned with primary health care (PHC) and universal health coverage (UHC) content and includes engagement with team members of the Alliance as well as collaboration with grantees and funders associated with the portfolio of work.
Deliverables:
- Deliverable 1: Provide technical guidance focused on the protocol finalization and implementation of an enablers and barriers study (scoping review and field interviews) on the engagement of policymakers in agenda setting and evidence use for health systems research.
- Deliverable 2: Facilitate the establishment of a research consortium related to PHC and UHC in India including contractual processes, initial work planning, and technical inputs on proposed research study plans.
- Deliverable 3: Provide technical and administrative support to related initiatives by contributing to tasks such as supporting grantees on technical questions, engaging in reporting activities, or conducting targeted literature reviews.

Educational Qualifications:
Essential:
- Masters’ degree in Public Health (with a focus on health systems, health policy analysis, and/or primary health care).
Desirable:
- Doctoral degree in Public Health or a related field.
Experience
Essential:
- At least five years of relevant experience in global health research, including experience in the field of health policy and systems research with relevance to low- and middle-income countries.
- At least one year working at country level on HPSR related to PHC and/or evidence-informed policy processes.
- Track record of scientific articles relevant to the field of health policy and systems research, including a minimum of 10 publications in peer-reviewed journals.
- Experience in developing and coordinating international collaborations and research consortia.

To contribute to the planning and development of a competency-based framework for eye care, focused on high demand purposes such as refractive error care, and to the planning and development of evidence-based vision and eye health screening handbook covering relevant periods across the life course.
Deliverables:
Objective 1: Contribute to the planning and development of an adapted competency framework for eye care, focused on high demand purposes such as refractive error care.
Outputs:
- 1.1 Collaborate with the WHO Vision and Eye Care Programme to establish a technical working group to contribute to the development of the adapted eye care competency framework;
- 1.2 Contribute to the development of a draft eye care competency framework focused on refractive error care;
- 1.3 Contribute to the development of an operational plan for the pilot testing of the adapted framework in 2 countries from 2 WHO regions.
Objective 2: Contribute to the planning and development of evidence-based vision and eye health screening handbook covering relevant periods across the life course.
Outputs:
- 2.1 Collaborate with the WHO Vision and Eye Care Programme to establish a technical working group to contribute to the development of the screening handbook;
- 2.2 Contribute to the development of a draft vision screening handbook and organize a peer review process to obtain expert feedback.
