    Consultant - Biosafety and Laboratory Biosecurity

    Purpose of consultancy

    To contribute to the WHO biosecurity guidance document development and the dissemination of the WHO Laboratory Biosafety Manual 4th edition (LBM4).

    Deliverables: 

    • Deliverable 1: Coordinate and actively communicate with the identified experts to write, edit and reference the WHO biosecurity document; and facilitate a two-stage consultative process.
    • Deliverable 2: Disseminate the fully revised WHO Laboratory Biosafety Manual 4th edition (LBM4), inter alia, produce work for translated documents for proper formatting suitable for publication and make hard copies. 

    Qualifications, experience, skills and languages.

    Educational Qualifications:

    Essential:

    • A Master’s degree in health-related, biological or medical sciences. 

    Experience

    Essential:

    • At least 5 years of relevant experience in microbiology, biomedical research, high containment or related field. 
    • At least 2 years of experience in project facilitation, if possible at international level. 
    • Experience in developing technical reports and guidance documents.

    Desirable:

    • Working experience in resource-limited countries and/or WHO.

    Skills

    • Excellent written and verbal communication skills.
    • Proven project facilitation skills.
    • Knowledge in biosafety and/or laboratory biosecurity.
    • Skills in managing InDesign files.
    • Proven capacity in networking sensitively, cooperatively and productively with multiple stakeholders.

    Consultant - Data Scientist for Pandemic and Epidemic Intelligence

    Purpose of consultancy

    To provide technical input to data analysis, develop tools supporting data analysis and data sharing, and package code, to be reusable and shared in a transparent way for different settings for pandemic and epidemic intelligence.

    Deliverables

    • Prepare pipelines for data that can be used for joint analysis to model pandemic and epidemics.
    • Summarize existing models and advanced analysis on issues relevant for current pandemic and epidemic intelligence.
    • Carry out analysis on existing data and develop pipelines for information products, such as presentations, briefings, activity reports.
    • Document analysis and store in order to make it sharable and reusable.

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • First university degree in health informatics, data science, biostatistics, applied mathematics, computer science, engineering or other related technical disciplines. 

    Desirable:

    • Postgraduate diploma in any of the above areas.

    Experience

    Essential:

    • At least two years' relevant experience with successful track record in data analysis or data visualization. 

    Desirable:

    • Experience in the analysis of infectious disease data using surveillance data and context data. 
    • Experience in WHO or UN, UN Agencies.

    Skills/Knowledge:

    Essential:

    • Skills in database management and statistical analysis, secondary data review, epidemiological analysis and public health information management. 
    • Good computer skills in Microsoft office, and a statistical package such as R, SAS or Python. 
    • Strong skills in coding, data management, data analysis and data visualization. 
    • A theoretical and practical understanding of health statistics, spatial statistics, and modelling methods.
    • Demonstrated competency in the application of Bayesian statistics. 
    • Excellent presentation and communication skills. 
    • Ability to synthesize information in a clear and concise manner. 
    • Ability to understand technical issues in the field of public health as well as knowledge of epidemiology, quantitative methods, and surveillance in the area of emerging/re-emerging diseases.
    • Ability to work in a multi-disciplinary and cross-cutting environment.
    • Excellent organizational skills combined with ability to multi-task and produce accurate results under pressure. 
    • Knowledge of public health sector and issues.

    Consultant - EYE Strategy Resource Mobilization

    Purpose of consultancy

    The consultant will perform the following:

    • develop a business case for yellow fever interventions;
    • develop funding proposals;
    • provide advocacy expertise to enable attainment of financial, technical, and non-financial resources for the global Eliminate Yellow fever Epidemics (EYE) strategy. 

    Deliverables

    • Deliverable 1: Develop business case report for YF interventions. 
    • Deliverable 2: Develop and submit at least 5 proposals for WHO AFRO, PAHO, the Democratic Republic of the Congo, Nigeria, Ethiopia and 3 countries in Latin America and the Caribbean. 
    • Deliverable 3: At least 1 large funding commitment ($1 million) is secured annually to ensure progress across key unaddressed thematic areas and to address critical gaps in LAC.
    • Deliverable 4: Secure at least $1million for the 3 no-regret African high-risk countries (DRC, Ethiopia, Nigeria) in 2022 and 2023. 

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • Advanced university degree in international or public relations, business administration, communications, social sciences, law, public health or another related field.

    Desirable:

    • Specific training certificate in business administration, communications, or other relevant field.

    Experience

    Essential:

    • At least 5 years of relevant experience combined at the national and international levels, in the areas of partnerships, donor relations, private sector engagement or resource mobilization, with emphasis on public health.
    • Experience in developing business cases in the global health field.

    Desirable:

    • Experience in conducting cost studies in health care.
    • Experience in fundraising markets for projects in Africa or the Americas especially for health and specifically for vaccination.
    • Experience with WHO, UN agencies, US Center for Disease Control (CDC) or a health cluster member organization.

    Skills/Knowledge:

    • Excellent written and oral communication skills with the ability to convey complex proposal development, donor reporting/relations with clear recommendations. 
    • Ability to produce quality reports.
    • Solid knowledge of advocacy, communications, partnerships, and resource mobilization.
    • Knowledge of the work of UN agencies and the practical considerations for funding and advocacy. 
    • Knowledge of stakes linked to arboviral diseases and/or tropical diseases with epidemic potential.

    Consultant - WHO Ethics of Research Priority Setting Project

    Purpose of consultancy

    To provide technical input to the development of an ethical framework for priority setting in health research, and associated activities, including case studies.

    Deliverables

    • Deliverable 1: Contribute to the preparations/development of agendas, background papers and reports for monthly expert meetings. 
    • Deliverable 2: Contribute to preparations/development of agendas, background papers and reports for stakeholder engagement consultations. 
    • Deliverable 3: Provide research support to the expert writing group in preparing drafts of the ethics framework for priority setting in health research.
    • Deliverable 4: Contribute to the preparation of final documentation and outputs for publication and the development of an implementation strategy.

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • First level university degree in Ethics, Law, Philosophy, or Medicine. 

    Desirable: 

    • Postgraduate degree in Ethics, Law, Philosophy, or Medicine.

    Experience

    Essential:

    • 2 years of experience of writing in the fields of public health, bioethics, philosophy, or other research-related field, as evidenced by peer-reviewed publications.

    Skills/Knowledge:

    Essential:

    • Excellent communication, research, presentation and report-writing skills.
    • Ability to work in multi-disciplinary and multi-cultural settings.
