Key Responsibilities:

• Oversees all aspects of project financial management and operations, including financial and accounting systems implementation; forecasting; budgeting; procurement; payroll expenditure tracking; and financial reporting and grants under contract (GUC) management.
• Prepares periodic financial reports to headquarters finance and ensures timely submission to USAID per award requirements.
• Report to LWR headquarter International Finance Director and the Chief of Party on matters including, but not limited, to: operational field accounts, bank reconciliation/statements, office advance requests, and other day-to-day project administration issues

Financial:

• Develop annual workplan budgets; oversee effective budget planning; develop and implement budgeting and financial reporting processes to meet project financial management, forecasting, and USAID award reporting requirements.
• Ensure project expenses are reasonable, cost-effective, and comply with USAID procurement rules and regulations, support donor auditing procedures.
• Ensure that award deliverables are achieved within budget while effectively managing fiduciary risk within the project as well as downstream among sub-recipients and suppliers; promptly advise the Chief of Party of all potential fiduciary risks; develop monitoring and troubleshooting strategies to address risks and financial management.
• Validates and approves all financial transactions.
• Oversees the maintenance of financial records and ensures there is appropriate supporting documentation.

Contractual:

• Draft, review, and negotiate contracts (including service agreements, purchase orders, etc.), ensuring all required contractual terms and conditions are included while obtaining the best value to the project.
• Support grants under contract mechanisms and monitor sub-recipient to ensure sound financial management, operations, and compliance; contribute to capacity building of local partners in administration and financial management.

Procurement and Travel:

• Initiates procurement of office space, office equipment, vehicles, and other items, in compliance with USAID procurement regulations.
• Support logistical operations, including transport and staff travel requests and payments.
• Oversee project financial deliverables, including ensuring report preparation and high-quality timely submission.
• Direct preparation of annual work plan budgets, and other project-related communication and reporting materials
• Ensure compliance with USAID rules and regulations.

Qualifications:

• Minimum of a Master's degree (or international equivalent) in business administration, finance, accounting, or related field; additional accounting certification preferred (e.g., AICPA, Association of Chartered Certified Accountants (ACCA), Chartered Institute of Management Accountants (CIMA), etc.)
• Minimum of eight years of progressively responsible administrative and financial management experience on donor-funded international development projects, including financial and accounting systems development, financial monitoring, budget development and analysis, procurement, operations and logistics, IT, and human resources management and administration.
• Minimum of six years of leadership/supervisory experience managing finance, accounting, operations, and administrative staff and teams.
• Extensive experience in financial management of USG-funded projects of similar scope and size; strong understanding of USG compliance rules and regulations (including FAR/AIDAR acquisition regulations) and Cost Accounting Standards; demonstrated experience with USAID/USG financial reporting requirements.
• Experience overseeing project operations, procurement, and logistics; extensive experience in the development and management of large project budgets.
• Experience overseeing management of sub-grants or sub-contracts.
• Knowledge of and experience with USAID rules and regulations required.
• Deep knowledge of the political, social, and economic context of Kenyan required, with experience working in Kenya preferred.
• Strong communication skills, including both written and oral presentation skills; proven ability to develop and communicate a common vision among diverse partners.
• English fluency with professional proficiency in writing required; knowledge of Swahili is an asset.
• Willingness and ability to travel to project sites within Kenya

Key Responsibilities:

• Provide overall management, strategic direction, and technical leadership to the project to achieve expected project results within budget and timeframe
• Serve as principal liaison to USAID and the Government of Kenya, ensuring high levels of coordination, while nurturing relationships with all key stakeholders (including partner organizations at the national and subnational level) on administrative, financial, and programmatic matters related to the project
• Liaise with USAID partners and other donors, as well as implementing partners and stakeholders, to ensure coordination of and harmonization with other relevant agriculture, market systems, economic growth, private sector engagement, and Feed the Future activities in Kenya
• Lead project teams (e.g., technical, program, finance, and operational staff) to ensure program tasks, deliverables, and responsibilities are met; staff management includes hiring, supervising, and mentoring project staff
• Oversee project deliverables, including ensuring report preparation and high-quality timely submission, and ensuring cross-cutting issues are effectively integrated into project implementation
• Direct preparation of annual work plans, project activity updates, and other project-related communication and reporting materials
• Represent the project in all technical, policy, and programmatic fora at all levels (county, national, and international)
• Ensure compliance with USAID rules and regulations

Qualifications:

• Advanced graduate degree in agricultural economics, business administration, international development, governance, or related field.
• Minimum of 10 years of professional experience, with progressively increasing responsibilities and duties in a field related to the successful implementation of the project, such as agriculture, agribusiness, market systems development, value chain development, and/or private sector capacity building for improvement of market systems.
• Proven technical expertise using market systems and facilitation approaches to strengthen agricultural value chains and agricultural inputs, including at least eight years of senior-level management experience working on international donor agency-funded projects.
• Familiarity with USAID's approaches to market systems, agricultural inputs in Kenya, and/or small/medium enterprise development approaches in support of such development.
• Demonstrated experience in developing and maintaining strong relationships with government agencies, international donor agencies (USAID, WB, FCDO, UN agencies, GF, etc.), and private sector stakeholders.
• Experience collaborating and coordinating with local and national host government agencies and aligning program activities and results with national strategies.
• Demonstrated leadership qualities, including technical, management, and evaluation expertise for complex programs in resource-constrained countries; prior experience as a Chief of Party for USAID-funded projects over $25 million is required.
• Knowledge of and experience with USAID rules and regulations required.
• Deep knowledge of the political, social, and economic context of Kenya required, with experience working in Kenya preferred.
• Strong staff supervision skills and demonstrated ability to coordinate programs with partners from a broad range of backgrounds and experiences; demonstrated ability to lead multi-disciplinary teams.
• Strong communication skills, including both written and oral presentation skills; proven ability to develop and communicate a common vision among diverse public and private partners.
• English and fluency with professional proficiency in writing required; knowledge of Swahili is an asset

Key Responsibilities:

• Provide day-to-day implementation of all MEL related activities under the project.
• Design and contribute to development of quantitative and qualitative tools and implementation of robust context-appropriate systems for data collection, quality assurance, analysis and reporting on activity outputs/outcomes and program quality.
• Oversee team that conducts data collection, entry, verification, analysis, and reporting on actual achievements against set targets, highlighting emerging patterns and offers clear reports on findings and conclusions. Ensures high quality data is reported.
• Operationalize a project collaborative learning and adaptive (CLA) approach by leading its implementation as per the MEL plan.
• Provide support for the recruitment of consultants and temporary field staff for MEL-related activities.
• Ensure high quality data quality, integrity and security standards and procedures are in place and are aligned with country national monitoring and evaluation guidelines, protocols, information, and reporting systems.
• Conduct analysis and contribute to preparation of required, periodic project reporting by capturing performance results and ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes.
• Monitor implementation of learning agenda for identification of best practices and lessons learned and for adaptive and knowledge management.
• Provide data use training, mentoring, and coaching to project and subcontractor staff.
• Engage with private sector partners and local stakeholders to monitor the progress and success of activities.
• Design a reporting system that ensures regular data flow and utilization and provides insights on activity performance and areas, contributing towards strategic decision-making and project planning with project leadership.
• Work closely with project leadership, including partners and local stakeholders, to develop and implement a robust learning agenda for continuous learning, collaboration, and adaptation to further the project's learning agenda.
• Participate in relevant M&E technical working groups and coordinating bodies; work with relevant USAID, ministry departments and project staff on project-linked M&E as appropriate.
• Contribute to development and sharing of information and knowledge products with all relevant stakeholders in a timely manner.
• Contribute to annual workplan preparation in the design of MEL activities.

Qualifications:

• Master's degree in statistics, monitoring and evaluation, demography, social science, mathematics, economics, or relevant discipline. Significant study in the agricultural market field, international development and/or program monitoring and evaluation preferred.
• At least eight years of experience in the design and implementation of MEL in development projects implemented by national/international NGOs, preferably in agricultural markets.
• In-depth understanding of and expertise in USAID agriculture indicators, performance monitoring plans and reporting.
• Demonstrated experience in designing tools and strategies for data collection, analysis, and production of high-quality reports.
• Demonstrated experience in analyzing data using statistical software.
• Experience working with USAID funded projects in M&E capacity.
• Strong quantitative and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
• Deep knowledge of the political, social, and economic context of Kenya required, with experience working in Kenya preferred.
• Exceptional communication skills, including both written and oral presentation skills; proven ability to develop and communicate a common vision among diverse partners.
• English fluency with professional proficiency in writing required; knowledge of Swahili is an asset.
