    Legal Assistant

    • The Legal Unit, situated in the Office of the Executive Director (OED), is responsible for, but not limited to:
    • The provision of timely and sound legal advice to UN-Habitat through its officials including the Executive Director, the Deputy Executive Director, Senior Managers, and other relevant UN-Habitat officials and partners;
    • Preparation of Guidelines on handling and preventing issues such as corruption, misconduct, fraud, inefficient use of resources, unnecessary legal claims and liabilities which continue to pose serious threats and challenge to the operations of UN-Habitat and its relations with its partners;
    • The efficient and timely review and clearance of all legal agreements and legal instruments prior to their signature to reduce exposure of UN-Habitat to risks, legal claims and liabilities;  
    • Provision of appropriate legal representation before the United Nations Dispute Tribunal (UNDT) and dispute settlement bodies; and (e) Resolving disputes with partners and other stakeholders and ensuring that disputes are efficiently handled and minimized. II.

    PURPOSE AND OBJECTIVES

    • Under the direct supervision of the Officer-in-Charge of the Legal Office, the Individual Contractor shall undertake specific responsibilities aimed at achieving the required objective and results and support the realization of UN-Habitat's mandate. The Individual Contractor will carry out the following duties:
    • Review, verify and process legal instruments ensuring conformity to relevant guidelines and requirements, extract key data and update database, monitor requisite follow-up actions, approvals, etc.  
    • Assist in the preparation and filing of cases with the United Nations Administration of Justice (UNDT and UNAT) and any other body such as the Management and Evaluation Unit (MEU).
    • Handle, or refer to the Legal Officer as appropriate, a variety of verbal and written inquiries from internal and external parties, including providing information on processes and procedures related to specific legal activities, instruments, etc.
    • Conduct basic research on assigned issues, using existing legal files and alternative sources (e.g., computer-assisted searches using the internet, intranet or other databases); verify facts, identify citations, precedents, issues to be addressed, etc., and draft statements of findings, respondent replies to appeals, etc. for review by the Legal Officer.
    • Edit and conduct final checks for accuracy of a variety of specialized legal documentation, instruments, and related correspondence, for final clearance and approval.
    • Participate and assist in drafting legal opinions and correspondence.
    •  Assist in the preparation of legal documents for electronic storage, access and circulation/publication, including document scanning and conversion, review of content and extraction of key data and text excerpts for categorization and indexing purposes, etc.
    • Schedule appointments/meetings, monitor deadlines, etc.
    • Perform other duties as assigned.

    Qualifications/special skills

    • Bachelor’s degree in law from a recognized institution is a requirement. A master’s degree in law or a related field would be an added advantage. Minimum experience of one (1) year is a requirement, part of which must be related to International and Administrative Law and Legal Research in an international organisation.

    Social Media Consultant

    This role involves implementing the UN-Habitat social media strategy to increase visibility and engagement of the digital accounts that carry messaging for the office of the Executive Director.

    Within delegated authority, the Consultant will be responsible for the following duties:

    • Implements global communication strategies and campaigns on social media platforms to engage with local audiences on UN-Habitat priority issues and/or major events relating to the Office of the Executive Director.
    • Provides specialized assistance in managing the Executive Director’s and Deputy Executive Director’s social media activities in alignment with the Organization’s strategic communications priorities and branding guidelines including, but not limited to, the development of online content and campaigns delivered across various platforms.
    • Updating the ED and DEDs social media platforms regularly with, among others, platform-specific content including text, images, videos and graphics.
    • Researches a broad scope of information sources, printed and electronic; compile and present information for use in the preparation and production of communications products/services for external audiences on social media platforms.
    • Organize and execute social media-related campaigns and events, coordinating with diverse partners.
    • Collects and produces content for social media platforms, including in local languages and various formats (e.g. infographic, video, etc.), including proposing topics, undertaking research, writing drafts, production of content (such as graphic design), obtaining clearances, editing copy, and coordinating design approval, translation procedures and distribution.
    • Key contributor in the planning and implementation of communication campaigns on social media platforms by selecting appropriate and relevant excerpts of speeches and statements and coordinating the translation/adaptation of materials from other sources.
    • Manages the development and updating of internal databases; updates content on social media platforms; generates a variety of standard and non-standard statistical and other reports from various databases.
    • Develop and maintain collaboration with the other high-level social media channels of existing and new partners, allies, and stakeholders.
    • In charge of scheduling posts as part of an established workflow using the scheduling tools available to maximize reach and impact according to specific algorithms of each social media platform.
    • Acts as focal point on social media matters, monitoring and reporting on the latest trends and developments, responding to queries, and participating in the monitoring and evaluation on the engagement of the UN-Habitat Executive Director's presence on social media.
    • Track and analyze ED and DEDs reputation on social media, public opinion and other external developments using traditional and social media, to help assess news value, and potential impact and help determine appropriate responses as needed.
    • Acts as the focal point for the coordination and production of OED statement videos, this will include liaising with relevant offices to prepare scripts, editing scripts to ensure a smooth flow during recording, and tracking the production of videos to ensure timely delivery and dispatch
    • Provides specialized communication support to the chief of communications, especially social media support, as needed.
    • Tracks updates, needs and availability of technology needs and maintenance of equipment, software and systems.
    • Carry out tasks and responsibilities as deemed necessary by the supervisors, adapting to various assignments with flexibility and diligence.

    Qualifications/special skills

    • A first-level university degree in Communication, Journalism or International Relations or a related field is required. 2 years of experience in communications and social media marketing required. Expertise in creating content for major social media platforms (Twitter, Instagram, Tik-Tok, Snapchat, LinkedIn, Facebook, etc.) desirable. Strong experience in creating visual (photo and video) assets for use on social media channels is desirable. Knowledge and experience in using social media monitoring, analytics, and scheduling tools is desirable.

    Building Energy Efficiency Expert

    The Consultant will be responsible of the following expected duties and deliverables:

    • Milestone 1 : A report on energy and resources (water and materials) audit in buildings in Zimbabwe by climate zones : work with the local consultant and the Green Building Council of Zimbabwe (GBCZ) to define the climatic zones and comfort parameters, questionnaires for audits to determine thermal comfort, energy and resources and to establish a baseline for residential and non-residential buildings in the different climatic zones of Zimbabwe.
    • Milestone 2 : A report on green building rating and certification system for Zimbabwe. Work in collaboration with the local consultant and the GBCZ to identify vernacular/traditional architectures suitable for each climatic zones and conduct feasibility study with Climate consultant 6 and EDGE software to establish the best green building solutions for the country different climatic zones, then compile a green building rating and certification system for Zimbabwe. Green building certification protocol and compliance procedure.
    • Milestone 3 : A report on gap analysis and mainstreaming of energy and resource efficiency in the new Zimbabwe building energy efficiency code. Work in collaboration with the local consultant and the GBCZ to conduct review on the new national building energy efficiency codes and/or regulations, identifying missing requirements of energy and resources (water and materials) efficiencies.

    Recommendations for building code amendment: First draft of requirements regarding:

    • Environmental friendly building design incorporating green building concepts and regulations (passive building design as per climatic zone),
    • Use of climate adapted and sustainable building materials,  
    • Use of energy efficiency appliances such mandatory use of SWH, lighting, air conditioning and ventilation, d. Water efficiency: mandatory rainwater harvesting, water reuse and recycling;
    •  Material efficiency f. Renewable energies (mandatory use of solar PV for non-residential building > 1000 m2 for lighting and other electrical appliances),
    •  Energy management and conservation for buildings,

    Milestone 4: Three (03) Reports of training / consultation / validation workshops : Work in collaboration with the local consultant and the GBCZ to organise and delivery three (3) workshops with stakeholders

    • capacity building workshop, consultation workshop, and validation workshop All tasks will be undertaken in communication with relevant institutions and stakeholders in Zimbabwe. The consultant will work in collaboration with the national consultant, who collects data, conducts focus meetings with the local relevant experts and assesses energy consumption performance, organize workshops in order to inform the work on the a green building rating and certification system adopted for Zimbabwe’s GBC.

    DELIVERABLES:

    •  Deliverable 1 - A Report of workshop 1 : Kick-off workshop, training and milestone 1’s process validation with the stakeholders.
    • Deliverable 2 - A report on the Zimbabwe’s climatic zones, comfort parameters, and vernacular/traditional architectures suitable for each climatic zones.
    • Deliverable 3 - A report on energy consumption pattern of the selected facilities from the audit exercise to establish a baseline for residential and non-residential buildings in the different climatic zones of Zimbabwe.
    • Deliverable 4 - Milestone 1 : A report on energy and resources (water and materials) audit in buildings in Zimbabwe by climate zones. 
    • Deliverable 5 - A Report of workshop 2 : consultation workshop, training and milestone 2’s process validation with the stakeholders.
    • Deliverable 6 - A report on feasibility study to establish the best green building solutions for the country.
    • Deliverable 7 – A compilation report of best practices of green building rating and certification system for Green building Council in Africa and benefits.
    • Deliverable 8 - Milestone 2 : A report on green building rating and certification system for Zimbabwe.
    • Deliverable 9 - A Report of workshop 3 : Validation/adoption workshop, training and milestone 3’s process validation with the stakeholders.
    • Deliverable 10 - Milestone 3 : A report on gap analysis and mainstreaming of energy and resource efficiency in the new Zimbabwe building energy efficiency code.

    Qualifications/special skills

    • A master's degree or higher in environmental science, architecture, urban planning, energy efficiency, sustainable construction, sustainable development, or a related field, providing a strong foundation in green building solutions, energy and resource efficiency in the built environment and environmental sustainability is required. 10 Years experience working on green building projects with an understanding of low-carbon and sustainable construction practices, energy-efficient technologies, and renewable energy integration is required. Proven track record in undertaking similar projects related to green building rating and certification. High-level technical proficiency in sustainable construction practices, including materials selection, energy-efficient design, and renewable energy integration.
