    Deputy Director, Finance

    Major Responsibilities
     
    Strategic Planning & Analysis

    •  Provides financial information that supports the CD and SMT in making business decisions in line with IRC and Regional & 2
    •  Provides strategic analysis on the overall financial health of the country program to the CD and SMT.
    •  Contributes actively and offers feedback in the development of Country Programs Strategic Annual Plan.

    Controllership

    •  Ensures compliance with IRC and donor policies and procedures within the country, leading all aspects of in-country practices.
    •  Develops in-country finance procedures to complement global policies as needed.
    •  Reviews financial activities closely and shares insights with the Country Director on the financial performance of the office, issues with internal controls, or financial management.
    • Ensures timely completion of monthly financial reports.
    •  Ensure timely implementation of internal and external audit recommendations related to the Finance Department.
    •  Manages activities and schedules of the finance department to meet the financial reporting requirements and timeframes set by headquarters and donors.
    •  Identifies reporting format requirements and develops formats to facilitate the management of country operations and grant expenditures.
    •  Lead the preparation and approval of all donors’ financial reports, ensuring compliance with accounting, legal, and contractual requirements, with review by the CD and Regional Controller prior to submission.
    •  Conducts regular internal control reviews of operations in the country.
    •  Facilitates external, internal, donor, or government audits.
    •  Oversees the protection of the country’s assets (cash, inventory, fixed assets) through the enforcement of internal control policies and procedures.
    •  Stays updated on local government requirements related to finance, ensuring adherence to
    • tax and other legal obligations.
    •  Serves as the primary liaison with IRC HQ on all finance, accounting, grant budget management, and cash management.

    Treasury

    •  Provides supervision for all country program bank relationships and activities related to bank accounts, including the negotiation of fees, interest rates, and currency exchange rates.
    •  Oversees the review and approval of all monthly bank account and cash reconciliations in Kyriba system.
    •  Maintains up-to-date and accurate cash forecasts to effectively plan for future spending, including commitments that entail future spending obligations for the IRC.
    •  Ensures the maintenance of appropriate balances to support grant implementation and regular withdrawal of cash held at headquarters.
    •  Ensures the development and implementation of a plan to minimize the country’s foreign exchange exposure to currency gains and losses.
    •  Supervises the collection of contractual and other receivables.

    Budget/Forecast

    •  Oversees the preparation and revision of grant proposal budgets and finance reports; supports programs by offering guidance on costing and contributing to the creation of budgets for submission.
    •  Prepares and maintains the country’s annual operating budget, ensuring adequate coverage for in-country operational expenses and regularly updating the budget.
    •  Presents and facilitates the review of actual budget expenditures with the CD and program managers.

     People Management

    •  Establishes a matrix outlining roles and responsibilities within the finance department, ensuring that staff job descriptions are current. Provide guidance and supervision to the finance team to discuss job expectations, set objectives, and provide appropriate and timely feedback on the performance of direct reports.
    •  Recruits and retains qualified personnel capable of carrying out finance-related tasks.
    •  Ensures that comprehensive and meaningful performance reviews are completed annually and implements career planning and development plans for all finance staff.
    •  Designs and implements a training program specifically tailored to improve the skills of the country's finance staff.
    •  Provides oversight for finance training and technical support to non-finance staff, aiming to improve their proficiencies in accounting, reporting, and internal control.
    •  Create an inclusive team climate focused on the achievement of team and individual results, and that emphasizes the importance of mutual respect, trust, listening, ownership, learning, productivity, accountability, and openness.
    •  Adhere to IRC's performance management system, providing regular, timely, and thoughtful coaching, feedback, performance assessment, and professional development for all direct reports, while making sure that they do the same for their direct reports.
    •  Hold high-quality meetings with each direct report on a regular and predictable basis, focusing equally on interpersonal exchange, as well as work.
    •  Promote and monitor staff care and well-being and ensure to create systems and practices where work supports life and continuously role model such practices.

     Key Working Relationships:

    •  Position Reports to: Country Director and the Regional Finance Director-EA
    •  Position directly supervises: Senior Finance Managers, Finance Coordinator, Finance Analyst
    •  Other Internal and/or external contacts: Country Director and Country Management Colleagues, Local and HQS Finance teams.

     Job Requirements

    •  Master’s degree in accounting, Business Administration, Commerce or Finance required and recognized professional certificate in accounting such as CPA.
    •  Extensive experience working in development or humanitarian response, including proven ability to live and work in the relevant field in developing and transitioning countries.
    •  Minimum of five years of managerial experience in finance.
    •  Requires extensive experience in working with computerized accounting systems, standard spreadsheet, and database programs (Integra).
    •  Good written and verbal skills in the English language

    •  Must be comfortable in being a proactive member of the senior management team. Must have a proven track-record of proactively identifying and communicating potential problems and proposing solutions.

    Volunteer – Sanitation and Hygiene

    Job Purpose/Objective

    The position holder will support in implementation, monitoring, and engagement with project partners on WASH interventions. They will also support in the community engagement and mobilization for all activities both water supply and hygiene.

    Main Responsibilities

    The Volunteer shall provide necessary support to the WASH Officer -sanitation and hygiene to design, plan and implement technical WASH/environmental health assessments and studies such as household level questionnaires, focus group discussions, site visits and meetings with key members of community. She/he will ensure that an engagement approach to working with communities, the local authorities, partners & other collaborators is employed, and all activities are carried out in a way that upholds IRC values, is sensitive to community needs and promotes the full and equal participation of women, men, children, youth, people with disability and special interest groups.

    Primary Responsibilities include:

    Project Planning and Design

    • Support in the planning, Design, and follow up on the environmental health, community hygiene and sanitation initiatives.
    • Support in the project assessments and proposal development for potential sanitation and hygiene promotions.

    Project Implementation

    • Ensure community mobilization in all field activities related to environmental, hygiene and sanitation are conducted.
    • Support in the implementation of the hygiene and sanitation promotion activities according to the approved donor guidelines and humanitarian standards.
    • Support in the preparation and conducting of training for WMCs, other Community structures (SMCs, CHWs, CHEWs, Youth Groups) and local authorities.
    • In consultation with WASH Hygiene officer plan, coordinate and evaluate the distribution of all hygiene supplies.

    Project Monitoring and Evaluation

    • Support in timely delivery of projects activities.
    • Ensure that up to date project documents are in place including approved work plans, log frame, detailed project implementation plan, distribution lists.
    • Support in the documentation and filing of minutes, lessons learnt and good practices during project meetings, community meetings and trainings.
    • In consultation with MEAL, conduct all quantitative and qualitative assessments, KAP surveys, and follow-up assessments with concrete feedback findings.

    Fundraising and Networking

    • Support in the development of technically sound proposals.

    Coordination and Collaboration

    • Support in the coordination with the relevant County Government ministries and departments, Community based organizations, Faith based organizations and NGOs and other relevant departments in providing technical support and assistance to WASH activities.
    • Under the guidance of the WASH officer – sanitation and hygiene contribute towards strengthening of integration of WASH programming with the other key IRC program Sectors.
    • Assist in follow up on WASH support functions including procurements, quality control of materials delivered by suppliers, logistics plan.

    Reporting

    • Submit Weekly (or when necessary) written reports.
    • Support in the development of monthly, quarterly, semi- annual and end of projects reports in accordance with donors’ and IRC Kenya requirements.
    • Support in the development, monitoring and evaluation WASH project indicators and standards.
    • Maintain an up-to-date activity tracking tool (soft copies and hard copies) of all water supply, hygiene, and sanitation related activities.
    • Actively participate in inter-sectoral activities.
    • Support WASH department in other tasks, roles and, responsibilities as may be assigned by the supervisor.

    Minimum Qualifications:

    • Degree/Diploma in environmental health sciences, Nursing, community development, social development, public health, clinical medicine, or related field.
    • A minimum of one year experience working/programming in the respective field.

    Required Experience & Competencies:

    • Minimum of 2 years’ relevant work experience in the respective fields of work.
    • Valid registration with relevant professional bodies.
    • Experience in people engagement approaches, participatory approaches.
    • Excellent verbal and written communication skills

    Volunteer – WATSAN

    Job Purpose/Objective

    The role of volunteer-WATSAN is to support in the successful delivery of water supply and sanitation interventions in the target areas while adhering to relevant quality and technical standards. Additionally, this position will support development of community capacity in water supply and sanitation operation, maintenance, and management, participate in mobilization of WASH resources and ensure implementation is done in close collaboration with program staff, the local community, the Local authority, and other relevant agencies. The role will also involve to a large-scale technical designs of various WASH infrastructures, estimation of costs, support development of tender documents, bid review and evaluations, and general construction contract management and discharge in accordance with IRC and GoK acceptable standards and specifications.

    Main Responsibilities

    The volunteer – WATSAN supports the team identify and assess the key needs of WASH facilities and recommend an appropriate strategy to either construct, rehabilitate or repair such facilities. She/he will ensure that an engagement approach to working with communities and the local authorities, other partners is employed, and all activities are carried out in a way that upholds IRC values, is sensitive to community needs and promotes the full and equal participation of women, men, children, youth, people living with disability and other special interest groups. Primary responsibilities include:

    Project Planning and Design

    • Participate in needs assessment including Baseline surveys in WASH activities and determining most technically appropriate water supply and sanitation options.
    • Design and develop relevant specifications for WASH infrastructure including standard operating procedures (SOPs), design reports, drawings, bills of quantities, technical specifications.
    • Participate in the proposal development for potential water supply, sanitation, and hygiene interventions.
    • Undertake Topographical Surveys and GIS activities, feasibility studies, water resource mapping, EIA support.
    • Ensure that Projects/construction sites adhere to the laid out technical and quality standards.

    Project Implementation

    • Preparation of tender documents including technical specifications, bill of quantities, drawings, and terms of reference, variations and justifications.
    • Supervise construction, repair and rehabilitation of water supplies systems and sanitation facilities in strict adherence to the designs, specification, Kenya government regulations, WHO and the SPHERE standard.
    • Working with the WASH Officer – Hygiene Promotion facilitate training WMCs, other Community structures (SMCs, CHWs, CHEWs, Youth Groups) and local authorities on operation/maintenance, management, and sustainability of WASH infrastructure.
    • Build the capacity of staff, CBOs, and Water Users Committees to effectively manage WASH facilities.

    Project Monitoring and Evaluation

    • Support in supervision of WASH activities in strict consistency to IRC Kenya, government Of Kenya regulations, the donor’s guideline, and the SPHERE standards.
    • Ensure timely delivery of projects activities and successful completion of construction works with submission of completion certificates to the Contractors.
    • Ensure that up to date project documents are in place including approved work plans, log frame, detailed project implementation plan and financial forecasts Documentation of lessons learnt and good practices.
    • Support in the development and implementation of water safety plans for the water supply projects.
    • Ensure laid down SOPs, technical, health and safety standards are adhered to in all projects.

    Fundraising and Networking

    • Support in the development of technically sound proposals and project designs.
    • Uphold good relations of project partners including the contractors, suppliers, site committees and clients.
    • Engage actively in relevant clusters and networks.

    Reporting

    • Develop and deliver in a timely manner progress reports, monthly, quarterly, semi- annual and end of projects reports in accordance with donors’ and IRC Kenya requirements.
    • Support development, monitoring and evaluation of WASH project indicators and standards.
    • Provide regular update reports on water supply and sanitation activities and program progress against work plan as maybe required.
    • Maintain an up to-date activity tracking tool (soft copies and hard copies) of all water supply and sanitation infrastructure related activities.
    • Actively participate in inter-sectoral activities.
    • Comfortable with performing a range of tasks outside of their workstations, when needed.
    • Support WASH department in other tasks, roles and, responsibilities as may be assigned to by the supervisor.

    Minimum Qualifications:

    • Degree in Water Engineering, Civil and structural Engineering, or related field. A minimum of one experience working/programming in WASH, emergencies, relief, or development.

    Required Experience & Competencies:

    • Minimum of 2 year relevant work experience.
    • Valid Registration with a professional body.
    • Strong skills in civil design works and /or construction of water supply and sanitation facilities essential.
    • Demonstrated skills in technical design and costing of civil engineering works related to water supply and sanitation facilities.
    • Experience in people engagement approaches, participatory approaches.
    • Excellent verbal and written communication skills.
    • Strong interpersonal skills and ability to establish and maintain effective working relations with a team.
    • Ability to conduct community needs assessment, project planning, implementation, monitoring, and evaluation.
    • Good computer application skills (MS-Office, CAD, application software to engineering designs)
