    Director Awards Management, East Africa

    Key Accountabilities And Responsibilities

    • Accountable for excellence in proposal and award management support to country offices by leading and empowering the regional program support team in supporting the country-based grants staff, co-designing solutions, ensuring capacity building, partnership management, and coordinating support with stakeholders across the organization.
    • Define and drive forward critical business decisions and processes that respond to the needs of regions, country programs, and the organization, including contributing to the development, deployment and utilization of financial and operational policies, procedures, and systems to deliver compliance with IRC and donor requirements.
    • Lead and manage an ambitious and high performing regional program support team, acting as a trusted and accountable manager, mentor and professional resource, including promoting collaboration, enabling adequate resourcing and ensuring accountability.
    • Responsible for maintaining regional level oversight of award portfolio and pipeline including:
    • In partnership with the Business Development Director, Regions supporting the regional Senior Program Development Advisor to work with country programs in setting and implementing their business development plans, attaining their targets through proactive planning and reviewing progress in support and consultation with regional leadership.
    • Leading the team in developing and maintaining positive, strategic relationships with donors to sustain regional impact – providing insight/information into donor thinking and developments in addition to escalating issues as appropriate.
    • Liaise with internal stakeholders including: Finance, Measurement, Ethics and Compliance, and Office of General Counsel to deepen understanding/application of organisational objectives and problem solving.
    • Seek opportunities to introduce efficiencies and eliminate redundancies in existing business processes, including sharing of best practices across regions.
    • Represent the voices and needs of the country grants teams to wider AMU, External Relations and IRC, and support strong collaboration in particular with AMU’s Business Development and Compliance & Policy teams.
    • Ensure collaboration between country offices, the region and External Relations around private sector funding priorities. Alongside the CRRD Regional Vice President and Deputy Regional Director, represent the region in quarterly finance, business development, regional roundtable meetings and other key engagements as appropriate.
    • Ensure responsiveness and appropriate levels of in-person and remote award management support to all country offices, plus serve as technical resource for country grant staff recruitment. This includes identifying resourcing gaps in-country grants & partnerships teams and finding solutions to ensure proper coverage of immediate needs while providing advice on structural changes for healthy portfolio management.
    • Lead on and support AMU and regional strategic priorities and initiatives more widely.
    • Ensure identified issues are escalated and proactively work with leadership to find solutions.

    Requirements

    • At least 7-10 years of experience with a relief and development NGO or multilateral agency
    • International experience, especially in the region, preferred
    • Program and/or grants management experience with key donors, such as USAID, FCDO, European Union/ECHO, UN agencies, and others
    • Experience managing for donor compliance, proposal writing, budgeting, and representing implementers to donors
    • Proven ability to lead, manage, and develop teams, including staff working at a distance
    • Proven ability to manage multiple work streams and to coordinate across teams/functions
    • Excellent relationship-management skills with colleagues in country offices and HQ, senior stakeholders, and donors
    • Written and spoken fluency in English and required languages of operation of country programs
    • Ability to travel internationally approximately 15% of the time

    Nursing Officer –In-Charge

    Key Responsibilities
    Program management:

    • In coordination with the Health Manager, formulate program goals, objectives and intervention strategies and participate in the budgeting process
    • Ensure that all hospital activities are implemented as outlined in the project documents
    • Review the program activities and priorities on a regular basis updating the Health Manager on gaps and/or provide recommendations on how to improve quality of services.
    • Participate in planning and implementing health assessments, surveys and campaigns.

    Human Resource

    • Overall supervision of all nursing staff working at the hospital, both National and Refugee
    • Routinely monitor staff performance according to their job description and provide written feedback in a timely manner
    • Manage leave and R&R plans of nursing staff working in the hospital to ensure adequate coverage of the hospital, including nights and weekends
    • Compile and submit the call list to the Health Manager at the end of every month for the beginning of the next month
    • Convene and attend monthly meetings with Health Manager, Hospital staff and with Refugees to exchange information and problem solving.
    • Handle disciplinary issues amongst supervisees as they arise with support of the Health Manager and Senior HR Officer
    • Participate in the recruitment process for all nursing positions, including participating in the interview process.

    Program Activities

    • Ensure all hospital activities run smoothly, and services are provided timely and efficiently
    • Ensure quality of care is given to all patients accessing the hospital
    • Ensure universal precautions and infection prevention guidelines are followed in service provision
    • Organize and conduct regular in-service training and refresher courses for the nursing staff, both National and Refugee
    • Ensure all hospital departments have written Standard Operating Procedures that guide the day to day activities
    • Ensure quality of care is maintained through sharing of updated guidelines and protocols in line with MOH, WHO, UNHCR guidelines
    • Assist in ordering medical supplies on a trimester basis, in line with the projected consumption and available funding.
    • Ensure all medical items for hospital use in the warehouse are released in a timely manner with proper documentation of the same
    • Keep an inventory of all of the hospital assets, and update this on a monthly basis. Share the same with the Health Manager and Senior Supply chain Officer on a monthly basis
    • Attend and participate in weekly Continuous Medical Education (CME) sessions at the hospital
    • Attend and co-chair the daily morning hospital handover meetings, together with the Health Manager.
    • Co-ordinate referrals of in-patients in a timely manner, through the referral officer and Health Manager
    • Identify hospital facility and equipment in need of repairs and submit to supply chain, with the assistance of the Health Manager.

    Reporting And Coordination

    • Review, authorize and keep accurate records of all requisitions, duty rosters and applications for leave
    • Ensure that all HIS statistical reports are accurate and submitted on a weekly basis
    • Evaluation of services through monitoring morbidity and mortality rates through monthly statistical reports.
    • Forward hospital daily categorized patients bed occupancy to the Health Manager
    • Keep the Health Manager informed of major issues at the hospital without fail
    • Maintain an updated record and submit regular inventory reports of hospital equipment and furniture.

    Others

    • Carry out other relevant duties as may be required or assigned by your supervisor.

    Key Result Areas.

    Minimum Qualifications:

    • Professional qualification in Nursing (BSN degree).
    • Registered with the Nursing Council.
    • At least 3 years professional experience preferably in a supervisory/in-charge position.
    • Postgraduate training in public health, health services management or any relevant field is an added advantage.
    • Good clinical knowledge and skills.
    • Ability to write clear, concise reports and well-developed communication skills.
    • Excellent organizational, communication, inter-personal, writing, and communication skills required.
    • Good computer skills (Complete MS Office package and any database management and analysis).
    • Must be a team player, flexible and culturally sensitive.
    • Ready to work in difficult environmental conditions with displaced communities.
    • Ability to accept the possibility of insecurity in the project areas and obey security rules and standard operating procedures.

    Protection Assistant

    Responsibilities

    • Participate in the design, planning, execution and monitoring of Protection sector activities
    • With the assistance of the protection officer, organize and deliver sensitization and awareness sessions on protection focusing on human, patient rights, entitlements, available services and channels for reporting complaints and feedback.
    • Monitor the concerns of clients accessing IRC services and highlight the specific needs of men, boys, women and girls.
    • Help in developing assessment tools in collaboration with Monitoring and Evaluation team
    • Participate/conduct assessments protection assessments, accessibility audits (baseline, endline), data analysis and reporting.
    • Screening and identification of vulnerable clients to benefit with individual targeted assistance like material support, cash and voucher assistance.
    • Promote reasonable accommodation for clients requiring assistance to access services.
    • Contribute to writing reports emanating from protection monitoring and assessments.
    • Support management of protection community workers, help desk assistants’ staff, providing leadership, mentorship, training and guidance to ensure effective delivery of assistance and services.
    • Contribute to development of regular activity/internal and donor reports on grant activities, indicators and achievements.
    • Help in design and development of Information education and communication materials for protection and client feedback mechanisms.
    • Update records of all protection interventions.

    Partnerships and Coordination

    • Participate in IRC protection related meetings protection working group, sub county, county and other government stake holders.
    • Foster linkages and support referrals with service providers for the referral of clients.
    • Liaise directly with communities, refugee led organizations, CBOs, local institutions and partners on protection issues to ensure coordination and effective access to services and assistance.

    Minimum Qualifications:

    • Diploma with at least 3 years’ of experience or University degree in law, international relations, political/social sciences, development studies, community development or related field.
    • Knowledge of protection principles, norms and practices
    • Work experience with a Non-Governmental Organization (NGO) on refugee rights, human rights, peace building and/or governance.
    • Experience working with forced migrants (refugees, IDPs), vulnerable communities, conducting outreaches/awareness, referrals, assessments.
    • Basic computer skills (Ms Office – word, excel, power point), report writing, training, community engagement, program monitoring.
    • Ability to communicate well in spoken and written English and Kiswahili.
