    Director of Environment and Natural Resource

    Requirements for Appointment     

    1. Served for at least 15 years in Environment and Natural Resource in the Public Service or in a comparable and relevant position in the private sector
    2.     6. Demonstrated managerial, administrative and professional competence in work performance and exhibited a thorough understanding of national goals, policies, objectives and ability to relate them to proper management of environment and natural resource function

    Duties and Responsibilities

    An officer at this level may be based at the Headquarters as the Head of Technical Division and will assist the respective Chief Officer in the day to day administration and management of the department.

    Duties and responsibilities will involve:-

    • implementation of strategic plan; coordinate the setting of performance targets;
    • handling technical, administrative, human resource, budgetary and assets management issues; and
    • standards of the division in consultation with the Chief Officer. Other duties and responsibilities will depend on the mandate of the specific department and will entail;
    • policy formulation, interpretation and implementation; negotiation, legislation and domestication of the relevant MEAs and related processes;
    • conceptualization, development, implementation and monitoring of environmental and Natural Resource projects, programmes, and strategic initiatives;
    • rehabilitation, restoration and conservation of river basin and other riparian ecosystems

    Additionally, an Officer at this level may be deployed as the Head of Technical Division and will assist the respective Chief Officer in the day to day administration and management of the department including:

    • Liaising with county governments on environment and natural resources;
    • Supervising, developing and implementing programmes and projects;
    • Coordinating regional and international negotiation process on Environmental matters and related processes;
    • Coordinating preparation of country position papers, speeches and interventions;
    • Undertaking capacity building activities;
    • Coordinating the development and implementation of environmental policy, legislation and related statues;
    • Coordinating preparation and implementation of work plans and performance contract target setting;
    • Coordinating the development and implementation of strategic plans;
    • Participating in the development and implementation of strategic plan;
    • Respond to Parliamentary issues;
    • Developing, publishing and disseminating national strategies on coordination, domestication and implementation of MEAs;
    • Participate in International Environmental governance;
    • Creation and promotion of strategic partnerships as well as Public Private Partnerships;
    • Coordinating financial and technical resource mobilization;
    • Overseeing staff appraisal;
    • Coordinating the domestication and implementation of MEAs;
    • Coordinating development of project concept notes;
    • Coordinating the development and management of environmental and natural resources information system;
    • Monitoring environmental and Natural resources projects and programmes;
    • Coordinating rehabilitation, restoration and conservation of river basins;
    • Coordinating climate change matters;
    • Supporting the County Governments in design and implementation of environmental programs and projects with a view to developing County level master plans on strategic environmental programs;

    Environment and Natural Resources Officer

    Duties and responsibilities

    This is the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer.

    Duties and responsibilities will entail: –

    • Collecting and collating data and information related to environment and natural resource;
    • Participating in awareness creation and advocacy; and
    • Writing periodic reports.

    Market Superintendent

    Duties and Responsibilities

    • Coordinate and take charge of garbage collection at their respective stations
    • Supervise market cleaning shifts
    • Coordinate refuse recycling schedules between the Government and the local communities

    Youth Polytechnic Instructors

    Terms of Service: Three (3) years contract

    Duties and Responsibilities

    • Theoretical and practical instruction of trainees in the specified area of specialization.
    • Preparing and maintaining professional documents including schemes of work.

    Head of Innovation Hub

     Duties and Responsibilities

    1. Lead in the coordination of programme/project planning and preparation work related to the hub’s innovation initiatives and activities.
    2. Design, Plan and execute startup support programmes and projects.
    3. Providing oversight on quality assurance by ensuring all outputs meet Makueni hub’s high standards.
    4. Reviews documents, including budget and project proposals, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature.
    5. Prepares administrative correspondence on related issues and prepares and updates status reports, briefing notes, graphic and statistical summaries, data spreadsheets, etc.

    Candidate Requirements

    Senior ICT Officer

    ROLES AND RESPONSIBILITIES

    • Developing innovative, interactive prototypes and data driven software applications.
    • Determining design methodologies and tool set
    •  Performing unit and integration testing
    • Conducting functional and non-functional testing
    • Troubleshooting and debug applications.
    • Maintaining/Extending existing applications

    Innovation Hub Business Development Support

    Duties and Responsibilities

    1. Provides general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; handles routine administrative tasks,
    2. Business Modeling. Provide strategic advisory to startups on their product development strategy/plan and work with our Product, Work day-to-day with entrepreneurs across the continent

    ECDE Officer

    Duties and Responsibilities

    1. Review of education provision to maintain and improve its quality, equity and efficiency,
    2. Guidance and counseling teachers as well as pupils
    3. Mentoring and motivation of teachers and learners
    4. Preparing reports and collecting monthly data;
    5. Ensuring safety and security and conducive environment for teachers and learners;

    4. Certificate in Translation Course will be an added advantage
    5. Certificate of Competence Based Curriculum will be added advantage.
    6. Having taught as an ECDE teacher in Makueni County will be added advantage.

    Veterinary Officer

    Equirements for appointment;

    For appointment to this grade, a candidate must: –

    • Have Bachelor of Veterinary Medicine (BVM) degree from a recognized institution;
    • Be registered by the Kenya Veterinary Board; and
    • Have a Certificate in computer application skills.

    Duties and Responsibilities

    This will be the entry and training grade into this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities will entail: –

    • Undertaking disease control activities such as disease search, vaccination and enforcement of livestock movement regulations;
    • Participating in the training of stakeholders in vector control programmes;
    • Treating sick animals; advising on good veterinary practices;
    • Collecting data and preparing reports on animal health, products and markets;
    • Providing advice on animal breeding and welfare; and
    • Undertaking post-mortem examination and other diagnostic tests.
