    Information Technology Consultancy Services

    SCOPE OF WORK FOR THE CONSULTANT

    • MWA seeks to hire an IT consultant or IT firm who will oversee a comprehensive evaluation and optimization of MWA’s existing ICT landscape and provide ongoing support for needed improvements and IT infrastructure and activities. The consultant will be expected to.

    Needs Assessment and ICT Requirements Recommendation

    • Conduct a needs assessment to determine MWA’s ICT requirements, including ICT security and platforms.
    • Inventory and review key software products currently in use at MWA.
    • Propose updates to the existing company ICT policy.

    Office 365 MWA Account Review and Optimization

    • Conduct a detailed review of MWA’s Office 365 account, including all subscribed services, licenses, and configurations.
    • Update any outdated settings, features, or licenses.

    Security Configuration

    • Undertake a comprehensive security assessment of MWA’s MS365 environment.
    • Propose and implement security enhancements, including enabling security defaults.

    Company-wide VPN Setup

    • Design and implement a secure company-wide VPN to facilitate remote work and enhance security.

    Entra ID (formerly Azure AD) Updates

    • Review Entra ID settings and make necessary adjustments for identity and access management.

    Internet Security Protocols.

    • Establishing standardized internet security protocols, including authentication methods, login procedures, and ensuring strict adherence to these protocols.

    User Management

    • Archive inactive user accounts to minimize security risks.
    • Review user access permissions within Office 365 services and Entra ID.

    Data Backup and Recovery

    • Assess and propose improvements for current data backup and recovery procedures.

    Training and User Adoption

    • Develop tailored training programs for different user groups within MWA.
    • Collect feedback post-implementation for continuous improvement.

    DELIVERABLES

    The consultant will be expected to deliver the following:

    • Detailed reports and documentation for each of the above scopes, including implemented changes and recommendations.
    • Tailored training modules for staff (virtual or in person).
    • A sustainability plan outlining the maintenance and optimization of implemented systems.

    ROLE OF MILLENNIUM WATER ALLIANCE

    MWA will collaborate with the Consultant to undertake the following roles:

    • Provide the Consultant with a dedicated workspace at the MWA Office in Nairobi for their work.
    • Review and provide input on all consultant’s deliverables.
    • Ensure smooth flow of consultancy engagement processes including contractual obligations.

    DURATION OF THE ASSIGNMENT

    • The consultant will be engaged on a part-time basis for a maximum of 10 days per month, with the consultancy lasting up to one year, subject to adjustments based on the task completion timelines.

    QUALIFICATIONS OF THE CONSULTANT

    • A proven track record of professional execution of similar consultancies/assignment and demonstrated capacity to deliver high quality outputs within the required timeframe.
    • Demonstrated prior experience in overseeing and managing comprehensive IT services for organizations including NGOs on a global scale.
    • The consultant must have an undergraduate degree in Computer Science, Information Technology, or a related field.
    • A master’s in computer science, Information Technology or any other related field would be an added advantage.
    • Minimum of 3 years practical experience in related fields.
    • Up to date knowledge of current technologies and understanding of advanced ICT concepts.
    • Consultants based in Kenya are preferred.

    PREPARATION AND CONTENTS OF PROPOSAL:

    The Technical Proposal

    • Description of the methodology and work plan for performing the assignment
    • Consultancy services activities schedule in days for each task or phase of the project**.**
    • Reporting and Communication: Specify the reporting mechanisms and communication channels to be used, including frequency.
    • Contact details of 3 organizations that have contracted the Consultant to carry out similar assignments in the last 5 years. (As per attached template Annex 2. See link below)
    • Details of similar or relevant work (portfolio) completed within the last five years, giving details of clients who may be contacted for more information.
    • Confidentiality and Data Protection: The consultant should adhere to strict confidentiality and data protection norms.
    • Feedback and Approval Process: Detail the process for feedback on deliverables and approval protocols.

    The Financial Proposal

    • Financial proposal with the daily cost for the assignment and the total cost of the consultancy which should be inclusive of all applicable taxes.

    Carbon Credits Specialist - DRIP FUNDI

    Job Summary

    • The Carbon Credits Specialist will oversee the registration of the DRIP FUNDI program with the Gold Standard for Global Goals (GS4GG) Carbon Registry in close collaboration with MWA’s partner Virridy Inc. So far, the formal process toward registering DRIP FUNDI under GS4GG has commenced. There are draft project design documents and initial Gold Standard stakeholder consultations that have been completed. MWA and Virridy aim to ensure the project is certified and credits issued by the end of the program’s life (18 months). The position holder will report to DRIP FUNDI program manager. They will also work closely with the Monitoring, Evaluation, Reporting and Learning Manager and Data Analyst/Learning officer. The position will be based in Nairobi, Kenya with frequent travel (about 40% of the time) to program sites in the ASAL counties.

    Roles and Key Responsibilities

    The Carbon Credits Specialist will oversee the following functions.

    • Lead the process of securing carbon credit ownership waivers.
    • Monitor the performance of the Project Developer and the compliance of the Project Developer with the contract terms.
    • Support the finalization and revision of the DRIP FUNDI Project Design Documents (PDDs).
    • Support the modelling of emission reductions that will be generated from the DRIP FUNDI program.
    • Conduct regular revenue modelling and forecasting to inform management decisions.
    • Track and project revenues ring-fenced and utilized for the maintenance and repair of boreholes under the DRIP FUNDI program.
    • Support the validation, annual monitoring, reporting and verification (MRV) activities as required by GS4GG.
    • Conduct site visits, manage stakeholder engagements and feedback rounds and travel to project locations whenever needed.
    • Schedule technical reviews and quality checks for the program.
    • Keep up to date with developments in the international carbon market.
    • Conduct regular reviews of emerging changes and international/national climate change policy and regulations and document their implications for the DRIP FUNDI program.
    • Support the acquisition of a corresponding adjustment letter for the program.
    • Develop and maintain a network of project developers, verification bodies (VVBs) and standard bodies (e.g. Gold Standard and Verra’s VCS).
    • Develop learning documentation on the whole project development process for large scale dissemination.
    • Recruit and manage the inclusion of additional water points and Voluntary Project Activities (VPA) into the broader DRIP FUNDI Program of Activities.
    • Any other duties as assigned.

    Qualifications

    • A relevant bachelor’s or master’s degree, ideally in Environmental Sciences, Environmental Engineering, Energy Engineering, Economics, or sustainability-related disciplines
    • At least four (4) years of relevant work experience in carbon asset development with a proven track record in PDD writing, including managing the full validation, monitoring, verification, and issuance.
    • Excellent knowledge of international carbon standards VCS (Verra), Gold Standard for the Global Goals and CDM and the most common carbon methodologies.
    • Up-to-date knowledge on developments in terms of the international carbon market and (inter-) national environmental policy, including Greenhouse Gas Protocol, corporate GHG inventory (including scope 1,2 and 3), Science Based Targets and Net Zero, the Kenya Climate Change Amendment Act (2023).
    • A strong technical understanding of the water, resourcee management, or renewable energy sectors in order to identify opportunities in the carbon market/ climate change field, including methodologies required for the development of the project.
    • Commercial skills, good business sense & target driven; able to identify and seize opportunities in a challenging and competitive market environment.
    • Proven knowledge and network in the relevant fields.
    • Excellent oral and written skills in English

    • Experience in the OECD DAC Evaluation criteria.
    • Solid analytical and research skills.
    • Ability to utilize platforms such as STATA, SPSS, R-Studio, N-VIVO among others for data analysis.

    MWA/ EOI 004/2024-2025: Governance and Policy development Consultants (primarily in the Water and agri-food Sectors)

    • Experience in developing policies, bills, acts and other regulatory instruments.
    • Experience in supporting the enactment of policies, bills and other regulatory instruments, robust understanding of regulations in the Kenyan water sector including the Kenya Water Act 2016 and the Kenya National Water Policy 2021
    • Experience in reporting writing and legal drafting.
