    Finance and Budget Assistants

    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

    The overall objective of the UNEP's Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

    The position is located in the Economy Division, Chemicals and Health Branch, GEF Chemicals and Waste, at the Nairobi duty station. Under the direct supervision of Finance and Budget Officer, the incumbent will be responsible for the following duties:

    Responsibilities

    Financial Management

    • Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions.
    • Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
    • Assists in the elaboration of resource requirements for budget submissions.
    • Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
    • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
    • Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
    • Monitors integrity of various financial databases.
    • Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.
    • Assist in closure of year-end accounts; Review the final project accounts’ run.
    • Maintains financial data relevant to the Project Funds
    • Assist in preparing donor reports and drafting responses to donor queries.

    Project Management

    • Facilitate the development and preparation of accurate project documents and revisions;
    • Research for information and report on the projects;
    • Prepare responses to project related queries;
    • Assist in the closure of projects; Assist in the finalization of project approval;
    • Assist in the follow up of receipt of cash advance statements, progress and final reports;
    • Keep track of management and financial reports;
    • Provide administrative and financial support in the management of projects;
    • Maintain a database of legal instruments;
    • Follow up with project managers on receipt of progress reports and financial reports;
    • Review reports received;
    • Assist in preparing documents;
    • Assist in drafting and reviewing legal agreements.

    General:

    • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
    • Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.
    • Maintain and keep up-to-date files.
    • May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility.
    • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making

    • Performs other related duties, as assigned.

    Education

    • High school diploma or equivalent is required.

Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be

    Work Experience

    Senior Finance and Budget Assistant

    The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

    UNEP's Science Division is responsible for analysing the state of the global environment, providing early warning information and assessing global and regional environmental trends to catalyse and promote international cooperation and action on the environment.

    This position is located within the Financial Management Unit of the Science Division at the Nairobi Duty Station. Under the direct supervision of the Finance and Budget Officer and within delegated authority, the incumbent will perform the following duties:

    Responsibilities

    Budget and Finance:

    • Acts as Certifying Officers on behalf of and in the absence of Lead Fund Management Officer (FMO) for the amount up to US$20,000.
    • Undertakes reviews, analyses and preparation of the medium-term plan and its revisions.
    • Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, including programmatic aspects; ensures compliance with the medium-term plan and other legislative mandates.
    • Assists managers in the elaboration of resource requirements for budget submissions.
    • Undertakes research and provides support to higher level Finance and Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies.
    • Provides input into the preparation of allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
    • Monitors budget implementation/expenditures and recommends reallocation of funds as necessary.
    • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
    • Monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
    • Assists in the preparation of budget performance submissions.
    • Assists in finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
    • Monitors integrity of various financial databases.
    • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.

    Claims:

    • Reviews, analyses and processes payments to third-parties, commercial entities, individuals and troop- contributing countries, with respect to settlement of certified death and disability, contingent-owned equipment, stores, pay and allowances, and letters of assist claims.

    Treasury:

    • Reviews incoming payment instructions with regard to banking details and sources of funds.
    • Prepares payments for final disbursement by Cashier.
    • Dispatches payment instructions.
    • Creates receipts and deposits for all incoming funds.
    • Notifies Programme Management Officers (PMOs) on the status of payments of their IPs.
    • Assists staff members, Fund Management Officers and donors regarding queries on payment and deposit-related issues.
    • Assists Fund Management Officer (FMO) in cash management and investment issues, including cash flow forecasts.
    • Investigates complaints on non-receipts.
    • Reviews inter and intra-unit processes with aim to optimize workflow and customer orientation.
    • Monitors/reviews methods used to remit payments.
    • Assist in preparation of periodical reports: cash flow, contributions.
    • Follows-up on audit recommendations.
    • Follows-up on fraud cases.
    • Assists Fund Management Officer (FMO) in the daily operation of the Financial Management Unit responsible for the transmittal of payments worldwide.
    • Files and archives as required.

    General:

    • Experience with integrated information management systems based on SAP (Umoja), Power BI or other similar platforms is desirable.
    • Experience in the United Nations system or other comparable international organization is desirable.
    • One (1) year or more of experience in data analytics or related area is desirable.

    Lead Expert- CCA Monitoring & Reporting

    The main objectives attached to this consultancy are to:

    • Elaboration of NAP prescribed CCA monitoring and review framework for Nepal applicable for all governance level
    • Providing leading support to technical team (IT) while designing online platform of M&R and Reporting framework
    • Training of trainers at federal level and province stakeholders' training on application of the M&R framework
    • Developing knowledge products based on the learning from implementation of M&R and Reporting framework at federal and provincial level.

    The Lead Expert- M&E Framework will achieve the above-mentioned objectives by undertaking the following outputs:

    • Output 1. NAP CCA M&R framework for all governance level
    • Output 2: National capacity building of federal, province and local government on CCA MnR installation and operation

    Duties and Responsibilities

    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

    UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment.
    As a response to the request of the Government of Nepal, UNEP is executing the Green Climate Fund (GCF) funded project entitled “Building Capacity to Advance National Adaptation Plan (NAP) Process in Nepal”. This project supports the Climate Change Management Division (CCMD) of the Ministry of Forests and Environment to reduce vulnerability to climate change, and increase resilience through integration of climate change adaptation into development planning processes through:

    • Development and enhancement of 'country capacity' to promote climate change adaptation (CCA) at systemic, institutional and individual levels; and help poor and climate vulnerable communities in adapting to and building resilience to climate change impacts;
    • Contribution to reduce climate vulnerability by integrating CCA into existing and new policies, strategies and programmes;
    • Establishment and/strengthening of a system to generate and share knowledge, experience, lessons learned, gaps and needs at international, national and sub-national levels to advance CCA for the benefit of the poor people and restoration of ecosystem restoration; and
    • Development of a strategy to implement, monitor and communicate adaptation benefits at different levels.

    Qualifications/special skills

    • Academic Qualifications: At least Master’s degree (preferably PhD) in development policy, monitoring and evaluation, statistics, environmental sciences, public policy, economics or a closely related field is required

    Experience: REQUIRED:

    • A minimum of 15 years’ relevant work experience in developing monitoring and review systems for public policy and programmes in Nepal;
    • Experience in developing M&R systems for policies, plans and programmes in close collaboration with public sector institution, preferably with the National Planning Commission, National Bureau of Statistics and/or other relevant agencies and institutions.
    • Demonstrated experience and skills related to formulating indicators and means of verifications, including data collection protocols and analysis for monitoring and reporting on results and impacts of public policy and bilateral and multilateral supported programmes and projects. Engaged in the environment sector would be an added advantage.
    • Experience in integrating social (i.e. gender, vulnerable groups) and economic variables in monitoring and evaluation systems, and integrating environmental variables would be an added advantage.
