    Technical Director Infectious Disease Vaccine Deployment

    Local - Fixed Term Employee (Fixed Term)

    Job Description:

    The WVI Partnership Executive Team has recommended that COVER response vaccine-specific programming continue through 2023, in acknowledgement that low-income and fragile contexts have made inadequate progress in achieving COVID-19 vaccine coverage.  This recommendation builds also on WVI’s success in establishing itself as a global leader in immunization risk communication and community engagement (RCCE), and demand creation.

    The purpose of this role is to consolidate WVI’s vaccine programming work to date, to continue to position WVI to play a leading role in vaccine uptake, and to strengthen WVI’s vaccine interventions, possibly including expansion into supply chain strengthening.  This role will include broad responsibility for technical partner engagement at global and national levels, and technical assistance for programme design and monitoring, including grant acquisition support.  The staff hired for this position should have significant infectious disease experience (in particular viral diseases), strong immunization programme experience, and operational epidemic response experience.  

    While focusing on COVID-19 vaccination, it is expected that this staff will also advise on routine childhood immunization for Zero Dose Children, as the considerations for most vulnerable and humanitarian contexts largely intercede with the COVID-19 vaccination activities.

    KNOWLEDGE, SKILLS AND ABILITIES

    • The ideal candidate for vacancy should possess a master’s degree or higher in Medicine, Public Health, Epidemiology, or a related field.
    • At least 10 years’ experience in implementation of public health programs in LMIC, with program implementation, evaluation and capacity building.
    • Excellent analytical skills and ability to write and communicate technical information clearly and effectively to both technical and non-technical audiences.
    • Innovative and self-managing, to work independently and manage a high-volume workflow.
    • Computer literacy skills i.e. proficient using MS Excel, Word, PowerPoint and Access for data management.
    • Familiarity with on-line collaboration tools.
    • External communication ability and experience required.

    Additional work experience 

    • Experience of technical collaboration with development partners and global public governance organizations like WHO, UNICEF, GAVI, Ministry of Health and ethics regulatory bodies
    • Ability to support and build staff capacity
    • Experience in Vaccine introduction, immunization programmes in LICs and fragile contexts, risk communication and community engagement, vaccine hesitancy, and vaccine supply chain

    Information Management and Reporting Advisor

    Job Description:

    Purpose of the position:

    The Disaster Management Information Management and Reporting Advisor is responsible for the technical oversight and coordination of all Disaster Management (DM)  field level Information Management & Reporting (IMR) systems, guidance and reporting from all Field Offices(FOs) that will feed into a variety of global reports. 

    Lead in the support for the Information Management (IM) role for CAT 3 responses as per the Emergency Management Systems (EMS) functions, to ensure IM is budgeted for and the right candidate deployed to set up IM along with ongoing mentoring support (or deployment).

    Engage with the selected National Directors & Regional HEA Directors on a  quarterly basis to review performance on Information Management & Reporting.

    Major responsibilities

    Information and Reporting Capability

    • Coordinate the process of selecting and recruiting the right DM HIRO staff in Field l Offices (with FOs) through TM (talent management system), GTRN and P&C
    • Lead change management processes at a field level to influence how organization responses are staffed and structured.
    • Implement efficient and innovative capacity building mechanisms that ensure an ongoing knowledge acquisition culture
    • Influence organizational design and changing mindsets to ensure robust support of information management and cash based programming at scale.
    • Support the FOs in the selection of the most appropriate system for information management and reporting. Broaden customer support from a focus on technology to a focus on the people, processes, and organizational culture required for robust, predicative, and dynamic information management
    • Lead the HIRO Community of Practice (CoC) by ensuring focused and quality discussions with clear deliverables, reporting and suggested solutions
    • Lead data validation process and responses capacity building/orientation of the Response Dashboard (RED).
    • Lead the Grants Finance data Model – single source of truth project to enable grant financial reporting thus ensuring the partnership has consistent data and information.

    Global Information and Reporting Management

    • Lead the review process, accuracy and integrity of all reports (Monthly CSR, RSR, CSS, Cash reports and financial reports) from Field Offices for global reporting.
    • Advice the Field Offices on the Information & Reporting systems adapted to enable them to generate and submit the required global Information and reports.
    • Ensure that the systems chosen by FOs are working well and staff have the capacity to use them.
    • Lead as GRRT member in Information Management (IM role) in all declared global CAT III response
    • Coordinate with the appropriate units internally and externally for technical support of the Field Offices chosen information management systems  i.e. the WV default systems that must be used - LMMS, CTS, WFP in the case of Scope, UNHCR in the case of proGres)
    • Maintain channels of communication with Field Offices and provide information required on reporting within or outside the partnership.
    • Coordinate with the FOs to ensure that the monthly, quarterly, end of project reports and other key reports that are used for global reporting are correct, timely and reviewed.

    Risk and Knowledge Management

    • Engage with the selected National Directors & Regional HEA Directors on quarterly basis to review performances on Information Management & Reporting gaps for the Field Offices/responses.
    • Provide leadership to the HIROs in working towards the timely close out of projects by coordinating, identifying field risks on reporting lapses and ensuring required documents, accurate reports and financial alignment, are posted in the DGDB.
    • Maintain information on trained HIRO staff, this will serve as a resource for HR by readily providing qualified staff for relevant roles and deployments within the DM Information Systems.
    • Provide leadership to HIROs in ensuring that the cash voucher programming reports, 4UN, beneficiary reports are prepared (with integrity) and are compliant to WV and donor requirement.
    • Gate keeper for the CSS LTSH payment; ensuring CSS are posted and signed on time
    • Support in establishing response information management system to meet response needs and ensure the systems are in place to manage requests for information in a structured and efficient manner.
    • Coordinate with all the response functions and the Response Manager to ensure strong integration and achieve high quality of information management.

    Communication and Training

    • Maintain channels of communication with country offices and provide information on available training opportunities within or outside the partnership.
    • Lead in organizing the Field Office level and Regional Office level training on DM Information Management and  reporting to the HIROs and maintain communication channels with training participants in order to monitor if training events are producing the intended impacts.
    • Support humanitarian operations with HIROs that are qualified for deployments and ensure they have done the required online courses on humanitarian responses.
    • Coordinate with senior resource advisors to ensure we have appropriately budgeted in our programs for Information Management trainings & responses.
    • Organize and facilitate user trainings (user and technical training and/or Training of Trainers) for critical DMT operations pertaining Information Management including RDMTs.
    • Provide regular reporting on field level system deployments/user experience to various stakeholder groups.
    • Liaise with technical IMR deployment teams before, during and after deployment to ensure that the deployment practices in IMR have been completed correctly.

    Requirements:

    • The holder of this position must have a minimum of Bachelor’s degree in Computer Science, Information Technology, Data Analysis, Statistics, Social Sciences, or any other related course from a recognized university Technical skills and strong experience in usage of computers and office software packages (Office 365 applications - MS Word, Power Bi, Tableau, Advance Excel, Lotus Notes, Online documents)
    • Strong experience in managing and designing web-based applications and databases – proven experience in translating client information management needs into efficient and relevant information management, information knowledge, and communications structures
    • Must have familiarity with humanitarian quality assurance mechanisms including Sphere, Red Cross Code of Conduct, Humanitarian Accountability Partnership, Do No Harm, People in Aid Code of Good Practice
    • Substantial exposure to World Vision commodity assistance business processes, Cash and Voucher Programming, Information Management Systems, 4 UN ( UNOCHA, UNICEF,UNHCR & WFP) business Processes, Information Management in responses.
    • Good written and oral communication skills; strong communication skills to interact with all levels of staff and management.
    • Must have strong analytical, problem solving and organizational skills with an attention to details with the ability to effectively present concepts to lay users in various settings and by various means (verbal and written).
    • Requires a good understanding of the project life cycle with emphasis on analysis, user requirements, and gap analysis etc.
    • Teamwork – Excellent interpersonal skills and ability to establish and maintain effective working relationships in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
    • Substantial experience (3+ years) in capacity building pertaining to software systems and in provision of technical support to software system users.
    • Must have experience that indicates strong client-service focus in capacity development and issue resolution (responsive to requests, professional interactions, troubleshooting).
