    Senior Finance Officer - Lodwar

    Job Description

    The Senior Finance Officer will be the head of financial matters in the Lodwar field office. The position will supervise Finance Assistants and Finance Volunteer. The position will be responsible for budgets preparations and budget monitoring, cash flows and cash forecasts, financial reporting, staff/partner training and capacity building and overseeing day to day running of the field finance office.

    Key Responsibilities

    Field Finance Reporting

    • Ensure that the month is closed on 31st for all months but September, which is a fiscal year closing month in IRC on 30th.
    • Ensure that all financial books are closed, and cash count conducted at the end of- the month.
    • Ensure that all bank books are closed, and the period bank statements as at 31st are obtained at the month end.
    • Ensure all advances are reconciled at the month end as per advance policy.
    • Ensure that all outstanding invoices are paid before the end of the month to ensure they are recorded within the same month they are incurred.
    • Ensure that the financial reports are closed on time through Integra system.
    • Ensure accrual transaction are cleared on time

    Donor Reporting      

    • Ensuring donor regulations are adhered to for all aspects of the operations
    • Ensure that BvAs are provided to relevant parties on time and accurately.
    • Identification of procedural or training issues to be addressed to improve the quality of report data.
    • Prepare Donor report, item forecast and submit for main office review
    • Prepare spending analysis and share to users for timely decision making
    • Assist West Pokot finance officer on area of budget management & reporting

    Training & Support 

    • Liaising with the country office for policy or procedure questions
    • Training staff on IRC accounting procedures and requirements, assists the Field Manager and program staff in finance related issues and activities.
    • Review of financial data submitted, identify weaknesses or problems being encountered by program and operations staff and recommend corrective action.
    • Train program managers on budget tracking, review burn rates and provide advise if spending is not happening according to plan.
    • Prepare key performance areas for staff reporting directly under you and conduct performance appraisal
    • Communicate with Finance Coordinator on security issues within the office and outside the office.
    • Report to the Finance Coordinator any irregularities that occur within the IRC office, staff compound and camps on policy and procedures.

    Bank & Cash management

    • Oversee weekly cash counts or Mpesa balance
    • Supervision of the processing of bank, M-pesa and cash transactions.
    • Ensuring internal control procedures are followed for all cash & M-pesa disbursements, receipts and transfers
    • Oversee the maintenance of an accurate and updated cash flow report. Get updates from the Finance officer/assistant weekly
    • Liaison with bank officials to resolve problems or facilitate improved service.
    • Ensuring that all banks are immediately updated on changes to bank signatories
    • To be the contact person for all bank correspondences.
    • Prepare the bank reconciliation for the field office monthly

    Cash Forecasting

    • Preparation of cash forecasts and CTR for Lodwar and submitting it on the 20th of every month
    • Monitoring cash usage and requirements and advise the Finance Country office of possible unusual activity or requirements
    • Working with field and program coordinators to help them develop more accurate cash forecasts
    • Always ensure that the sufficiency of bank reserves for the Lodwar bank account.

    Internal Control

    • Reviews of controls and monitoring of compliance with established procedures.
    • Preparation of written reports which identify key issues and provide recommendations for improving control processes or procedures

    Budgets                     

    • Review funding allocations to enable proper guidance to programs and proper coding.
    • Closely monitor all grants to ensure that no grants are overspent or under spent through checking of over/under expenditure on the Budget vs. Actuals reports.
    • Working with program staff to prepare grant budgets to support new proposals or realignments to ensure adequate coverage of field operating costs.
    • Review of actual vs. budget results to ensure maximum utilization of budgeted amounts and to provide recommendations for realignments as required.
    • Attend Grant Opening, BvA review and Closing Meetings
    • Ensure that all accruals at grant closure are accurate, valid and are promptly liquidated.
    • Work on LDW filed office salary map and submit for NBO review

    Staff Management    

    • Daily supervision and review of the workflow processes for efficiency
    • Prepare a standard work schedule to act as a guide.
    • Regular and open communication with IRC staff from all departments.
    • To represent the finance department in the weekly tender committee meetings when nominated to do so.
    • To be willing and ready to participate in field staff exchange programs.

    Qualifications

    • Bachelor’s degree in accounting, or Finance or CPA. 
    • Advanced Diploma in Accounting from recognized College/Institutions with a minimum of three (3) years of accounting experience.
    • Computer literate with significant experience in excel, accounting package knowledge (Microsoft Dynamic 365) will be an added advantage.
    • The candidate should be mature, with stable personality and ability to maintain confidentiality.
    • Required Experience & Competencies:
    • Good written and verbal skills in the English language.
    • Ability to carry out responsibilities independently with minimal technical support.
    • Must be a patient and good communicator who can function in an organizational environment involving a diversity of cultures, languages, and personal interests and agendas.

    Locum Nurse - Kakuma

    Job Purpose/Objective

    Working under the guidance and supervision of the EPI Officer, the EPI Nurse will be directly responsible for:

    Key Responsibilities

    • Sensitization and ensuring that Infection prevention and control guidelines and procedures in line with Covid-19 prevention are in place and are followed strictly.
    • Supervising all EPI and Covid-19 vaccination activities at a designated health facility and during the outreaches.
    • Ensure that all mothers and caregivers are understand adverse event following Immunization.
    • Ensure that cold chain is maintained at the EPI Store.
    • Collect data in link with vaccination activities and submit to the EPI Officer/ M&E or team leader.
    • Follow-up adverse event following immunization (AEFI) among vaccinated children and clients who received Covid-19 vaccines.
    • Identifying and managing as appropriate, the defaulter tracing ways/mechanism together with the CHPOs to achieve low dropout rates.
    • Responsible for supervision of Immunization clinics and vaccine administration.
    • Preparing for and assisting the doctors or clinicians during the ward rounds and whenever required.
    • Ensuring that all required indicators are followed up on regular manner and various interventions put in place to ensure good immunization coverages.
    • Performing Covid-19 vaccine and other RI vaccines forecasting and ordering from the Regional DVI/NVIP store.
    • Conducting regular training session for refugee staff on basic nursing care/management of various ward cases and charting.
    • Giving regular health education to caregiver and clients on various immunization issues.
    • Compiling and timely submitting all relevant immunization reports using whichever reporting tools adopted by the organization or programs.
    • Monitoring and supervising proper usage of supplies at the assigned EPI departments or units.
    • Taking care of equipment to ensure they are maintained in good condition and submit regular inventory report and vaccines stocks of the same to the supervisor.
    • Ensuring that all admissions, discharges, transfers and deaths are properly recorded as they occur.
    • Supervising incentive staff working in EPI at a designated Health facility.
    • Performing administrative roles at the department in the absence of the EPI Officer.
    • Together with the CO organize for adequate clinic or EPI coverage when required.
    • Carrying out any other additional duties as may be assigned by the supervisor.

    Key Result Areas:

    • Enforce infection prevention and control guidelines and procedures.
    • She/he is responsible to ensure all activities are implemented according to the work plan and that targets are met.
    • Responsible to track daily, weekly and monthly indicators report and covid-19 vaccination reports.
    • Roll out of Covid-19 vaccination activities.

    Qualifications

    • Diploma in Community Health Nursing from KMTC or recognized nursing training institution.
    • Be registered and have a valid license from the Nursing Council of Kenya.

    Required Experience & Competencies:

    • At least 2 years working experience in a MCH and immunization clinic setup.
    • Computer literate.
    • Proven capacity to supervise, train and coach local staff and community workers.
    • Experience in implementing child health and immunization interventions in hard-to-reach populations.
    • Experience in rolling out social behavior change strategy in vulnerable populations.
    • Team player and cultural sensitivity is required.
    • Training on Immunization and IDSR is an added advantage.
    • Fluency in Turkana/Somali will be an added advantage.

    Mental Health Nurse - Kakuma

    Job Description

    The Mental Health Nurse reports directly to the Mental Health Officer. He/she will be expected to work under Clinical services program with a main objective of integrating mental health care across all IRC health facilities. The Mental Health Nurse’ s overall objective will be to provide safe, effective and curative mental health and psychosocial services in Kakuma refugee camp.

    Key Responsibilities

    • Implement mental health integration strategy with guidance from the mental health officer.
    • Identify and define mental health problems among refugees and provide technical advice on mental health matters.
    • Oversee and conduct mental health assessments, diagnose and plan individual case management of psychiatric patients in the camp and refer accordingly.
    • Develop in patient care plans for psychiatric patients admitted into the ward and liaise treatment plans with the clinical staff on duty.
    • Provide mental health and psychosocial support through use of individual or group counseling and psychotherapy.
    • Ensure timely completion of HIS weekly and monthly reports (statistical data and narrative) based on the daily /weekly mental health activities in liaison with the mental health officer.
    • Participate in mental health and psychosocial working group meeting
    • Liaise with other implementing partners within the refugee camp in advocacy for mental health clients
    • Any other responsibility deemed necessary to the program by the supervisor

    Qualifications

    • Diploma in nursing with a specialty in mental health (KRPN) from a recognized training institution.
    • Registered with the Nursing Council of Kenya and in possession of a valid practicing license.
    • Prior knowledge on WHO guidelines on mental health integration in Primary health care and application of the MHGAP intervention guide will be an ADDED ADVANTAGE.

    Required Experience & Competencies:

    • Experience of working in a poor resource setting and/or camp environment is desirable.
    • Strong communication skills: oral: written and presentation skills.

    WPE Officer - Kakuma

    Job Description

    The WPE Officer will be responsible for successful implementation of Women and Girls empowerment program and GBV response activities. This will entail the capacity building of case managers, women and girl groups within the women and girls safe spaces. It will entail supervision of skills building and psychosocial support activities. The position holder will support other WPE officers in provision of psychosocial support, training and awareness raising activities, including the provision of information on available services, and facilitating referrals.

    This position reports to WPE Senior Officer

    Key Responsibilities

    • Provide technical oversight and capacity building through training, mentorship and on-the job support for community workers, women and girls groups on economic empowerment, awareness -raising and referrals.
    • Provide leadership and guidance regarding WPE activities to all community workers to ensure all program activities meet best practice standards as well as taking lead in EA$E discussion series, Girl shine and GBV Blended Curriculum.
    • Provide psychosocial support including case management and appropriate referrals to survivors and vulnerable women using a survivor centered approach.
    • Strengthen and maintain networks with community leaders, groups and service providers to ensure that survivors receive compassionate support from the community and to encourage greater communication, collaboration, and coordination among partners.
    • In partnership with the WPE officer outreach, participate in development of monthly outreach plans with community workers, based on case trends and ongoing needs of women and girls, include strategies to reach women and girls who are more isolated/have special needs.
    • Facilitating confidence building for community members and groups to encourage acceptance of GBV best practice and to support women groups
    • Coordinate regular women and girls support group meetings to promote women progress in economic growth, development and social networking
    • Actively participate in monitoring and evaluation of program activities, program and donor report writing including sharing of success stories of women participating in different activities.
    • Raise purchase requests, monitor financial commitments and expenditures against the budget.
    • Perform any other tasks as assigned.

    Qualifications

    • University degree in international or community development, counseling and /or psychology, social science or related degree and a minimum of 3 years direct experience in Gender Based Violence programming. A diploma in the same field with an additional 2 years of experience may be considered in lieu of the degree.
    • Demonstrated experience in supervising and building capacity of staff through training and mentorship of GBV Interventions and concepts on response, prevention, and empowerment.
    • Strong ability to lead, train, facilitates and motivates others in their respective tasks in a professional, respective, and supportive manner
    • Familiarity with savings and credit schemes or livelihoods programming with a gender lens
    • Proven ability to respect differences of culture, opinion and lived experiences while upholding rights-based principles and women’s protection and empowerment.

    Protection Manager

    The Nairobi-based Protection Manager will collaborate with the Senior Protection Manager to develop and implement protection programming across all locations. The Protection Manager will be responsible for ensuring the quality implementation of protection programming, identifying, and delivering training needs, developing proposals, coordinating between PRoL teams and other sectors, and assisting with the drafting of quality reports. He/she will participate in local coordination forums as well as external representation and coordination with other relevant actors (including UNHCR, Department of Refugee Services, and other national and international NGOs). Senior editorial officers, protection mainstreaming officers, protection officers, client responsiveness and accountability officers will report directly to the protection manager.

    Major Responsibilities:

    Program strategy and new business development

    • Work closely with the Senior Protection Manager to ensure protection integration across IRC Health, Nutrition, Economic Recovery and Development, Women Protection and Empowerment, and Governance sectors
    • Contribute to identifying opportunities for development of concept notes and proposals for protection programming

    Program management and technical quality

    • Harmonization of all protection programming (responsive information services such as Julisha.Info (Signpost) and legal, Risk Communication and Community Engagement, Mental Health and Psychosocial Support, Targeted Individual Assistance, protection assessments, referrals, service mapping, Client Responsiveness, and protection mainstreaming) across field sites and tools with an emphasis on maintaining and improving program quality
    • Collaborate with Health, Nutrition, Water, Sanitation and Hygiene, Women Protection and Empowerment, Economic Recovery and Development sectors through regular communication and coordination to enhance integrated programming and make sure programs are connected and benefit from best practices in protection
    • In close collaboration with the Senior Protection Manager, develop and deliver trainings on topics such as protection core concepts, humanitarian principles, and legal frameworks
    • Ensure quality and timely implementation of PRoL activities guided by tools such as work plans, spending plans, and procurement plans
    • Effectively manage protection budget lines, ensuring that expenditure is timely, compliant with donor guidelines, and guided by organizational policies.
    • Lead protection assessments, analyze data, identify trends and patterns, to inform programs and proposal development
    • Promote PRoL program learning opportunities, coordinate weekly and monthly team meetings
    • Keep up to date accurate data and records on all implementation-related activities  
    • Submit monthly donor and protection projects progress reports

    Representation, coordination, and advocacy

    • Assist Senior Protection Manager in establishing and maintaining connections with other actors such as Government of Kenya, international and national NGOs, the UNHCR and local stakeholders  
    • Contribute and participate in protection working group meetings and share updates from field level coordination meetings
    • Create concise, analytical inputs using protection data analysis for monthly, quarterly, and annual reports that will be shared with both internal and external stakeholders, highlighting important protection trends and issues.
    • In coordination with Monitoring Evaluation Accountability and Learning, ensure monitoring tools are designed, integrated, and used to inform programs.
    •  In coordination with the Gender Diversity Equality Inclusion and Safeguarding, support on client safeguarding through sensitization and capacity building

    Performance management

    • Maintain open and professional relationships with team members, fostering a strong team spirit, and providing oversight and guidance to enable staff to perform successfully in their positions, including communicating clear expectations, setting performance objectives, and providing regular and timely performance feedback.
    • Recruit protection program staff and consultants in conjunction with Human Resources Department, supporting a positive and committed team spirit, which cultivates participation and innovation from all staff.
    • Identify training needs of the protection team and support delivery of required training.
    • Give leadership support to the “IRC Way”- Global Standards for Professional Conduct.

    Qualifications

    • Six years or so of relevant management experience in a comparable position.
    • Experience implementing protection programming

    Demonstrated Skills and Competencies:

    • Demonstrated experience using international human rights standards in protection programming
    • Capacity to successfully manage projects and teams
    • Strong talents in capacity building, staff, and budget management.
    • Excellent communication skills, sensitivity to cultural differences, adaptability, improvisational talents, and outstanding teammate.
