    Supervisory Public Health Specialist (Western Kenya) Dep. Branch Chief

    Job Overview

    • The job holder serves as a Supervisory Public Health Specialist (PHS) Deputy Branch Chief supporting Division of Global HIV and Tuberculosis (DGHT)/President's Emergency Plan for AIDS Relief (PEPFAR) activities and is responsible for planning, formulating, analyzing, evaluating, and implementing policies for CDC’s public health programs. Develops, oversees, coordinates, and manages new initiatives, special activities, and programs impacting various international public health activities, such as prevention, counseling and testing, and care and treatment.
    • Job holder works closely with partners within area of responsibility to support CDC’s public health programs, monitoring, evaluating and in some cases adapting existing or new innovative strategies to specific situations to ensure that program objectives are met. This leadership role requires extensive knowledge of a wide range of community and clinical interventions related to Western Kenya programs.
    • Job holder plays an essential role in developing annual program strategies, activities, work plans, budgets, and monitoring plans (e.g., the Country Operational Plan (COP/Annual Work Plans) and drafts regular progress reports related to program activities. Job holder is an FSN Direct-Hire appointed to perform inherently governmental duties, such as supervision of USDHs and serving in a Project Officer capacity.

    Qualifications and Evaluations

    Requirements:

    EXPERIENCE:  

    • Five years of mid-to-senior level public health experience in developing, implementing, and evaluating public health programs or other relevant public health programs that involve coordination with an international agency or IP is required.
    • An additional one-year managerial experience managing human and financial resources of international projects or programs is required.

    Residential Escort

    Duties

    • Incumbent is assigned to the Facility Management Office to monitor and provide security escort to non-cleared workers/vendors/visitors on an as-needed basis in designated areas as defined by the Security Office.  Observes workers and contractors during the course of their work/duties to ensure that proper work is performed in accordance with security standards and to report suspected instances of violations to RSO.  Monitors contractor’s workers’ adherence to construction safety requirements and report noted violations to the point of contact (POC)/Contracting Officer representative (COR) and Assistant Post Occupational Safety and Health Officer (APOSHO) in accordance to the Occupational Safety and Health Administration (OSHA).  Incumbent works under the direct supervision and guidance of the Maintenance supervisor.
    • Planning is limited to the assigned task and schedule availability.  Must communicate with POC in the area work regarding activities to take place to ensure compatibility for job performance.

    EXPERIENCE: 

    • 1-year general work experience.

    JOB KNOWLEDGE: 

    • Basic computer literacy of common Windows applications to include the Microsoft Office suite.

    Education Requirements:

    • Completion of secondary school is required.

    Strategic Content Coordination Assistant (Digital Production)

    Duties

    • The Digital Production Coordinator works under the direct supervision of the Strategic Content Coordination  Specialist (SCCS) or Public Affairs Officer (PAO) designee, and has no supervisory responsibilities.  Is responsible for the production of all visual and multimedia elements of Mission public engagement, including design, creation and/or acquisition of customized visual and multimedia content, which is disseminated online, in person or via traditional broadcast. 
    • Creates compelling visual content for all Mission outreach materials by assessing visual aspects of the Kenyan media environment, public preferences for visual content formats and dissemination channels, and the impact of Mission visual materials.
    • Administers key exchange programs and is responsible for overseeing grants and complex projects approved and/or funded by the Department of State.

    Qualifications and Evaluations

    EXPERIENCE:  

    • This position requires a total of at least four years of progressively responsible experience in design, creation and packaging of visual and multimedia content for digital marketing, advertising or mass communications purposes, including extensive experience as an advanced end user of industry standard desktop and mobile software applications, internet and related communications technologies, and integration of visual content into web content management systems. [Note: candidates considered for this position must provide a portfolio of original work demonstrating visual and multimedia design competence.]
    • Administers key exchange programs and is responsible for overseeing grants and complex projects approved and/or funded by the Department of State.

    Education Requirements:

    • An associate’s degree or two years of full-time university studies in design, advertising, mass communications, or local equivalent is required.

    Deputy Director for Program and Science

    Duties

    • The Deputy Director for Program and Science serves as the most senior locally employed staff member in the Division of Global HIV (Human Immunodeficiency Virus) and Tuberculosis (TB), at the Centers for Disease Control and Prevention (CDC) Kenya office and reports directly to the CDC USDH Program Director (GS-15).
    • The incumbent provides leadership, oversight, management, and coordination for public health programmatic goals and objectives including developing notice of funding opportunities (NOFOs) and proposals that pertain to funding and implementation of program activities and participates in decisions related to the commitment of resources (President's Emergency Plan for AIDS Relief (PEPFAR) including recommending the hiring of personnel and allocation of funds.
    • The job holder is an FSN Direct-Hire appointed to perform inherently governmental duties, such as supervision of USDHs and serving as a Project Officer responsible for performance management of multiple large cooperative agreements, interfacing with headquarters (HQ) grants management office as needed.

    Qualifications and Evaluations

    EXPERIENCE: 

    • 7 years of mid-to-senior level public health experience in developing, implementing and evaluating, public health, GlobalHealth security, or other relevant public health programs that involve coordination with an international agency or implementing partner is required. 
    • An additional one-year managerial experience managing human and financial resources of international projects or programs is required.

    JOB KNOWLEDGE:  

    • Comprehensive knowledge of current public health issues, disease detection, prevention and treatment activities, community engagement, behavior change, especially in the international public health setting, is required.
    • In-depth knowledge of the range of programs, policies, regulations, and precedents applicable to development and administration of national and international public health program is required.
    • Detailed knowledge of the host government health care system and structures (including familiarity with MOH policies, program priorities, and regulations) is required.
    • Good working knowledge of team management techniques to plan, organize, and direct multi-disciplinary project teams and activities is required. Must be conversant with survey design and questionnaire development and with data management programs.

    Education Requirements:

    • Doctoral level degree, Doctor of Medicine (MD) or host country equivalent degree in medicine, public health, biology, epidemiology, or psychology is required.

    Appliance Technician (3 Positions)

    Duties

    • Under the direct supervision and guidance of a Maintenance Supervisor, incumbent is employed as a journeyman level Appliance Technician to carry out installations, preventive maintenance, and repairs of electrical and mechanical components for domestic appliances, commercial kitchen, laundry, and cleaning equipment, throughout the New Embassy Compound (NEC) functional/office buildings, on-compound ancillary support and residential buildings, recreational facilities, and other owned/leased properties.  
    • Position requires regularly driving a GOV (more than 25% of the time) to transport tools, equipment and materials to the job site. Incumbent serves as an incidental operator of official vehicles and meets all requirements outlined in 14 FAM 433.

    Qualifications and Evaluations

    EXPERIENCE:  

    • A minimum of three (3) years’ experience working in the building maintenance environment as an appliance technician or related trade (electrical or HVAC) is required.

    Education Requirements:

    • Completion of secondary school is required. Completion of vocational training program from an accredited institute recognized as producing journeyman level Grade 1 or equivalent Certification in the electrical or mechanical (HVAC) field is required.
