    Medical Officer

    • The medical officer role is largely a clinical practice job entailing providing out-patient review, diagnosis and treating a variety of diseases and injuries in general practice related to HIV/AIDS in line with AHF and Kenya government standards.

    Key Responsibilities

    • Provides clinical care in conjunction with other team members
    • Constitutes and oversees activities of a clinical team, ensure provision of high-quality care and service delivery at the center as well as ensuring that the team meets regularly
    • Ensures that staff adhere to and operate according to set national and international standards as relates to HIV prevention and treatment
    • Guide and mentor on-site clinical teams on completion and usage of clinical records, registers, and electronic medical records
    • Oversees the implementation of protocols to improve triage, patient appointments management, pharmacy inventory management, linkage to care, adherence, and quality improvement of patient care
    • Function as a roving clinician overseeing several clinical sites
    • Lead clinical teams in conducting clinical care outcome audits namely mortality, cohort analysis and lost-to follow-up.
    • Review clinic systems and processes affecting service delivery or patient care and where necessary advice on required changes to improve efficiency for example identification of early warning resistance indicators and intervention strategies
    • Responsible for patient chart review and peer review following the guidelines established by the Policies and Procedures Committee
    • Assists in monitoring and evaluation of activities relating to HIV prevention and treatment including overseeing the timely collection, compilation, and reporting of routine and specific data to guide decision making at site regional and country program level
    • Attend medical provider meetings (at minimum once a month) to discuss difficult cases as well as participating in county and sub-county HIV and TB technical working groups
    • Maintains adequate provider staffing in the clinic to ensure smooth flow of patients
    • Provides training, supervision, and mentorship of medical providers and evaluates staff performance with the overall aim of improving quality of care
    • Maintains provider productivity to standards set by AHF management including counselling staff and troubleshooting as necessary.
    • Attend clinic staff meetings and quarterly meetings with other in-charges including planning for regular data review meetings to evaluate program achievements and take corrective action
    • Plan and organize on-site trainings and continuous medical sessions based on identified need or upcoming changes on service delivery at least once per month
    • Assists in supervising and implementing quality management activities and quality benchmarks monitoring, facilitation of quality assurance and quality improvement sessions.
    • Compiling and submitting periodic reports including site evaluations, technical and progress reports as required
    • Ensures effective patient flow in all sites, especially those with high volume of patients and coordinate time motion surveys to monitor performance
    • Participate in the work planning, elaboration and monitoring of annual targets and ensure that they are achieved in all supervised clinical sites
    • Exercises appropriate judgment and decision making
    • Attends conferences as requested
    • Other duties as may be assigned by the supervisor
    • Serves as AHFs advocate at the site level

    Qualifications, Education And Experience

    • Medical Degree MBchB
    • Valid Kenya Medical Practitioners and Dentists Board Licence
    • Minimum of at least 5 years’ experience providing clinical care
    • Prior experience treating HIV positive patients and familiarity with current HIV&AIDS, TB management practices and protocols
    • Experience in leading a team and building capacity in resource-limited settings will be an added advantage

    HTS Counselor

    • HTS Counselor will be responsible for providing HIV Testing Services to patients and clients using provider-initiated testing & counseling, voluntary counseling and testing, targeted family and partner testing/partner notification services, line listing of high-risk patients, already in care clients and other novel HTS approaches.
    • HTS counselor will promote the provision of psychosocial counseling, adherence to care & treatment, encouraging family testing and facilitating effective referral of clients to access other preventive health services.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    • Create awareness and offer knowledge on HIV and provide education about HIV testing services.
    • Lead in the mobilization of clients for HIV testing.
    • Provides pre and post-test HIV counseling to all patients willing to have the HIV test done ensuring clients understand prevention methods and other relevant issues.
    • Provide confidential HIV testing to clients as per the national HTS guidelines.
    • Encourages and supports patients that test positive; helping them to cope with the new diagnosis.
    • Provide ongoing counseling and make relevant referrals for ongoing support.
    • Documenting the appropriate MOH tools for HTS and maintaining accurate HTS records including referrals and reports on referral outcomes.
    • compile and submit HTS reports monthly and correctly document generated data in the approved data tools as required by NASCOP and AHF Kenya program.
    • Participates in Mass HIV testing initiatives and campaigns.
    • Acts as (by facilitating) a linkage between HIV diagnosis, care, support, and treatment.
    • Understands and implements operating policies and procedures.
    • Timely request for all necessary consumables for undertaking HTS activities.
    • Participates in HTS QA activities like proficiency testing, counseling supervision, and quality control measures like batch testing of rapid test kits.
    • Attend continuous professional development (CPD) sessions for professional growth and development.
    • Ensures HTS optimization in the facility.
    • Provide assisted Partner Notifications Services to partners of the people living with HIV while protecting their rights and observing professional ethics.
    • Attend GBV and trauma counseling to clients in need. Conduct HIV tests to them and does appropriate referrals.
    • Screening and identifying clients eligible for PrEP, and offering appropriate referrals
    • Work as a team in supporting fellow counselors through peer support supervision.
    • Refer and link negative clients to preventive services and positive clients to care and treatment services.
    • Ensure there are appropriate IEC materials, job aids, and SOPs necessary for HTS in the testing sites.
    • Identify facility-specific strategies to meet agreed on facility targets.
    • Carry out scheduled home visits when carrying out index testing and do a follow-up on unlinked positive clients.
    • Carry out adherence counseling to clients.
    • Identify resources and promote the program; serve as liaison to the community by conducting presentations on all program activities.
    • Participates in community activities such as Integrated Outreach Camps.
    • Support case management duties through collaborative coordination with other health service providers to ensure optimal service delivery to clients and client retention to care
    • Ensure the maintenance of appropriate, accurate, and clear documentation of all outreaches, education, case management, and group activities – report writing.
    • Actively participate in training, ongoing skills enhancement training, and network meetings.
    • Supervises and mentors’ outreach/supported testing sites counselors
    • Maintains collaborative linkages with health centers, NGO’s, CBOs, Civic leaders, National AIDS control program (county level), and other relevant institutions
