    Director Strategic Information, Research, and Evaluation

    Reports To:  Chief Executive Officer

    Job Summary:

    The overall function of the Director of Strategic Information, Research and Evaluation is to oversee Ciheb-Kenya’s programs monitoring and reporting and provide strategic direction to ensure robust systems are developed and implemented to support efficiency in data management alongside take lead in program evaluations, health informatics and program contributions towards evidence based interventions that inform implementation beyond Ciheb-Kenya programs. The position will foster data demand and information use to inform program strategies and coordinate program evaluations.

    Roles and Responsibilities:

    • Oversee the development of program specific monitoring and evaluation systems and tools to facilitate seamless tracking of program activities, data, and reports.
    • Provide technical support to the strategic information teams in the implementation of M&E plans in the supported programs/counties.
    • Conduct training and mentorship of program, facility and partner monitoring and evaluation teams on varied strategic information topics.
    • Establish and support strong data management systems for data collection, cleaning, storage, analysis and reporting, robust data systems, and dashboards.
    • Optimize the use of robust health informatics in supported programs including the use of mHealth including electronic medical records.
    • Disseminate donor and program targets and quality improvement indicators to program and facility teams and ensure regular tracking of this.
    • Ensure data demand and information use through regular data reviews with technical teams, performance tracking and development of plans to bridge gaps in performance.
    • Ensure timely and accurate reporting of data to national and county governments and to donors as scheduled.
    • Lead the design and development and oversee the implementation of institutional and program specific evaluation and performance measurement plans (EPMP).
    • Oversee the conduct of routine and ad hoc program evaluations including baseline, midterm, and end term assessments.
    • Spearhead the development of research proposals for funding.
    • Oversee the development and update of Ciheb-Kenya research and evaluation protocols and submission of this to the relevant institutional review boards.
    • Oversee the implementation of research and evaluation activities including hiring and training of research teams, development of standard operating procedures, conduct of the research/evaluation and data management processes and abstract and manuscript development.

    Required Qualification:

    • Must have a Master’s Degree or higher in Epidemiology, Biostatistics, Public Health, or health related discipline
    • Minimum of 10 years’ experience in monitoring and evaluation of large HIV and health programs with a solid understanding of reporting indicators
    • Minimum of 10 years’ experience in research and evaluations including protocol development and conduct of research activities
    • Minimum of five (5) years’ experience in program management
    • Experience and familiarity with donor-funded programs including the US government PEPFAR programs
    • Strong skills in quantitative and qualitative research methods
    • Knowledge of and experience in statistical methods: SPSS, Stata
    • Must have submitted and presented papers/abstracts in international conferences
    • Evidence of at least two (2) publications as a first author
    • Demonstrated strong written and verbal communication skills and strong team/capacity building experience
    • Strong presentation skills.

    Senior Compliance Officer

    Reports to:  Chief Executive Officer

    Job Summary:

    The function of this position is to ensure that Ciheb-Kenya is compliant with all Ciheb-Kenya, donor, and government rules and regulations. This will be achieved through the establishment and use of best practice project management systems, contribute significantly to ERP internal control design, providing expert advice on donor requirements and regulations, by supporting contract negotiation and review, and by helping to build staff and business systems capacity to ensure compliance with contractual and donor regulations.

    Roles and Responsibilities:

    • To ensure current internal control systems are in place and are compliant with Donor regulation and Ciheb-Kenya policies.
    • Proactively audit processes, practices and documents to identify areas of improvements.
    • Conduct quarterly donor compliance spot check and prepare the quarterly report to be submitted to the Board/CEO. This includes a review of sample documents from Finance, HR, Programme, Logistics, Procurement and Grants and communicate findings to the relevant staff/department for corrective action.
    • In collaboration with Board/CEO, provide technical support or create awareness to all departments/staff in relation to donor compliance issues.
    • Support in the design of Internal Controls and continuous improvement of the finance, procurement, and reporting components of the proposed Ciheb ERP system.

    Qualifications and Experience:

    • Bachelor of Commerce Degree in accounting or related field and a must requirement for Certified Information Systems Auditor, or Certified Internal Auditor qualifications with a minimum of eight (8) years of work experience in audit, accounting, and ERP implementation.
    • Proven experience working on audits of projects funded by USAID/CDC and other development partners
    • Excellent writing and spoken communication skill in English
    • Exceptional organizational skills, ability to determine priorities and giving attention to details is a must: ability to manage/work along with professional people from operation and finance backgrounds
    • High – level skills in MS office application software
    • Willingness to occasionally travel to the field.

    Program Assistant

    Reports To:  Program Specialist

    Job Summary:

    The Program Assistant provides programmatic and technical support to field staffs implementing the project and ensure effective delivery of the desired results. These include support in implementation of the work plan, managing reimbursement, stores management and procurement processes, among other duties.

    Roles and Responsibilities:

    • Provide operational support to implementation of the project.
    • In liaison with field staff, ensure timely development and implementation of work plans and budgets for the grants.
    • Ensure project implementation is in line with donor guidelines, timelines and targets.
    • Ensure all interventions are implemented within schedule, plans and budgets.
    • Provide programmatic support to field staff based on their need.
    • Maintain relationship with donors and respective Ministry of Health Divisions and county governments.
    • Support the Program Specialist to develop and update work-plans and monthly calendar of activities.
    • Support in the planning and organization of workshops, trainings and meetings.
    • Provide logistical and administrative support to the Technical Team in execution of their activities.
    • Raising of purchase requisitions.
    • Stores management.
    • Support in documentation of project activities such as workshops, conferences, trainings and meetings.
    • Contribute to writing of project reports as well as maintenance of project beneficiaries.

    Qualifications and Experience:

    • Degree in development related course Project Management/Social Sciences/Administration.
    • Two (2) years’ experience managing health related donor-funded programs will be an added advantage
    • Good computer skills with proficiency in Microsoft packages
    • Good organizational skills
    • Sound interpersonal and liaison skills as well as a team player
    • Excellent planning and organizational skills
    • Good communication and facilitation skills
    • Must be a self-motivated and reliable person who can work with minimal supervision.
