    Chief Superintending Engineer (Structural)

    Duties and Responsibilities
    An officer at this level may be deployed as a head of a unit at Headquarters or as a Sub-County Works Officer or a County Structural Engineer. The duties and responsibilities at the Headquarters and County level will include work in the specialized fields of engineering in one of the following:
     

    Building and Allied Structures
    Duties will involve: design, detailing and site supervision of structures in various materials and forms of construction; liaison with Architects, and other Departments on project development; checking and monitoring projects designed by consulting engineers; and direct and control of engineers and Structural Assistants working in the specific project.
    Civil Duties will involve: design, detailing, site supervision and maintenance of the sewerage drainage, roads and paved areas pertaining to public buildings and checking and monitoring projects designed by consultants.
    Construction Duties will involve: supervision of structural, civil and marine works prepared by the Department and consulting
    engineers; enforcement of specifications, compliance with engineers’ drawings, conditions of contract, quality control, approval and measurement of completed works, progress reports and guidance of County/Sub-County Structural Engineers on all technical aspects of the work.
     

    Research
    Duties will involve: supervision and control of applied research projects pertaining to structural materials,
    foundations, structural elements, and constructional techniques, and building technology. The officer will be responsible to the Principal Superintending Engineer for work programmes in all the functional areas and training and development of staff under him/her. Coordination of design, supervision of construction and maintenance of public buildings, civil and other public works. In addition, the officer will be responsible for research activities, administration and supervision of all staff working under him/her

    Requirements for Appointment
    For appointment to this grade, an officer must have: –

    • Served in the grade of Senior Superintending Engineer (Structural) or comparable and relevant position in the Public service for at least three (3) years;
    • A Bachelor’s Degree in Civil Engineering or its equivalent and relevant qualification from a recognized
    • Institution;
    • Been Registered with the Engineers Registration Board of Kenya (ERB);
    • A Current valid annual Practicing license from the Engineers Registration Board of Kenya;
    • Corporate membership with the Institution of Engineers of Kenya (IEK);
    • Attended a Strategic Leadership Development Course lasting not less than six (6) weeks from a recognized Institution.
    • Demonstrated general administrative ability required for direction, control and implementation of structural programmes including supervision of professional and technical staff; and shown merit and ability as reflected in work performance and results.

    Terms of service: Permanent & Pensionable

    Chief Superintending Engineer

    Duties and Responsibilities
    An officer at this level may be deployed in any of the units at the Department’s Headquarters, as a Sub–County Roads Engineer or a Resident Engineer. At the headquarters the duties and responsibilities will include: planning, controlling and coordinating of design, construction supervision, repair and maintenance of roads; checking and recommending for approval of engineering consultants designs including evaluation, certifying and recommending fees submitted by consultants and contractors; and co–ordination of improvements of road services.
    As a Regional Roads Engineer, the officer will be responsible for direction and co–ordination of roads and research activities within the regions. Duties will include: supervision of construction, rehabilitation and maintenance of classified and unclassified roads; preparation of tender documents; monitoring the execution of roads development projects and supervision and training of engineers and technical staff.
    As a Resident Engineer, duties and responsibilities include: supervision of the construction works; site
    measurements and valuation; arranging for materials testing; preparation of payment certificates; and analysis of contractual claims.
     

    Requirements for Appointment
    For appointment to this grade, an officer must have: –

    • Served in the grade of Senior Superintending Engineer (Roads/Materials) or comparable and relevant
    • position in the Public Service for at least three (3) years;
    • A Bachelors’ Degree in Civil Engineering or equivalent and relevant qualification from a recognized institution;
    • Been registered by the Engineers Registration Board of Kenya;
    • Current valid annual Practicing License from the Engineers Registration Board of Kenya;
    • Corporate Membership with the Institution of Engineers of Kenya (IEK);
    • Attended a Strategic Leadership Development Course lasting not less than six (6) weeks from a recognized Institution;
    • Demonstrated general administrative ability required for direction, control and implementation of civil
    • engineering programmes

    Senior Assistant Director of Human Resource Management

    Duties and Responsibilities
    Coordinating, controlling and implementing all Human Resource Management and Development activities in the County;
    Supervision of the County human resource units;
    Providing guidance on Human Resource Management and Development policy matters to Departments and other public service bodies;
    Dealing with issue related to collective bargaining and negotiating agreements with trade unions and
    monitoring their implementation;
    Assisting in interpretation and implementation of human resource management and development policies, rules and regulations;
    Assisting in succession management human resource planning and utilization of human resources;
    Advising the County on career development and initiating development and review of schemes of service ;
    Advising state corporations/commissions/boards under the County on the General Government policies on human resource management and development;
    Ensuring that Labor Laws and other statutes that impact on the human resource in the County are
    followed;
    Assisting in development of performance and appraisal systems;
    Analyzing staffing levels and norms in the County;
    Assisting in identifying training needs, designing, planning and ensuring implementation of relevant training programs;
    Assist in Monitoring, evaluation and auditing of Human Resource Management and Development activities;
    Monitoring payroll, pensions and advances to ensure their efficient administration;
    Operationalizing county human resource compliment control.

    Requirements for Appointment
    For appointment to this grade, an officer must have: –

    • Served as an Assistant Director of Human Resource Management or a comparable and relevant position in the Public Service for a minimum period of three (3) years;
    • Masters’ degree in Human Resource Management/Industrial Relations/ Public or Business
    • Administration/Government or any other relevant qualification from a recognized institution;
    • Demonstrated a high degree of professional competence, administrative capabilities andinitiative in the
    • general organization and management of human resource and a thorough understanding of the human
    • resource management policies, regulations, employee relations, Labor laws and other statutes that relate
    • to the human resource management; and Valid IHRM Membership/Practicing License
