    Laboratory Technician

    Main Purpose

    Perform clinical laboratory activities according to MSF protocols, security and hygiene measures in order to obtain results to determine the patient’s treatment.

    Accountabilities

    • According to medical prescription, preparing and performing clinical exams/tests with appropriate techniques and following MSF protocols and procedures. This function includes, among others:
    • Taking blood, vaginal and urethral samples.
    • Centrifuging blood and urine samples.
    • Performing laboratory exams (serology, hematology, biochemistry, bacteriology or parasitological, according to context of the mission).
    • Ensuring proper reporting and registration of the sample results in order to keep a written track of activity and give information to the relevant persons, ensuring confidentiality.
    • Taking care, manage and organize efficiently the laboratory material/equipment:
    • Perform cleaning and minor maintenance for biomedical equipment used. Following the user manual and protocols and alert supervisor in case of malfunctioning
    • Applying hygiene and safety protocols, doing daily cleaning /maintenance, sterilization, washing general glassware after procedures are done.
    • Ensuring proper sample waste disposal according to MSF protocols and highest safety standards.
    • Supplying orders, do stock, storage conditions follow-up, keep inventory.
    • Keeping organized the data collection system of laboratory results and all information generated from the analysis done. 
    • Reporting all relevant information linked to the activity in the laboratory to the line manager, especially the loss/robbery/damage of laboratory equipment or medicines.
    • Performing minor maintenance and cleaning of the biomedical equipment following user manual and protocols. Alerting the supervisor in case of malfunctioning of any device. List item

    MSF Section/Context Specific Accountabilities

    • Respect the universal hygiene standards and follow the disposal guidelines.
    • Disinfect the working benches/tables before and after work according to the MSF protocol.
    • Do proper and optimal waste segregation to reduce accidents and ensure safety in the department.
    • Place order (weekly/monthly) for reagents and materials based on consumption with the support of the direct supervisor.
    • Keep record of all investigations done: that is, the patients’ names, age, address/block, date, diagnosis, requester and result of the investigation(s) done.
    • Ensure that results are dispatched according to the departmental units in a timely manner.
    • Be able to prepare, stain and examine TB smears, peripheral blood film, gram’s staining and Indian Ink staining.
    • Report problems and other relevant information related to patient services to the supervisor in a timely manner.
    • Chart the fridges in the morning and evening and monitor the coldchain.
    • Dust the microscope and the haematology machine, clean the hemoCue 301 machine according to the SOPs.
    • Do blood grouping for expectant mothers sent from ANC and record the rusults correctly.
    • Facilitate the transfer of samples to other centres in coordination with the lab supervisor and/or the HD.
    • Do pre and post counseling, grouping, screening and bleeding of blood donors. Give them appropriate care.
    • Do investigations in the departments/units/wards if required.
    • Perform tests without any unnecessary delay. 
    • Prepare Fresh Frozen Plasma (FFP) for transfusion.
    • In the absence of the lab supervisor, supervise the auxiliary laboratory assistants and the allocation of duties pertaining to laboratory work. Keep communication with the Hospital Director (HD).
    • Generate daily, weekly and monthly reports/data from the activities of the department.
    • Facilitate any needs relating to epidemic surveillance.
    • Run quality controls for machines used in the lab and other departments – glucometers and hemoCue 301.
    • Perform training or refreshment for auxiliary laboratory assistants when needed.
    • Apply personal protective measures while working in the lab; this includes MSF recommended scrubs/tunic trousers.
    • Ensure that quality control tests are carried out regularly or as required by SOPS/MSF.
    • Observe punctuality and work in the laboratory at odd hours if required by MSF policy.

    Requirements

    Education

    • Essential Laboratory Technician diploma /degree.

    Experience

    • Minimum 1 year working experience essential.

    Languages

    • Mission language essential (English) and local language essential (Kiswahili/Somali).

    Knowledge

    Nurse

    Work Location: Dagahaley Refugee Camp

    Main Purpose

    • Knowing, promoting, implementing and following up the universal hygiene standards/ precautions, bio-hazard prevention and infection control, security rules and other protocols and procedures in the medical premises and ensuring high standards of hygiene of his/her working environment. Respecting medical secrets and confidentiality at all times.
    • Organizing and carrying out care and treatments according to medical prescriptions, and assisting during consultations, daily rounds and other medical procedures. Participating in health education of the patient (and family) when necessary.
    • Identifying Sexually Gender Based Violence victims and referring them to the medical team so they can receive the necessary treatment. Knowing and is aware of the importance and appropriate use of the Post Exposure Prophylaxis (PEP) Kit
    • Ensuring patients are properly received and installed and that those with lack of autonomy are assisted, especially regarding their feeding, personal hygiene, movements and comfort. For ER and OPD nurse, ensuring triage of patients in waiting areas, wards or during emergencies, detecting the priority acute/emergency cases, carrying out first aid care and referring them to the doctor when necessary
    • Sending material to be sterilized and recuperates it from sterilization
    • Carrying out admission, surveillance and follow-up of patients (i.e. assessment of the evolution of their state of health and the identification of any emergency situation or deterioration
    • Carrying and supervising administrative procedures and documents (fill in patient’s files, forms, consumptions, statistics, registers, health files, etc.), ensuring an appropriate written/oral handover, and reporting any problematic situations and cases that may arise. Participating in data collection and keeping doctors/supervisors informed.
    • Participating in the department-related pharmacy and medical equipment control and maintenance (quality and its functioning, storage conditions, follow-up of expired drugsinventories, stock takes of medicines and material at every team changeover ensuring no material is taken out of nursing area/wards without prior authorisation, etc.)
    • Perform cleaning and minor maintenance for biomedical equipment used. Following the user manual and protocols and alert supervisor in case of malfunctioning.
    • Supervising and training nurse-aids, nutritional assistants, cleaners and other related staff under his/her supervision, ensuring teamwork and adherence to all appropriate protocols and procedures

    Requirements

    Education

    • Essential recognized nurse diploma. Desirable Bachelor in Science of Nursing.

    Experience

    • Desirable 2 years of previous experience and previous experience in other NGO’s. MSF experience is an asset.

    Languages

    • Mission language essential (English). Local language desirable (Somali/Kiswahili)

    Project Coordinator Support

    Main Purpose

    Providing support to the Project Coordinator in the security management and the coordination tasks, ensuring a smooth relation with local and national authorities and contributing to the context analysis and follow-up according to MSF protocols, standards and procedures in order to ensure the smooth running of the project.

    Accountabilities

    • Representing MSF externally together with the Project Coordinator (PC) or alone (when delegated) and negotiating on behalf of the project coordination in close cooperation with the PC and based on beforehand agreed messaging. Assisting in safeguarding and promoting MSF’s image externally
    • Monitoring, analysing and reporting on key issues (security, risk, etc.) to the Project Coordinator and providing contextual information, through a sound knowledge of counterparts, parties, actors, authorities and military groups, in different administrations/parties and governorates/districts in order to improve understanding and decision making processes. Maintaining the security database and providing a biweekly context analysis based on recent incidents and developments
    • Assisting in exploratory missions and assessments as needed and participating in the development of security plans
    • Assisting the Project Coordinator in Internal and External Communication sessions and events about MSF (for National staff, the Ministry of Health staff, as well as local authorities, community leader, military actors, security forces) in order to improve awareness, understanding of MSF principles and services and public opinion adhesion. Write meeting minutes and contribute to the meeting logbook.
    • Ensuring the continuity of relations/networking with local actors (other NGOs, UN agencies, local authorities, media, etc.) and filing and updating field contacts and correspondence in order to ensure information sources accuracy and its availability on regular basis. Organizing advocacy contacts and appointments for the Project Coordinator.
    • Translating and reviewing documents and acting as an interpreter when needed. Assisting the Project Coordinator in the drafting of correspondences with authorities and counterparts (government officials, military actors, community leaders, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows.
    • Preparing and conducting context, cultural and security briefings on the project context to new employees (national and international) in order to facilitate their integration and within the project environment. Ensuring regular security briefings/trainings of assessment team, drivers, and guards in consultation with the Project Coordinator.
    • Being contactable by phone and available to assist the Project Coordinator with important context, security and operational issues that may occur outside of regular working hours unless otherwise agreed with the PC (e.g., holidays)
    • Performing assigned additional responsibilities or tasks as required by the Project Coordinator

    MSF Section/Context Specific Accountabilities

    In view to all crucial aspect / stakes to cover linked to the complexity of Dagahaley activities, and the fact that the project get the chance to have an HR setup with 2 deputy fieldcos, here below is the salient objectives to focus on for this specific Job Profile.

    Project reporting and monitoring:

    • In support of the Deputy Project Coordinator is responsible for the monthly and ad hoc reporting for the project
    • Creation of incident reports for security and safety incidents within the project location
    • recording of all reported incidents in the security Logbook, under supervision of the Deputy Project coordinator
    • Updating the Contact Matrix on a monthly basis D) Updating the monthly nutrition survey
    • Creates the agenda and minutes of the SMT meetings, and other meetings upon request of the Project Coordinator
    • Provides support in the organisation of the Quarterly and annual reporting meetings
    • Provides support in the practical organisation of Quarterly Handover Meetings ( Joint Steering Committee or other) : contacting members, organising transport, accomodation, etc..

    Bring support on HR complicated cases/issues

    1. Assist in disciplinary procedures when requested
    2. Take part in HR conflict solving
    3. Participate in sensitive recruitment process/interview if requested by HR department

    Program support

    1. Supports hospital management Team in areas they may need support of PC office
    2. Supports on the collection and return of birth notification booklet from UNHCR and issues to maternity ward
    3. Registers and shares community and staff concerns and complaints
    4. Supports Log team during quarterly car hiring
    5. Supports Log team on security management in the Hospital
    6. Responsible for briefing and welcoming of new staff

    Advocacy, Communications and Community engagement

    1. Supports the Advocacy manager and/or Communication managers in the practical aspects of the advocacy campaigns or activities planned (finding suitable candidates for interviews, translation, practical organisation of interviews, etc..)
    2. Supports in the meetings with host – and refugee community by taking notes where required, translating where required.
    3. Supports the Outreach activities (annual activity calendar) where required

    Ensure the backup of the Deputy Project coordinator when needed

    Requirements

    Education

    • University Diploma Level, preferably in the field of Social Sciences (Political Sciences, International Public Law, Anthropology, Economics, etc.)

    Experience

    • Essential: Experience in and exposure to working in a complicated political, security and humanitarian environment
    • Essential: Experience in data collection, reporting and analysis
    • Desirable two years previous experience in similar jobs in the field of humanitarian aid with MSF or other NGOs

    HR Assistant

    Main Purpose

    Execute administrative, HR and legal related tasks to support the Project HR Manager following MSF standards and procedures, in order to ensure legal compliance and to realize the HR capacity required to achieve project objective.

    Accountabilities

    • Under supervision of the Project HR Manager managing personal files in order to ensure accuracy, compliance and on time payments.
    • Updating the HR database and personal files to facilitate HR processes management.
    • Updating Social security Tax office files in order to meet legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance
    • Preparing employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
    • Preparing monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
    • Following up of all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative
    • Making all administrative information available to the staff (posting, meetings, etc.), supporting the Project HR Manager in translating documents into local language and assisting in meetings upon request.
    • Additional HR/ Admin tasks delegated by the Project HR Manager

    Emergency Medical Coordinator – Antenna Nairobi (m/f/x)

    MAIN OBJECTIVE

    The main objective of the Emergency Medical Coordinator is, together with the Emergency Coordinator, to identify emergencies in the East African Region, to prepare assessments and launch emergency interventions.

    Tasks and responsibilities

    As part of the East African Emergency Pool Antenna based in Nairobi, the main responsibilities are to:

    • Ensure high quality and timely integrated health assessments of the medical needs during exploratory missions
    • Design medical emergency responses and strategies
    • Lead the implementation of the health emergency interventions
    • Identify health staffing needs for emergency interventions and ensure rapid recruitment, induction and training of new medical staff
    • Ensure consistent monitoring and analysis of results to enhance the effectiveness and quality of medical emergency interventions
    • Ensure compliance with MSF policies and protocols throughout the emergency team, activities and staff health in the field
    • Represent and coordinate with the community, other agencies, local governments and other stakeholders
    • Close emergency interventions incl. the handover of medical activities to other actors and ensure the proper archiving of medical files at the end of an intervention

    Specific to the mandate of the East African Emergency Pool Antenna based in Nairobi, the Emergency Medical Coordinator will also have the following responsibilities:

    • Provide specific support and develop functional links with the coordination and the projects of the existing missions in East Africa in order to raise the emergency response capacity within existing teams through trainings/review/development of an Emergency Response Plan / Strategy
    • Actively participate in emergency preparedness and capacity building initiatives in the East African Region
    • Field replacement or interim coordination positions in regular MSF-OCB mission in the East African Region
    • Contribute to development of technical tools and protocols for emergency operations
    • Contribute to the continuing development of the overall strategic approach in emergency health response
    • Capitalize on experience and develop lessons learnt after emergency interventions in East Afric

    Requirements

    Education

    • Essential Medical and Para-medical Profiles: medical doctor, nurse or midwife

    Experience

    • Minimum of 3 years of MSF field experience
    • Minimum of 1-year MSF field experience as a Project Medical Referent and/or Medical Coordinator in emergency interventions
    • Experience in the region is a plus
    • Strong technical skills related to primary health care, maternal and child health, reproductive health, communicable diseases, vaccination, emergency preparedness and response
