    Chief Finance Officer

    Ref. MU/ADM/01/6/2024

    • The Chief Finance Officer shall, under the general direction of the Vice-Chancellor, be the technical person responsible for the financial matters of the University,

    Duties and Responsibilities

    The Chief Finance Officer shall be responsible for:-

    • Providing guidance on the implementation of financial policies and procedures in the University;
    • Formulation and implementation of financial strategies for the University;
    • Organizing, controlling and supervising Finance and Accounting Units of the University;
    • Reviewing, planning, coordinating, designing, implementing and developing accounting services and systems in the University;
    • Timely submission of annual University financial statements and reports;
    • Setting and maintaining high Accounting Standards in the University; and
    • Advising the University Management Board on all financial matters.

    For appointment to this position, a candidate must:-

    • Be a holder of an earned Master of Science (MSc), Master of Arts or Master of Business Administration (MBA) degree in Finance, Accounting, or related field;
    • Have a Bachelors degree in Finance, Accounting, Economics, or any other related field;
    • Have a Certified Public Accountant (CPA) (K), Association of Chartered Certified Accountants (ACCA) or Chartered Accountant (CA) qualification and be a member of the Institute of Certified Public Accountants and in good standing;
    • Have at least ten (10) years of experience four (4) of which should have been served as Chief Accountant or Deputy Chief Finance Officer or its equivalent in a university setting or public institution;
    • Have demonstrated outstanding qualities of leadership, and coordination and organizational capabilities at top management level;
    • Must comply with the requirements of Chapter Six of The Constitution of Kenya, 2010, by attaching to the application relevant certificates from the following bodies;
      • Kenya Revenue Authority;
      • Higher Education Loans Board;
      • National Police Service (Certificate of Good Conduct);
      • Ethics and Anti-Corruption Commission; and
      • An Approved Credit Reference Bureau.
    • Provide evidence of information communication technology skills; and meet any other requirements as may be set by Council.
    • An earned Doctorate degree from a recognized universily, majoring in Finance, Accounting, Business Administration or equivalent will be an added advantage

    Supply Chain Manager

    • The Supply Chain Manager will be the overall officer in charge of the procurement and disposal services in the University and will be reporting to the Vice-Chancellor,

    Duties and Responsibilities

    An officer at this level will be responsible for:

    • Reporting to the Vice-Chancellor in all matters of procurement, supplies and disposal management in the University;
    • Advising the University Management on Policy and Regulatory matters relating to procurement and management of supplies;
    • Defining systems, drafting and issuing procedural manuals and procedures for procurement and management of University Goods, Work and Services;
    • Ensuring that Procurement procedures, regulations and the applicable laws are properly implemented and continuously improved and that supplies acquired are properly accounted for;
    • Advising on Training and Development Needs of Procurement Staff;
    • Advising Management on matters relating to staffing of Procurement Department;
    • Monitoring the overall usage of University Supplies and reporting to the Vice-Chancellor;
    • Preparing Professional opinion to the Vice-Chancellor for award of Contracts;
    • Responding to Audit queries on procurement issues whenever they are raised;
    • Recruiting and training of Procurement Staff;
    • Preparing Procurement Reports to the Vice-Chancellor; and any other duties as may be assigned from time to time.

    For direct appointment to this grade, a candidate must:

    • Have Master’s degree in Supply Chain Management or equivalent from a recognized University;
    • Have Certified Procurement and Supply Professional Part IV (CPSP-K) or equivalent from a recognized institution;
    • Provide evidence of computer skills in relevant packages from a recognized institution,
    • Have fourteen (14) years’ relevant working experience five (5) of which must have been as Deputy Head of a Procurement Unit in a busy organization;
    • have valid registration with the Kenya Institute of Supplies Management;
    • Must comply with the requirements of Chapter Six of The Constitution of Kenya, 2010,
    • By attaching to the application relevant certificates from the following bodies;
      • Kenya Revenue Authority;
      • Higher Education Loans Board;
      • National Police Service (Certificate of Good Conduct);
      • Ethics and Anti-Corruption Commission; and
      • An Approved Credit Reference Bureau.
    • Have shown ability, initiative and merit in managing Purchasing and Supplies function in a busy organization.
    • PhD in Supply Chain Management or equivalent will be added advantage.
    • A certificate in strategic leadership or management course lasting not less than four (4) weeks’ from a recognized institution will be an added advantage.

    For appointment to this grade, a Serving Officer must:

    • Have Master’s degree in Supply Chain Management or equivalent from a recognized University;
    • Have Certified Procurement and Supply Professional Part 1V (CPSP-K) or equivalent from a recognized institution;
    • Have served in the grade of Deputy Supply Chain Manager, Scale 13 (XIII) for at least three (3) years;
    • Provide evidence of computer skills in relevant packages from a recognized institution;
    • Have valid registration with the Kenya Institute of Supplies Management;
    • Must comply with the requirements of Chapter Six of The Constitution of Kenya, 2010, by attaching to the application relevant certificates from the following bodies;

    Senior Dental Technologist

    Duties and Responsibilities

    Work at this level will entail:-

    • Preparation of teaching and research materials;
    • Ensuring proper arrangement of Dental laboratory;
    • Planning, designing and development of Dental laboratory teaching and research activities;
    • Supervising and preparation of teaching and research materials as well as keeping proper inventory records of equipment, teaching and research materials;
    • Fabrication of complex Dental Prostheses and orthodontic appliances for patients will be part of the officer’s duties; and

    For direct appointment to this grade, a candidate must haye:-

    • Higher National Diploma in in Dental Technology from a recognized institution;
    • Six (6) years working experience in a busy teaching and referral hospital;
    • Valid registration by the Kenya Dental Technologist Association;
    • Shown merit and ability as reflected in work performance and results.

    For appointment to this grade, a Serving Officer must have:-

    • Higher National Diploma in Dental Technology from a recognized institution;
    • Served for at least three (3) years as Dental Technologist, Scale 7/8;
    • Registered by the Kenya Dental Technologist Association; and
    • Shown merit and ability as reflected in work performance and results.

    Nursing Officer

    Duties and Responsibilities

    An officer at this level will be responsible for;

    • Assessing, planning, implementing nursing interventions and evaluating patient's outcomes; diagnosing common health conditions;
    • Providing appropriate healthcare service including Integrated Management of Childhood Illnesses (IMCI), Integrated Management of Adolescents and Adulthood illnesses (IMAI), immunization and reproductive health;
    • Providing health education and counseling to patients/clients and community on Identified health needs; referring patients and clients appropriately;
    • Facilitating patients' admission and initiating discharge plans; maintaining records on patients/clients health condition and care; ensuring a tidy and safe clinical environment, collecting and collating data for research;
    • Evaluating healthcare outcomes on patients/clients and preparing individualized reports;
    • Conducting assessment of University health needs;
    • Planning, implementing interventions and preparing periodic reports, identifying occupational health needs and making appropriate recommendations; and
    • Any other duties that may be assigned from time to time.

    For direct appointment to this grade, a candidate must have:-

    • Higher National Diploma in any of the following disciplines: Kenya Registered Community Health Nursing, Kenya Registered Nursing, Kenya Registered Midwifery, Kenya Registered Nursing/Midwifery or Kenya Registered Nursing/Mental Health and Psychiatry from a recognized institution;
    • Registration Certificate issued by the Nursing Council of Kenya;
    • Valid practising license from the Nursing Council of Kenya;
    • Certificate in computer application skills from a recognized institution;
    • At least five (5) years experience in a busy health facility; and
    • Demonstrable ability, initiative and professional competence in organizing, directing and executing work at this level.

    For appointment to this grade, a Serving Officer must have:-

    • Higher National diploma in any of the following disciplines: Kenya Registered Community Health Nursing, Kenya Registered Nursing, Kenya Registered Midwifery, Kenya Registered Nursing/Midwifery or Kenya Registered Nursing/Mental Health and Psychiatry from a recognized institution;
    • Registration Certificate issued by the Nursing Council of Kenya;
    • Valid practising license from the Nursing Council of Kenya;
    • Served for at least three (3) years as Nursing Officer II Scale 7/8; and
    • Shown merit and ability as reflected in work performance and results.

    Chief Technician

    Duties and Responsibilities

    An officer at this level will be responsible for:

    • Organizing, directing, coordinating and administering teaching and research activities:
    • Designing laboratory/workshop safety procedures for staff and students;
    • Development of alternative laboratory/workshop methods and techniques in order to cope with changing technology;
    • Coordinating the production of Laboratory manuals by members of staff in the Department,
    • Compiling of laboratory/vorkshop equipment and supplies;
    • Supervision of undergraduate and postgraduate practicals;
    • Supervision of technical staff in the Department;
    • Planning, designing and developing teaching and research activities in liaison with Chair of Department;
    • Providing professional support to improve and manage the consultancy services undertaken in the laboratories/workshops;
    • Identifying training needs for technical staff in liaison with Chair of Department;
    • Designing and structuring training sessions in laboratory/workshop safety to ensure good laboratory practice;
    • Performing inspection of all laboratories/workshops to ensure they conform to acceptable standards; and
    • Performing any other duties as may be assigned from time to time.

    For direct appointment to this grade, a candidate must:

    • Have Master’s degree in relevant discipline or its equivalent from a recognized institution;
    • Have Computer skills in relevant packages;
    • Have ten (10) years relevant laboratory working experience;
    • Be licensed or licensable by the relevant professional body; and
    • Demonstrate outstanding ability in handling laboratory services.

    For appointment to this grade, a Serving Officer must:

    • Have Master’s degree in relevant discipline or its equivalent from a recognized institution;
    • Have Computer skills in relevant packages;
    • Have served in the grade of Senior Technician or in a comparable and relevant position for at least three (3) years;
    • Be licensed or licensable by the relevant professional body; and
