    PATH Kenya seeks a Program Officer for a multi-year USAID-funded award Nuru-Ya-Mtoto project in Kenya, to be based in Homa Bay County. This project will increase use of quality county-led social services in selected counties in Kenya. These will be service delivery activities providing key OVC and adolescents services at the county level that contribute to the attainment of the Government of Kenya’s (GOK) goal of safeguarding the rights and welfare of children and adolescents impacted by HIV/AIDS.

    As a key member of the USAID Nuru Ya Mtoto (USAID-NYM) Project team, you will monitor and report on all project activities related to case management with respect to OVC in support of NYM’s work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve. You will coordinate closely with other NYM technical team of Project Officers and Technical Advisors to contribute to a holistic, integrated, and comprehensive project implementation.

    The position will be based in Homabay.

    Duties and Responsibilities:

    • Support the coordination, implementation, and monitoring of all assigned project activities as outlined in the detailed implementation plan in line with NYM’s program quality principles and standards, donor requirements, and good practices.
    • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist Community Based Organizations (CBOs) in their efforts to reflect on project experiences.
    • Support accountability through coordinating project evaluation activities and assisting LIPs in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with LIPs to prepare reports per established reporting schedule.
    • Collect information on staff capacity needs and technical assistance needs of CBOs. Provide technical support and monitor capacity building and technical support activities to ensure effective impact.
    • Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices. Actively engage in dissemination and use of relevant knowledge in the field.
    • Represent NYM in meetings at county, sub county and ward levels, working groups, and other events as requested, to support forging relations with the GOK, CBOs, other stakeholders, and the community.
    • Ensure accurate and timely reporting of all assigned project activities per donor and NYM standards and established schedules.
    • Ensure community case workers (CCWs), Child Protection Volunteers (CPVs) and mentors complete required case management forms and ensure case filing system is developed and maintained.
    • Create community linkages for broader community engagement in case management.

    Required Experience

    • Bachelor’s degree in Public Health, Social Sciences, Gender, International Development, Development Economics, or a related field
    • Experience in supporting Household Economic Strengthening to reedy households for graduation.
    • Experience in OVC Case Management approach aimed at increasing resiliency of the child and the family.
    • Demonstrated experience in collaborating with stakeholders e.g., DREAMS, Department of Children Services and Department of Health in identifying, enrolling and cross-referring OVC.
    • Working knowledge of the Children Protection Information Management System (CPIMS).
    • At least 4 years of work experience in OVC project.
    • In-depth understanding of donor expectations for program results, outcomes, impact, and reporting.
    • Ability to implement participatory action planning approaches and engage County, Sub-county and Ward-level stakeholders.
    • Experience monitoring projects and collecting relevant data preferred.
    • Excellent understanding of the Department of Children Services and County Department of Health’s structures and services.
    • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
    • Observation, active listening, and analysis skills with ability to make sound judgment.
    • Good relationship management skills and the ability to work closely with local partners and community members and inspire teamwork among diverse partners without direct supervisory responsibilities.
    • Attention to details, accuracy, and timeliness in executing assigned responsibilities.

    Job Description

    PATH Kenya has been implementing sustainable health solutions that align with Kenya’s needs and priorities for nearly three decades. As a locally registered organization, PATH Kenya forges close partnerships with local and national leaders and communities to tackle complex health challenges, strengthen health systems, and improve outcomes.

    PATH Kenya is the lead implementing Partner for the USAID Nuru Ya Mtoto which is a USAID project funded by PEPFAR. The project’s focus is to increase use of high-quality, county-led health and social services, prevent new HIV infections, and reduce OVC and AGYW vulnerability. The project is funded by PEPFAR and implemented by PATH Kenya with ADS Nyanza as a core partner. The project is implemented at the county level, in the community and health facilities in the counties of Homa Bay, Migori, and Kisii, in close collaboration with and support of county health management teams, department of children and social services and the Ministry of Health of Kenya.

    PATH is seeking to recruit a Clerk of Works to develop a Scope of work (SOW) and costed Bills of Quantities (BQs) for its office’s renovations/partitioning in Homabay, Migori and Kisii. The incumbent will also support the bids evaluation process and provide onsite technical supervision and support by monitoring the day-to-day renovations/partitioning as carried out by selected vendor/contractor.

    The expected duration of the engagement will be a maximum of three months with payment based on the number of days worked.

    Specific Duties and Responsibilities:

     Phase I

    • Assess and advise on the suitability of the proposed office spaces.
    • Review and advise on the suitability of the proposed offices designs and sitting layouts in consideration of the staff numbers and COVID 19 MOH guidelines.
    •  Prepare of Scope of Works, Specifications and Cost Estimates based on PATH approved office design and layout plans.

     Phase II

    • Inspect and verify that all materials delivered to the site by the contractor complies with the   contractual requirements
    •  Conduct on-going site inspections to ensure adherence to all building codes, plans and specifications and take corrective actions as necessary.
    • Prepare and submit to the management detailed reports on any deviations in workmanship, renovations/partitioning activity schedules together with appropriate recommendations.
    • Verify the quantum of works completed and issue completion certificate (s)
    • Performs any other duties relative to the job function as may be assigned.

    Required Experience

    • A minimum of Higher National Diploma in Civil Engineering / building and construction or any relevant discipline from an accredited academic/training institution.
    • Hands on technical experience on building and construction.
    • Hands on experience in reading and interpreting architectural drawings, designs, and plans.
    • Hands on experience in developing costed Bills of quantities.
    • Working knowledge of laws and regulations governing large construction projects
    • Minimum of three (3) years’ working experience performing similar functions in a large, diverse organization/set up.
    • Working knowledge of occupational Health & Safety requirements
    • Working knowledge of project management reporting techniques.
    • Proficiency in the use of Microsoft Office Tools and software relevant to job functions.
    • Excellent communication skills including preparing/compiling detailed analytical reports.
    • Ability to handle multiple and conflicting priorities, and work under strict deadlines.

    Summary of Position

    PATH is recruiting for a Business Development Officer (BDO) to support PATH’s business development and partnerships efforts with multiple donors, including the United States government (USAID, CDC, NIH, etc.), European and other governments, foundations, and the private sector. This position will focus on developing new business intelligence, positioning, and proposal development, requiring both strategic and tactical direction and support. This position is pivotal to developing sound, responsive and compelling bids. Partnering with the PATH Kenya country program and other PATH country and global technical programs and others across the organization, the BDO will be in the center of the work, able to affect the direction of key opportunities. They will work both internally across the organization as well as externally with donors and partners. Duties may require domestic and international travel, when safe to do so, and a flexible work schedule to permit early morning or late evening calls or assignments.

    Responsibilities

    • Build close relationships with PATH Kenya and other country and global technical programs as assigned and ensure delivery of the full life cycle of business development services, from pipeline development to strategic guidance for positioning to proposal management.
    • Develop longer-range business plans with country programs.
    • Strategize for and conduct discussions with potential donors and partners on new business opportunities.
    • Represent country programs and PATH in business development efforts, including with donors, partners, and other stakeholders.
    • Network and share information on PATH’s country, regional, and global technical work to build our organizational reputation and brand in the region.
    • Provide guidance and support in business intelligence gathering and developing and implementing positioning plans.
    • Provide analysis and recommendations for bid decisions.
    • Acquire approval of needed resources to pursue bids.
    • Manage prime and sub bids for USAID and other donor opportunities from positioning through active proposal development.
    • Ensure proposal quality and compliance with PATH and donor requirements; engage leadership to resolve issues.
    • Draft and/or review proposal sections as relevant.
    • Use Salesforce to capture information on donors, partners, and opportunities.
    • Supervise/mentor less experienced staff.

    Required Experience

    • A combination of experience will be considered: minimum of five years relevant experience in international development, public health, or related field, with a minimum of three years directly in business development.
    • Strong experience in positioning and proposal development for a wide range of donors including US Government (e.g., USAID, CDC, NIH), as well as for European donors (e.g., FCDO UK), private foundations, and corporations.
    • Demonstrated leadership and management skills across the business development continuum from trend analysis and strategy development through proposal development, production, compliance, and delivery.
    • Demonstrated knowledge of donor rules, regulations, and processes, and demonstrated experience leading positioning and proposal teams of technical and operations staff, as well as external partners.
    • Excellent organization, planning, and time management skills.
    • Excellent written and oral communication skills, including the ability to effectively present complex ideas to diverse audiences.
    • Ability to sustain productive and collegial relationships with PATH colleagues and external partners and donors.
    • Strong negotiation, problem-solving, and conflict resolution skills.
    • Ability to multitask with ease, adapting to frequently changing priorities.
    • English language fluency required.
    • Experience in global health preferred.
    • Experience with SharePoint and Salesforce preferred.
    • Experience strengthening business development capacity of other staff members preferred.
    • Ability to travel domestically and internationally when deemed appropriate and safe.
