    Lead, International Programmes Operating Models

    ROLE PURPOSE:

    The role will be responsible for leading the design of additional operating models that enable the implementation of Save the Children 2030 ambition. The postholder will work with Country, Regional Offices and Centre teams to identify and prioritize critical operating model gaps and will then lead the design of the components of the new models (governance, accountabilities, policies, systems etc.), using pilots when possible. They will also liaise with critical global projects (Localisation, National Offices, SCUSI etc.) and other parts of SCA to understand their needs and interdependencies. An astute thinker, the post-holder will also be encouraged to analyse and test emerging practices and models that could be taken to scale.

    Where applicable, the role will lead the development and pilot of a Change and Deployment Plan in coordination with other functional areas and lead or support any implementation process for the new models.

    The role will also lead on the improvement and updating of relevant tools, including the review and revision of the Country Office Operating Model (COOM) Toolkits and the Centre-Region Operating Model (CROM) with the inclusion of updated guidance on the new operating models developed. COOM provides Country Office Senior Management Teams with the tools they need to ensure they have a fit for purpose structure and effective ways of working in order to deliver programs for children. The Centre-Region Operating Model (CROM) is a framework that provides clarity on the core accountabilities that Country Offices, Regional Offices and the Centre need to achieve.

    Role Dimensions: This role will manage multi-stakeholder relationships in a complex networked organisation and in a number of geographies. The role will involve daily liaison with colleagues from SCI Country Offices, Regional Offices, Centre and Members. The role will also regularly engage with the Membership and Organisational Development team who leads on different aspects related with corporate development and business models. The development of this work will be framed within the broader scope of the Membership and Organisational Development team.

    KEY AREAS OF ACCOUNTABILITY: 

    1. Lead on Design of new Operating Models for Country Offices
    2. Work with end users (Region, Country Offices and Members) to identify and prioritise critical business and operating model gaps
    3. Identify interdependencies and needs from Global Strategic Initiatives such as Localisation/Shifting Power to Local Communities, Flexible Operating Model etc.
    4. Solicit information on promising models that are shown to achieve optimal results against programmatic and operational metrics – including assessment and work-planning on how they might be taken to scale.
    5. Develop methodologies and pathways for the design planning of new models.
    6. Support the Country and Regional Offices to pilot different models
    7. Generate, socialize and utilize learning from pilots
    8. Lead on a cost-of-doing business analysis to drive improvements on resources allocations 
    9. Develop, together with the membership and organisational development lead, a catalogue of options for Country Offices to support adaptation of business models to local contexts and needs to maximize impact for children
    10. Support the update of the Geopresence Decision making framework, which outlines the process and decision gates for changing business models.
    11. Report on progress, ensuring any dependencies and risks are identified and addressed
    12. Contribute to the broader discussion on the organisational vision and catalogue of models to enable Save the Children to realize the Ambition 2030.
    13. Participate in a unit overseeing, documenting and extracting learning from transition processes.
    14. Lead the updates of the Country Office Operating Model (COOM) and the Centre-Region Operating Model (CROOM)
    15. Set the overall direction for the COOM updates. 
    16. Lead the detailed project planning and monitor progress, course correcting as required
    17. Work with end users, particularly Field and CO staff to identify the gaps and priority areas of improvement for COOM
    18. Work with Centre functions to ensure that functional areas are updated and maintained, are easy to understand, and that best practice tools and examples are available to end users (including the resolving of any perceived incompatibilities or conflicts)
    19. Develop guidance and best practice for new models and incorporate it in the Country Office Operating Model guidance (COOM)
    20. Work with other entities of SC (e.g. National Offices) to ensure that any guidance on these models is updated and included in COOM 
    21. Develop a communication plan for the COOM updates 
    22. Develop and roll-out an online COOM e-learning induction package that is accessible to end users
    23. Support the review and update the Centre-Region Operating Model (CROOM)
    24. Support International Programme Operations to maintain and continuously improve operational tools
    25. Attend team meetings and cross-functional forums
    26. Review the Country Sustainability & Resilience guidance for Country Offices 
    27. Carry out any other duties either in addition to or instead of those outlined above which may reasonably be required from time to time.

    QUALIFICATIONS  

    1. Degree level education preferable / equivalent work experience. 

    EXPERIENCE AND SKILLS

    1. Senior level leadership and management experience in a large and complex international NGO or organization, ideally in a country office setting across a range of models and ways of working
    2. Experience defining and designing operating models, preferably in the non-for profit sector
    3. Strong Project Management and Change Management experience, including experience of leading cross-functional project teams to collectively deliver project outcomes
    4. Excellent business partnering, communication and relationship building skills. Demonstrated ability to develop and manage productive relationships with wide range of stakeholders and senior staff
    5. Experience in solving complex issues through analysis, definition of a clear way forward and ensuring buy in
    6. Strong organisation and time management skills. Ability to plan ahead and prioritise competing tasks. 
    7. Strong communication skills, ability to engage with a variety of stakeholders, including Country Office and Centre senior leadership – distilling complex concepts into simple and easy-to-understand briefs
    8. Experience managing stakeholders with varying priorities to achieve a common goal, and meet tight deadlines.
    9. Ability to adopt a pro-active approach to problem solving, working with and coordinating input from multiple departments.

    Meal Officer (Wajir)

    Role Purpose:

    To support the delivery of Monitoring, Evaluation, Accountability & Learning (MEAL) strategy, policy and practice by helping design programme monitoring systems, build the capacity of staff in their analysis and dissemination of data, and coordinate information management and reporting systems.  The job requires good knowledge of monitoring, evaluation, accountability and learning through project implementation cycle. Key area of accountability include support in developing MEAL plans

    KEY AREAS OF ACCOUNTABILITY:

    1. Supporting the development of systems and processes for the implementation of M&E plans based on Save the Children best practice.
    2. Maintaining a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate;
    3. Coordinating the sharing of learning related to M&E practices across offices, and providing support when internal/external reviews, evaluations, and lessons learned exercises should be employed;
    4. Contributing to the design of M&E methodology and child-safeguarding indicators by the programme team, and promotion of child participation in M&E planning and accountability.
    5. Developing internal reporting schedules & templates, clarifying what level of information is needed and where, with key responsibilities assigned, and reviewing proposals, with a particular focus on checking log frames and ensuring indicators are followed up and project milestones achieved;
    6. Participating in the development of tools and guidelines for data collection, collation and reporting, for instance ensure that projects have clear MEAL plans, IPTT as well as tracking of total beneficiary reach.
    7. Conduct data quality assessment to ensure that data reported is validated, is accurate and consistent while providing feedback as necessary to program teams;
    8. Support design and monitoring of quality benchmarks and take lead in monitoring project quality benchmarks to ensure that project quality standards are not compromised.
    9. Maintain an action tracker for the project while ensuring that actions agreed upon from debrief meetings with program teams are actioned.
    10. Support the implementation of processes to review the quality of project data, collection methods and the suitability of the existing data for the provision of sound baseline information;
    11. Ensure strong accountability mechanisms are set up and monitored, that information is correctly shared with beneficiaries through the most appropriate mechanisms and that beneficiaries actively participate in project activities.
    12. Maintain and update a complaints and response mechanism database for tracking feedback from communities and ensure that the feedback/complaints are responded to.
    13. Build capacity of other program staff to undertake accountability including ensuring participation of communities and sharing information with communities as well as undertake accountability assessments.
    14. Professionally document and proactively share information and learning with Save the Children stakeholders.
    15. Take an active role in ensuring staff are compliant in uploading data into necessary app systems and maintain such database systems.

    QUALIFICATIONS AND EXPERIENCE

    1. First degree in Social sciences, Statistics or Mathematics or other relevant area
    2. Minimum three years practical experience in M&E system coordination/implementation in a large international non-governmental organisation or other international relief/development body;
    3. Demonstrable track-record in data management, with the ability to support staff and partners on M&E methodology and analyse and disseminate complex information to a range of stakeholder audiences;
    4. Computer literacy, particularly in Word, Excel, and PowerPoint;
    5. Working knowledge of data analysis programmes e.g. SPSS and digital data collection approaches specifically use of ODK.
    6. Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities;
    7. Strong communication and interpersonal skills in English, with experience working in multicultural, multi-location, values driven teams;
    8. Fluent in English and Kiswahili (both spoken and written).
    9. Understanding of importance of quality and timely data
    10. Ability to work independently with minimum supervision
    11. Good typing and data entry speed.
    12. Ability to work well with others in a team.
    13. Able to work effectively in a multi-cultural environment.
    14. Sets high standards for quality and consistently achieves project goals.
