    MEAL Coordinator, HoA Child Wasting Initiative

    Job Summary

    • The person in this role will be a key part in supporting the implementation of the Horn of Africa Child Wasting Initiative (HoA CWI) in Ethiopia, Kenya and Somalia.
    • The Child Wasting Initiative aims to i) address drivers and implications of wasting through a multi-sectoral programming approach; ii) support innovation in programming and partnerships, to prevent wasting; and iii) engage in active learning, contextual programme adaptation, and advocacy, to inform more effective local, national, and global wasting prevention strategies.
    • As part of the programme management unit, the MEAL Coordinator will closely liaise with the other Advisers in the unit as well as senior advisors in the Strategy, Advocacy and Learning unit at HQ. The Coordinator’s primary responsibility is establish appropriate systems and tools to effectively monitor and evaluate the programme as well set the learning agenda. S/he will be expected to provide strategic and technical MEAL support to Concern’s work across the 3 countries implementing the Child Wasting Initiative—with a special focus on the inclusion of those living in extreme poverty. S/he also contributes to organizational learning through documentation of best practices and development of tools/ resources designed for Concern programme staff in the field and internal and external dissemination and advocacy.

    Main Duties and Responsibilities

    Support programme planning and design of the M&E system across all CWI implementation countries:

    • Support country teams (including local partners) to develop log frames and M&E plans that optimise use of Concern standard indicators, are aligned across the three CWI countries and reflect the activities and implementation timelines planned as well as seasonality.
    • Ensure standardisation of M&E systems across all CWI country programmes, particularly ensuring the M&E systems of the three local partners link functionally with Concern’s standard M&E system, under the direction of the CWI Programme Management Unit Coordinator and in collaboration with the HQ M&E Advisers.
    • Lead the development and maintenance of digital M&E dashboards using Concern internal systems and ensuring they are accessible to local partners, in collaboration with relevant colleagues.
    • Support in-country planning for assessments and tool development/ harmonisation across countries, including market assessments, conflict analysis, environmental risk analysis, equality analysis, among others).
    • Support country teams to plan and strengthen qualitative data collection, analysis and write up for assessments and alongside quantitative data collection.
    • Any other tasks as directed to ensure effective delivery of the programme

    Capacity Building on M&E processes

    • Continuous capacity building of CWI Programme country teams (including the 3 partners) on M&E processes through field visits, induction sessions, webinars and eLearning modules.

    Support to data collection throughout the Programme Cycle

    • Compile and, where needed, support the development of standardised data collection tools focusing on efficient and accurate ways to collect required data, ensuring alignment where possible to existing tools and sharing learning on new tools across the organisation.
    • Work with the Digital Data Gathering team within PALU to develop digital versions of key tools, ensuring key steps are followed, including contextualisation, translation, testing, revision.
    • Ensure integration of the M&E data collection with the programme’s research needs (research to be conducted by an external research institution)
    • Provide specific support to baseline data collection (at a minimum training and likely on-site supervision) for the CWI Programme including appropriate sampling methodologies.
    • Support routine data collection, ensuring data collected is useful, accessible and used in timely manner.
    • Quality control of all data collected

    Support to Results Based Management

    • Support the CWI country programme teams and local partners to have timely access to accurate information from data collected via dashboards and other means, ensuring they have capacity to use them.
    • Compile, analyse and present key programme data for reporting and for regular meetings at country, regional and global level, identifying key trends and potential implications for programming.
    • Review and feedback on all reports related to the programme
    • Input into CWI workshops, conferences and other fora

    Supporting Evaluations and Promoting Learning

    • Develop Terms of Reference for thematic analysis, reviews and evaluations
    • Review inception reports on evaluation methodology from consultants to ensure they are of high quality and are methodologically sound
    • Review evaluation reports to ensure they are of high quality, in particular that they are evidence based, use appropriate methodologies and offer relevant targeted recommendations
    • Support development of Technical briefs and learning papers, and their dissemination where required
    • Work closely with Concern’s Knowledge and Learning Adviser to ensure learning is captured from evaluations
    • Contribute to the prioritization, design, implementation and dissemination of operational research undertaken within programme – in collaboration with relevant advisers, field teams and research partners

    Person Specification

    Minimum Education, Qualifications & Experience Required:

    • Master's degree in relevant field (related to M&E, development, social sciences, data analytics, statistics, etc.)
    • At least ten years’ experience in working in developing countries
    • Experience of working in integrated, multi-sectoral programmes. Ability to work both as part of a team and independently.
    • Adaptable to evolving work priorities and schedules
    • Excellent interpersonal, communication and writing skills in English
    • Ability to travel internationally, at least 40%, in fragile and conflict affected contexts, sometimes with short notice
    • Experience Working on Monitoring and Evaluation
    • At least three years working in developing countries or supporting developing country programmes in M&E
    • Specific experience working on M&E in Nutrition or Disaster Risk Reduction programmes
    • Practical experience of putting in place robust monitoring systems
    • Practical experience of conducting or managing evaluations
    • Practical experience of working in consortia or other joint venture programming

    Data Collection

    RFP: Consultancy to Support Family Muac Research Study

    Main research questions for the study:

    Primary Question

    • Is screening of children under five for acute malnutrition by mothers/ carers combined with standard CHVs more effective (improved screening, referral and treatment coverage) and cost-effective (lower cost per Disability-Adjusted Life Years ,DALY, averted) than screening by CHVs alone in the ASAL context (Marsabit County)?

    Secondary Questions

    • Timely/ early detection: Does mother/carer-led screening combined with CHV screening lead to earlier detection of children with acute malnutrition than by CHV screening alone in the ASALs?
    • Appropriate referral action: Can mothers/ carers take appropriate action based on screening results (i.e. decide to refer/ not to refer) with at least the same accuracy and consistency as CHVs in the ASALs?
    • Accuracy of screening: Can mothers/ carers screen their own children with at least the same accuracy as CHVs in the ASAL context?
    • Frequency of screening: Can mothers/ carers screen their own children with at least the same frequency as CHVs in the ASAL context?
    • Sustainability: What are the challenges and motivators that influence a mother’s/carer’s ability to screen regularly and accurately and refer correctly and to sustain the behavior over time?
    • Integrated implementation model: What is the most effective and efficient implementation strategy to promote mothers/ carers and CHVs working together to screen and refer children?

    Main methods for the Family MUAC study

    • The operational research approach will take place of 12 months in North Horr and Dukana Wards in North Horr sub-county and combine qualitative and quantitative methods to answer the above research questions. The main quantitative method will be a cross-sectional survey of screening agents (Family MUAC trained caretakers and CHVs) at baseline (early 2023), midline (mid 2023) and end line (early 2024) to assess the three main study outcomes: screening coverage, referral coverage and treatment coverage of children suffering from wasting. These will be complemented by a smaller study to further assess accuracy of caretakers’ MUAC measurements, compilation of health facility data to understand referral patterns and focus group discussions and key informant interviews.

    Purpose of the Consultancy

    • The consultant will work with the Concern team and government counterparts to further refine data analysis plan and tools as per the study protocol, finalize end line survey report and support in development of publication manuscript

    Objectives and Specific Tasks to be undertaken by the Consultant(s)

    • Main objective of the consultancy: To support the finalization of the Family MUAC operational study survey, data analysis plan, finalization of end line survey report and publication manuscript by end of May 2024.

    Specific objectives of the consultancy

    • Conduct areview of ongoing routine data collection tools to establish if they answer all research questions.
    • Support team to finalize the end line data collection tools to optimize the final analysis.
    • Provide technical support to trainers for the data collection team.
    • Prepare an analysis plan for the end line survey to answer the key research questions on outcomes related to screening coverage, referral coverage and treatment coverage and others as outlined in the study protocol. The analysis to optimize the potential to use the datasets as ‘panel’ data where at least some of the same children have data from multiple time points.
    • Combine/ harmonize the baseline, midline and end line datasets using the HH/ Child Unique identifier.
    • Analyze the qualitative data and produce a report with summary findings.
    • Analyze the final baseline-midline-end line dataset and produce an end line report with summary findings, specific results (including statistical comparisons of intervention vs. comparison group) and methods used.
    • Combine/ harmonize the baseline, midline and end line datasets using the HH/ Child unique identifier.
    • Support the development of dissemination materials including publications, project briefs

    Lines of Communication

    • The consultant will work closely with the Programs Director and Health and Nutrition coordinator**.**

    Timeframe

    • The consultant will be engaged for 30 days to support Concern Worldwide in the finalization of the Family MUAC operational study survey, data analysis plan, finalization of end line survey report and publication by end of May 2024. If the consultant is already based in Kenya, the preference is for a combination of remote and face-to-face working. If the consultant is based outside of Kenya, the work will be remote.

    Essential and Desirable Experience/Qualifications

    • A relevant degree in epidemiology, statistics or other related discipline.
    • Previous experience supporting nutrition data analysis in a developing context such as Kenya (in Kenya is preferred)
    • Advanced knowledge of descriptive and statistical analysis and study methods
    • Advanced knowledge in qualitative data analysis and study methods.
    • Experience developing detailed operational research tools and analysis plan.
    • Strong and concise writing skills

    • The task is a technical undertaking for which Concern would like to engage a professional(s) with macro and microeconomics analysis experience, the ability to assess, extract, analyze, and interpret county citizen participation processes and experiences, strong analytical, quantitative, and qualitative research skills, and ability to synthesize across multiple sources. The task is time intensive as it relies on access to government data and practices that may not be freely available and accessing this data may require iterative engagement with multiple individuals in government, relevant stakeholders, and community members. Given the intensity of the task and competing tasks for Concern staff, the team seeks to engage a consultant to undertake the task.

    Key Tasks and deliverables from the consultant:

    • Develop an inception report detailing the understanding of the assignment as well as proposed plan of action: i.e. Literature review, methodology, work plan/schedule, and draft data collection tools.

    Develop and submit a draft report to Concern Worldwide that complies to the following outline:

    • Executive summary – Generally 1-2 pages in length outlining the purpose of the study and findings (but not overwhelm with statistics) and present clear actionable recommendations.

    The consultant is expected to submit a technical proposal with their bid, which shall include and not limited to the following:

    Essential and Desirable Experience/Qualifications

    The suitable consultant must have:

    • Advanced degree in public finance, economics, public policy, public administration, social science, leadership/governance, development economics, or a related development field
    • Strong understanding of the organization of Government in Kenya, devolved governance, and decentralization. At least 10 years’ experience in governance in Kenya and/or any other developing country with a similar governance system.
    • Strong knowledge of Public participation and Public finance management laws, County Government Act, and related amendments and other regulatory frameworks of government.
    • Demonstrable previous experience and research skills in conducting similar studies on devolution with leading institutions
    • Strong verbal communication skills with the ability to communicate effectively with representatives of government
    • Excellent command of English and report- writing skills

    Consultancy to Conduct Assessment of County Public Participation Implementation Bottlenecks in Mombasa

    Purpose of the Consultancy

    • The purpose of this consultancy is to assess vis-à-vis existing national and county government regulations, the Public participation implementation gaps and bottlenecks in Isiolo, Kakamega, Kilifi, Nakuru and Mombasa Counties.

    This assessment hopes to address the following objectives:

    • Status of existing public participation regulations in the target Counties
    • Level of implementation of the public participation regulations in the target Counties
    • Understand the public participation implementation bottlenecks for each county
    • Develop an improvement action plan aimed at addressing identified gaps and bottlenecks in public participation for each of the target Counties

    Justification

    • The task is a technical undertaking for which Concern would like to engage a professional(s) with macro and microeconomics analysis experience, the ability to assess, extract, analyze, and interpret county citizen participation processes and experiences, strong analytical, quantitative, and qualitative research skills, and ability to synthesize across multiple sources. The task is time intensive as it relies on access to government data and practices that may not be freely available and accessing this data may require iterative engagement with multiple individuals in government, relevant stakeholders, and community members. Given the intensity of the task and competing tasks for Concern staff, the team seeks to engage a consultant to undertake the task.

    Key Tasks and deliverables from the consultant:

    • Develop an inception report detailing the understanding of the assignment as well as proposed plan of action: i.e. Literature review, methodology, work plan/schedule, and draft data collection tools.

    Develop and submit a draft report to Concern Worldwide that complies to the following outline:

    • Executive summary – Generally 1-2 pages in length outlining the purpose of the study and findings (but not overwhelm with statistics) and present clear actionable recommendations.
    • Introduction –should refer to the TOR outlining why the study was undertaken
    • Findings – how the objectives have been addressed in a logical manner, for each of the target Counties presented in a logical manner using the analytical framework.
    • Action plan – contextualized action plan to address identified gaps and bottlenecks in public participation for each target County
    • Conclusion –should summarize the findings of the study and their implications for policy and practice. The conclusion should revisit the underlying hypothesis and any specific questions that the study sought to answer.
    • Recommendations - Recommendations should be clear and actionable.
    • Develop and submit a final report ready for print of no more than 25 pages (excluding executive summary, references and annexes) following the format above.

    Proposed approaches include but are not limited to

    • Document review/desk studies
    • Key informant interviews with the county executive, county assembly, county technical officers, relevant non-government stakeholders engaged in supporting county public participation processes to identify additional data sources (i.e. unpublished data or grey literature)
    • Kenya Informant Interviews and Focussed Group Discussions with select community representatives that have actively been involved in public participation over the past 24 months
    • Review of data sources (these may include a combination of published and unpublished material)
    • Data probing through a 2nd iteration of key informant interviews, as required (this may lead to additional data sources being identified)
    • Sampling of sites of interest using generated data (using clear inclusion and exclusion criteria)
