This activity will produce a series of deliverables and outputs, including:
An assessment of the options available for evaluating the success/impact of global health R&D investments, including the anticipated level of effort required to collect particular pieces of data or conduct certain analyses.
- An estimation of each type of data/analysis and the level of confidence a funder might have in making certain assertions on their return on global health R&D investments.
- A comprehensive overview of products approved for neglected and emerging infectious diseases since 1999, including key attributes and organizations involved in their development.
- A mapping of the available evidence for each approved product against agreed indicators for research and health program outputs, and policy, health and economic outcomes.
- An up-to-date database of the current R&D pipeline for neglected and emerging infectious diseases, including key attributes and organizations involved in development, mapped against consensus R&D priorities.
- A report demonstrating the impact of the last two decades of investment in global health R&D, based on the collated evidence and global funding data.
- A validated framework and methodology that could be used for demonstrating the return on investment in global health R&D – including in areas not covered by this activity – and for ongoing monitoring of the health of the R&D ecosystem.
Consultants Roles and Responsibilities
- The consultant will conduct a systematic literature review by undertaking a thorough desk research of all literature on health products launched in Africa from 2000.
- The purpose of this review is to identify all academic papers and grey literature from key non-academic stakeholders published since 2000 that potentially contain evidence of health or economic impact across the set of approved products.
- Provide a high-level summary of each paper’s findings. This will include both positive and negative findings.
- Deliver a detailed summary focusing on findings in relation to health impact.
- Conduct desk research of various extrapolation or modelling methodologies from individual impact estimates of valuation for different areas/products/disease that have been used in the past studies to identify best practice and strategies for this process of extrapolation.
- Using representative sample of nations, diseases and product types, the consultant will extrapolate costs, health, and economic benefit for certain health products.
- Provide input and research into other elements of the overall impact modelling – principally health impact extrapolation and flow-on economic impact.
Qualifications and Experience
- PhD or Masters degree in Health Economics, Economics or related field.
- Minimum 3 years of professional experience in economics analysis.
- Knowledge of methods utilized in economic valuations of products.
- Knowledge in economic modelling at micro and macro level.
- Experience in conducting systematic literature review.
- Excellent communication (written and spoken) and interpersonal skills.
- Strong organizational and program management skills.
- Ability to take initiative and work both independently and in teams.

Consultant Roles and Responsibilities
The anticipated roles and responsibilities may include but not limited to:
- Carry out the work to understand the state of data sharing in Africa.
- Conduct desk reviews, surveys and web-searches on existing data sharing platforms, challenges and use of data sharing in Africa.
- Review existing data sharing frameworks and data governance structures in Africa (in research, academic, governments and supra-national institutions)?
- Conduct consultative meetings and interviews with key stake holders on data sharing in Africa.
- Develop guidelines and recommendations for effective data sharing in Africa.
- Recommend a framework for functional data sharing repositories in Africa.
- Provide guidance on effective structures for data integrity in African academic and research institutions.
- Advise on financial sustainability of data sharing in Africa.
Qualifications and Experience
- PhD in Public Health or Statistics, Health Systems Strengthening, Information Technology, Data Science or related field.
- A minimum of 7 years professional experience in the implementation and management of data in the African ecosystem.
- Knowledge of methods of data systems and theories that pertain to data sharing, data use, FAIR principles and data standardization.
- Experience in developing protocols.
- Excellent communication (written and spoken) and interpersonal skills.
- Strong organizational and program management skills.

Responsibilities
The successful candidate will make intellectual contribution and drive the research and policy engagement efforts in collaboration with the team working on the Care Economy Project.
Key Responsibilities
- Lead and contribute in the implementation of the Care Economy Project in the West Africa region;
- Participate in the design of empirical research and scientific writing;
- Contribute to policy engagement and dissemination of research findings;
Qualifications and Competencies
- PhD in Social Sciences with over 5 years of post-graduate (Masters or above) work experience;
- Experience and strong interest in the areas of gender and women’s economic empowerment;
- Good record of publications on relevant areas in sub-Saharan Africa;
- Strong qualitative skills (managing, analyzing and interpreting data), with extensive familiarity with quantitative methods;
- Proficiency in spoken and written English and French

Specific Objectives of the Assignment
National Sanitation Management Policy
- Undertake a survey on knowledge and perception of importance of the National Sanitation Management Policy.
- Undertake a survey on the role of the partner in the implementation of the NSMP.
- Undertake survey of preparedness and willingness to implement the NSMP.
- Document the type and level of support needed to implement the NSMP.
- Make recommendations as to the opportunities available to support implementation of the NSMP in Kenya.
Data Systems in Kenya Sanitation Space, including JMP, GLAAS and WAASMO
- Understand sector perceptions about existing data reporting frameworks in Kenya.
- Make recommendations about opportunities available to support the country to streamline data capture, reporting and use.
Qualification and Experience

Specific Objectives of the Assignment
The consultant will review the existing legal, policy and institutional framework relevant to the Wash Sector, but narrow down to the sanitation sub sector at the national level, and determine whether it adequately provides a basis for the overall objectives.
The output of this assignment should answer if the existing frameworks are relevant to the SDGs and ASPG in each of the above countries and how it can it be improved so as to lay a solid regulatory, policy, and institutional basis for effective service delivery.
The consultant will review the mandate and assess the functional adequacy of the legal, policy and institutions currently responsible for sanitation at the national level.
The objective here is to identify gaps, or conflict or inadequacy, and propose options to address legal, policy and institutional issues highlighted in the review.
The output of this assignment should answer if the existing frameworks support the SDSs and ASPG, What are their mandates, specific roles, functional capacities, and how do they coordinate in carrying out their various mandates, with specific reference to the sanitation value chain.
The consultant will do a presentation on legal, policy and institutional analysis report during in-country validation workshop, or as agreed with APHRC.
Qualification and Experience
- Bachelor’s degree in Development Studies or related field required. A Master’s degree in the same or related fields of the lead investigator is an added advantage.
- Evidence of having done surveys in Kenya for at least two years.
- Knowledge and experience in other countries in Africa will be an added advantage.
Methodology
- APHRC expects an in-depth, evidence-based, critical analysis. The Analysis must deliver informed insights and reflections with practical recommendations.

- A study work plan and accompanying budget.
- A comprehensive legal, legal and institutional analysis report.
- Policy brief and country fact sheet.
