    Reporting Officer (P3)

    • Under the overall and direct supervision of the Senior Programme Coordinator (TRP) and Head of Sub Office, the Reporting Officer will ensure timely and quality reporting and support the production and dissemination of internal and external communications products related to the program. Working with the Programme Coordinator and the program’s Technical Lead, the Reporting Officer will substantively support program wide and reporting. Where required, the Reporting Officer will support IOM program leadership to quality assure program outputs. Importantly, the Reporting Officer will be expected to contribute towards an organizational and program culture that enables and facilitates trust, partnership, evidence-based learning and adaptation.

    Core Functions / Responsibilities:

    • Collect and analyze, information from partners and other sources to develop ad hoc reports or communication pieces in support of the program.
    • Design and/or ensure the production of topic guides, training modules, working papers, research reports or other written material.
    • In coordination with the Nabadgelinta fund management team, Service Providers (SPs), and IOM Somalia Project Support Unit (PSU), lead on programmatic development and reporting. Coordinate with fund management staff (especially the Monitoring, Evaluation, Research and Learning (MERL) Officer) and SPs to ensure project achievements and challenges are captured and reported internally and to donors.
    • Prepare and/or coordinate in organizing regular, high quality program updates, social media content, situation reports, external reports, factsheets, case studies, briefs, and success stories appropriate to target audiences, and in accordance with donor compliance. Ensure the timely dissemination of products in coordination with the program coordinator and M&E team.
    • In consultation with the Mission Head of Communications, support visibility/communications plans and products for dissemination that increases IOM and the Nabadgelinta program visibility. Ensure and support the production of short video documentaries, photo products etc. and prepare press notes with accompanying photographs of programme activities. With guidance from the Mission Communications Team, support social media presence for the program, in cooperation with the SPs and with Government of Somalia counterparts.
    • Develop, organize, and archive all relevant project documentation in a new Nabadgelinta SharePoint folder. Substantively support the program in establishing and maintaining additional platforms for efficient information sharing.
    • Undertake regular duty travel to Mogadishu office and sub-offices in the field to ensure and support reporting, communications, donor visits, capacity building to national staff and counterparts, and visibility efforts as needed.
    • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

    • Master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution with five years of relevant professional experience; or,
    • University degree in the above fields with seven years of relevant professional experience.

    Experience

    • A minimum of five (5) years’ (seven (7) years' for bachelor's degree holders) work experience in relevant knowledge management and reporting role which has been applied in a developmental context through programmatic work (design, implementation, M&E) is required;
    • Experience in relevant reporting role with an international humanitarian or development organization;
    • Previous experience and knowledge of donor funding mechanisms, particularly in Kenya or Somalia;
    • Experience in project development, donor reporting and technical writing and editing, preferably in the international development/humanitarian sector;
    • Experience with Results Based Management approach and other strategic planning approaches;
    • Experience in project support, reporting, strategic communications, and research;
    • Experience working with multilateral and other development partners as well as civil society organizations;
    • Experience in writing technical documents, planning specifications to technical briefs for data capture/analysis;
    • Experience working in Somalia and/or in Fragile and Conflict Affected States in communications and knowledge management is an asset; and,
    • Working experience with Adobe Cloud (particularly, InDesign, Illustrator, Photoshop), producing quality graphic design outputs and with GIS software is an advantage.

    Skills

    • Excellent interpersonal skills, writing, oral communication, and organizational skills.
    • Knowledge of Somalia, including socioeconomic and political context and asset.
    • Knowledge of UN and bilateral donor programming.
    • Strong English writing skills suitable to a diverse range of audiences (e.g., internal IOM, donors, Somali government stakeholders).

    Languages

    • IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
    • For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
    • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

    Consultant (UN Common Framework Design Specialist)

    Context:

    • The UN Secretary General's Action Agenda on Internal Displacement aims to help internally displaced persons find a durable solution to their displacement, better prevent new displacement crises from emerging and ensure those facing displacement receive effective protection and assistance.
    • Somalia remains at the epicenter of one of the world’s largest displacement crises with an estimated 3.8 million internally displaced people (IDPs). The combination of internal displacement and refugee return is exacerbating Somalia’s demographic shift from a rural to a predominantly urbanized country. IDPs and vulnerable returnees tend to join existing, congested settlements or establish temporary sites in urban and peri-urban areas seeking safety and assistance. The large population movements put additional pressure on alreadyscarce resources and limited services in urban areas. Rapidly growing cities such as Mogadishu, Baidoa and Kismayo face enormous challenges in creating urban livelihood opportunities, providing safety, access to basic services, justice and securing housing, land and property rights. Forced evictions are one of the most severe and prevalent protection threats for IDPs, returnees and poor households. IDPs – particularly women and girls – continue to be among the most vulnerable in Somalia living in precarious conditions, often facing exclusion and marginalization and having limited social support networks, livelihood opportunities and coping mechanisms available. As the majority of IDPs are unlikely to return to areas from where they were displaced, displacement in Somalia has become an inherently urban challenge with major implications for Somali society and the development of the country. Preventing protracted displacement and identifying practical and lasting solutions requires concerted and collective efforts by the government, Somali stakeholders and their partners. In recognition of the complex challenges of protracted and urban displacement in IOM is committed to a diverse and inclusive work environment.     • Somalia and to promote a shift in how displacement is addressed in the country, the Federal Government of Somalia (FGS) and the Deputy Special Representative of the Secretary General, Resident and Humanitarian Coordinator (DSRSG/RC/HC) launched the Durable Solutions Initiative (DSI) in early 2016. The DSI is based on the premise that durable solutions to displacement can only be attained through strong government leadership and collective efforts from humanitarian, development and state-/ peace-building partners and with the inclusion of displacement-affected communities themselves. The DSI supports a principled collective approach to durable solutions by all relevant actors and guides the implementation of the Comprehensive Refugee Response Framework (CRRF) in Somalia and respective commitments made under the Nairobi Declaration and Action Plan in regard to the reintegration of refugee returnees in Somalia.
    • Acknowledging the primary responsibility of the government to address displacement, in 2020 the Government of Somalia developed a National Durable Solutions Strategy. The strategic objectives of this Strategy aim to achieve durable solutions for displacement affected communities in Somalia through evidence-based analyses, a bottom-up and inclusive consensus building approach and the employment of integrated and systematic programming. Specifically, the National Durable Solutions Strategy (NDSS) will act as an operational roadmap setting out a collective vision to guide the implementation of durable solutions programing over a five- year period in Somalia.
    • The goal of this consultancy is to support the UN Integrated Office in Somalia to develop a collective UN framework which maps our contributions to realizing the NDSS strategy. This framework will also align with the UNSG Action Agenda on Internal Displacement.
    • Guided by the National Durable Solutions Strategy and the Action Agenda on Internal Displacement, working in close collaboration with the Resident Coordinator and his team, and via consultations with the UNCT/HCT, government, ReDSS and other relevant stakeholders the consultant (s) will perform the following:

    Nature of the consultancy:

    • To support the UN Integrated Office in Somalia to develop a collective UN framework which maps our contributions to realizing the National Durable Solutions Strategy

    Core Functions / Responsibilities:

    The core duties shall include the following:

    • In collaboration with the UNCT/ HCT, RGs, Nexus taskforce support analysis and conduct multi-stakeholder consultations, coordinate engagement of various groups such that joint analysis at critical steps of the processes are reached.
    • Consult with government at FGS, FMS and with key Municipalities most affected by displacement to gain feedback on the current & previous UN contributions to address displacement.
    • Desk review on inputs from the UNCT/HCT, Nexus Taskforce and Results Groups on outcome areas, outputs, indicators, results, and resources.
    • Highlight key gaps, bottleneck, and opportunities in the UN support to the NDSS and Action Agenda in Somalia focused on UN capacities towards interventions that are catalytic, strategic and have the greatest impact.
    • Organize validation workshops and build in feedback loops such that a consensus on the UN common framework and priorities, based on the NDSS and supported by an overarching alignment to the Action Agenda on Internal Displacement.
    • Produce a high-quality draft and final UN Common Framework that highlights how the UN programming, collectively and at agency level, is aligned to the NDSS and Action Agenda. Roll out of the GBV action plan, including coordination of GBV assessment, mapping and indicator tracking.

    Tangible and measurable outputs of the work assignment

    • Inception report by 31st December 2023 detailing the key issues to be covered under the work, methodology and work plan.
    • Draft and final analytical reports not longer than 30 pages on the current support from the UNCT/HCT on Solutions in Somalia.
    • Proposed prioritization criteria to guide collective UN investments.
    • Options for collaborative interventions and how these can be scaled up.
    • Database of all the data collected during the study.
    • PowerPoint deck summarizing the study findings.
    • Two – three validation workshops to build consensus using virtual and face to face modalities.
    • Performance indicators for the evaluation of results

    Required Education Qualifications

    • A minimum of an advanced university degree in a social science with a specialization on displacement, migration studies, focus on the African continent, research methods, or another related field; with 7 years of professional experience.

    Experience

    • Demonstrated experience in policy development and framework design, preferably within the context of international organizations.
    • Track record of research on migration, community stabilization and durable solutions.
    • Track record of effective coordination with multiple stakeholders for research on migration, community stabilization, durable solutions or preferably all three areas combined
    • Skills
    • In-depth knowledge of UN and bilateral donor programming or INGO programming in durable solutions and resilience context
    • Knowledge of Somali context

    Languages.

    • Fluency in English is required (oral and written); Working proficiency of Somali will be an added advantage.

    Travel required

    • Travel to Somalia required.
