    Temporary Senior International Accountant

    Job Description

    PATH is a global nonprofit dedicated to achieving health equity. With more than 40 years of experience forging multisector partnerships, and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing health challenges.

    The Accounting division is responsible for driving all activities related to PATH's accounting and financial functions and ensures compliance with generally accepted accounting principles (GAAP), PATH policies and procedures, internal controls, and audit support operating in 20+ countries. The team works closely with partners in human resources, legal, IT, office of grants and contracts, and the extended program leadership team to not only educate regarding finance and accounting procedures, but also explore how the finance function can support program and other operations groups in building and optimizing finance business processes and systems to meet future needs and demands.  

    PATH's Global Accounting Department is currently seeking a Temporary Senior International Accountant (3 months) for the International Accounting Services (IAS) team, who will work with the rest of the Accounting Services and others outside of Accounting to oversee adherence to PATH's Accounting policies and those of our donors. The IAS team provides accounting oversight and support to PATH’s Country Offices. With approximately 60% of expense transactions incurred in the field, the IAS team is an integral part of the Global Accounting Operations. This position will require solid understanding of GAAP, superb organizational skills, attention to detail, analytical thinking, ability to research GAAP, and superior customer service skills (in person as well as via video conference and email).

    Responsibilities:

    1. Perform quality control review of Country Office financial reports and transactions to ensure the accuracy of the accounting/bookkeeping activities
    2. Coordinate month-close, quarter close, and year-end close activities for assigned offices, including balance sheet reconciliations and follow up
    3. Monitor bank account reconciliations and follow up on unresolved items
    4. Ensure compliance with PATH policy and statutory requirements. Request clarification or additional documentation on questionable items
    5. Provide guidance and support to field and program staff on accounting related tasks, policies and procedures
    6. Maintain current documentation of policies and procedures for assigned areas of responsibility
    7. Participate in annual internal and external audit process, preparing work-papers and schedules as assigned
    8. Support monthly, quarterly, and yearly close processes by compiling and analyzing accounting information and preparing various adjustments, journal entries and schedules as required
    9. Prepare, analyze and review reconciliations of balance sheet GL accounts
    10. Analyze, record, monitor and report on moderately complex to complex accounting matters and transactions, ensuring continuous compliance.
    11. Answer questions and provide support to others regarding proper accounting treatment for transactions and other finance related queries
    12. Perform analysis and assist with special projects as requested by senior management
    13. Work with departments outside of accounting to ensure new initiatives are properly tracked, monitored, and reported

    Required Experience

    1. Strong understanding of US GAAP and/or IFRS, and accounting fundamentals
    2. Minimum of 4 years’ experience working in accounting or finance field
    3. CPA(K)
    4. Bachelor’s degree in Accounting/Finance field or similar
    5. Knowledge of USAID regulations, such as 2CFR200, as well as experience working for or with global not-for-profits is a plus
    6. Experience with a global ERP system with multi-currency capabilities is a plus
    7. Effective communication skills both spoken and written, as well as customer service with both internal and external clients
    8. Proficient in Microsoft Office products (Excel, Word, Outlook)
    9. Attention to detail and ability to analyze data, research information to clarify issues, find and propose appropriate solutions
    10. Strong ability to collaborate with team members from different geographical locations
    11. Excellent organizational skills and the ability to manage and complete multiple projects simultaneously, capable of rapid coordination and distribution of information
    12. Ability to prioritize tasks and meet policy driven deadlines, as well as ability to work independently with a high degree of reliability, accuracy, and productivity

    Technical Advisor, Health

    We seek to recruit a Technical Advisor Health who  will manage, coordinate, oversee, and monitor capacity strengthening activities and relationships with the Department of health(DOH), local implementing partners (LIPs) and other USAID Nuru Ya Mtoto project stakeholders to assist in  DREAMS & OVC service delivery (HIV testing services, OVC clinical integration, OVC PMTC, Psychosocial Support, linkage to Adolescent health services and health system linkage) strengthening case management systems and referral networks to advance PATH Kenya work of improved quality of health for AGYW and OVC and their families. Interested applicants should possess strong project management skills and technical knowledge in HIV care and treatment and OVC programming to ensure that PATH Kenya delivers high-quality programming and continuously works towards improving the impact of the USAID Nuru Ya Mtoto project.     The Technical Advisor Health will be based in Kisii County and shall provide overall coordination for Kisii County OVC Nuru Ya Mtoto team.

    Specific responsibilities include:

    1. Provide technical guide and oversight in service delivery, budget management, monitoring and reporting health activities (HIV testing services, OVC clinical integration, OVC PMTC, Psychosocial Support, linkage to Adolescent health services and health system linkage) in line with PATH Kenya program quality principles and standards, donor requirements, and good practices to ensure quality, timeliness and efficiency of all deliverables through the case management systems and referral networks component of the project.
    2. Lead the development, dissemination, and implementation of strategies, approaches, guidance, standard operating procedures, tools, and various job-aids to facilitate health service delivery through case management and referral and strengthen referral networks amongst social service providers.
    3. Take lead in providing technical assistance, guidance, and capacity strengthening for USAID Nuru Ya Mtoto project staff and LIPs in HIV testing services, OVC clinical integration, OVC PMTC, Psychosocial Support, linkage to Adolescent health services and health system linkages.
    4. Lead Project technical team to work with and create linkages with stakeholders involved in Adolescent service delivery with a specific focus on USAID Nuru Ya Mtoto Adolescent girls receiving service layering in line with DREAMS service delivery.
    5. Strengthen coordination and networking, facilitate linkages, communication, and learning exchanges between GOK entities, LIPs, and CSOs/CBOs to support strengthening of case management capacity. Apply appropriate application of partnership concepts, tools and approaches.
    6. Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
    7. Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
    8. Coordinate and monitor financial and material resources relevant to achieve the assigned project outcome. Through planning and oversight ensure efficient use of project resources.
    9. Assist with preparation of trends analysis reports and disseminate results. Review project documentation to ensure project file is complete with all required documentation and is filed per agency and donor requirements.
    10. Maintain relationships and represent PATH Kenya with DCS, peer organizations, research and other institutions, participate in relevant forums and knowledge networks to collect and share promising practices in case management systems and referral networks, promote PATH Kenya work, and contribute to the USAID Nuru Ya Mtoto learning agenda.

    Required Experience

    1. Master’s Degree in Social Science, Nursing, Public Health, Gender or a related field.
    2. Masters with a minimum of 5 years of work experience in project management with at least 3 years in an advisory role in relation to HIV care and treatment and/or OVC programming, ideally with NGO.
    3. Bachelor Degree with a minimum of 5 years in advisory role in relation to HIV care and treatment and/or OVC programming, ideally with NGO.
    4. Strong knowledge of the health and social service sector in Kenya.
    5. Demonstrated ability to develop user-friendly guidance, tools and standard operating procedures for use at health facilities, CSO/CBO and community levels.
    6. Relevant grant management experience, especially for USG or other public donors, a plus.
    7. Experience working with stakeholders at various levels including but not limited to State and government actors, LIPs, civil society, healthcare providers and social service providers.
    8. Experience analyzing data and contributing to evaluation reports.
    9. Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
    10. Strong critical thinking and creative problem-solving skills with ability to make sound judgment.
    11. Strong communication, relationship management skills and the ability to work effectively with local stakeholders.

    Finance Associate, Dumisha Afya

    We seek to recruit a Finance Associate who will be responsible for day-to-day processing of transactions in compliance with USAID rules and regulations and PATH Kenya’s internal policies and ensure timely financial processing and reporting of activity costs, while maintaining high standards of stewardship and accountability.

    The Finance Associate will be based in Bungoma or Busia.

    Specific duties and responsibilities include:

    1. Manage petty cash disbursements as assigned.
    2. Assist in Inventory and commodity tracking management.
    3. Perform monthly and ad hoc monthly bank reconciliations.
    4. Maintain updated records of all the office financial transactions.
    5. Reconcile all supplies statements to PATH’s records and update the Finance Officer of any discrepancies.
    6. Make copies/scans of all finance documents and file in sequence.
    7. Assist in tracking expenses and accuracy for services rendered on account and ensure they are within agreed limits.
    8. Work closely with program staff during trainings and meetings to make payments and check accuracy of details given.
    9. Check the accuracy of the receipts and vouchers presented to back-up expenses for completeness of the support documents.
    10. Check validity of expenses and receipts presented for payment with respect to reasonability, allowability and allocability basis.
    11. Prepare and ensure proper coding on all vouchers prepared by staff for validity and advise necessary adjustments to originator.
    12. Ensure that all invoices received from vendors are processed in an orderly manner and duly supported by proper documentation.
    13. Liaise with the Finance Officer to ensure that expenses recurring in nature are processed and paid in time e.g. telephone, internet, rent and security.
    14. Prepare tax exemption documents (DA1 forms), submit to donor and follow up with vendors for reimbursement when approved DA1 forms are received from donor. 

    Required Experience

    1. Degree in Finance, Accounting, or related field
    2. Professional Accountancy training CPA or ACCA,
    3. A minimum of 3 years relevant progressive experience preferable in a busy NGO set up.
    4. Strong attention to detail.
    5. High numeracy, sound technical skills and analytical approach to work.
    6. Problem-solving skills and initiative.
    7. Excellent oral and written communication skills.
    8. Good time management skills and the ability to prioritize.
    9. Proficiency in Ms. Office applications especially word and excel.
    10. Hands on experience in Business World will be an added advantage.
