    Senior Monitoring & Evaluation (M & E) Officer

    The Position

    Senior Monitoring & Evaluation (M & E) Officer, Job Reference: SMEO/PRE/KE/08/2024

    The Senior M&E Officer’s role is to lead the technical coordination of implementation of the AGRA Monitoring & Evaluation (M&E) plan in line with the M&E policy. The Senior M&E Officer spearheads the implementation of AGRA’s overall M&E plan and strategy in close liaison with the Head – Monitoring & Evaluation (M&E).

    S/He ensures that sound M&E systems and infrastructure are in place at all levels of investments and interventions (corporate, country, continental, and grantee) to provide timely and relevant data and information for learning and accountability to the AGRA Management Committee, the Board, and institutional donors. The critical role of the Senior M&E Officer is to ensure that M&E systems and plans are in place and being implemented effectively by the regional, continental, and country teams, grantees, and other partners. The position will supervise the M&E Performance Systems (MIS) Officer.

    Key Duties and Responsibilities:

    • Co-lead the development and operationalization of AGRA’s theories of change and results frameworks at various levels.
    • Implements AGRA M&E plan, drawing from the M&E strategy, ensuring that the overall M&E frameworks are incorporated within the Business Lines work plans and countries’ implementation strategies.
    • Co-lead the identification and mitigation of M&E plan implementation risks.
    • Design the M&E Management Information System and provide technical assistance to AGRA program Leads and the M&E Head as required.
    • Lead M&E data collection and quality review efforts including drawing TORs for specific M&E-related initiatives including evaluations.
    • Coordinates and manages results progress tracking and learning activities.
    • Coordinates timely provision of M&E data & information to AGRA management, Donors, and the Board of Directors.
    • Leads in the effective coordination of data collection activities and surveys with partners and other stakeholders and ensures that AGRA indicators and data requirements are met in national and sector surveys and other data collection activities.
    • Builds professional linkages with development partners, resource centers, and institutions in the areas of monitoring, and impact evaluation.
    • Enables talent management and development of existing staff, acquiring new staff as necessary, and manages team dynamics to ensure high-performance and positive employee experience.
    • Assesses the AGRA M&E plan and recommends amendments in line with the AGRA strategy, when necessary, to the Head – M&E.
    • Plans and actively participates in external reviews and missions by AGRA Donors or other African government Agencies or bodies.
    • Assesses the need for and implements specific M&E special studies and other pilot projects.
    • Support the development and implementation of the Learning Strategy and the entire institutional Learning agenda.

    Key Qualifications and Experience required:

    Essential

    • A bachelor’s or master’s degree in development economics, statistics, or social sciences

    Desirable

    • D. will be an added advantage
    • An expert in monitoring and evaluation with over 10 years of experience in the Agricultural development and food security sector. Strong management skills are essential.
    • Strong quantitative and qualitative analytical skills, including econometric and statistical analysis.

    M&E Performance Systems Officer

    The Position

    M&E Performance Systems Officer Job Reference: PSO/PRE/KE/08/2024

    The Performance Systems Officer will be responsible for the coordination and management of automation of AGRA performance systems for results which encompasses the development, review, and implementation of the AGRA Management of Information System (AMIS), macro-data and farmer-facing MIS platforms and support for Knowledge Management.

    The position holder’s primary role will be to ensure successful automation and functioning of AGRA Management of Information System (AMIS) as well as continuous capacity building of grantees and AGRA staff to apply the system.

    Key Duties and Responsibilities:

    • Ensure that AMIS is enhanced, maintained and fully functional to track grantee performance results in alignment with the AGRA Strategy and Results Framework.
    • Lead the effective use of AMIS through capacity building and support to AGRA staff and grantees.
    • Support grantees to upload grants specific Results Framework and KPIs into the system as layout for the online grant-making and monitoring to meet agreed programmatic deliverables.
    • Support generation required reports using the analytics tool and provide system data quality checks feedback to the M&E team.
    • Support the setting up of the macro-data and the farmer facing data platforms for AGRA strategy.
    • Support the evaluations, studies, and analytics within the M&E team for performance reporting of AGRA results as required.
    • Leads continuous improvement of the AMIS system and integration with other AGRA systems working closely with the ICT and grants team in collaboration with the systems developer.
    • Collates and analyses feedback from users both internal and external working closely with the grants and program teams to identify areas of improvement including automation of emerging areas such as Environmental Social Management (ESMS), tracking of new initiatives beyond grants.
    • Supports collation of AGRA data for the quarterly and annual reporting of the AGRA wide program results.
    • Advises internal and external stakeholders i.e., unit, program staff and grantees, partners and stakeholders, administration and finance on M&E issues and acts as the point of contact for related issues in the unit.
    • The position holder works closely with the Regional and Country M&E Officers, Program Performance Officer, Evaluation and analytics Officer, Grants, Program and Support teams (ICT, procurement), and AGRA Grantees.
    • Builds and manages external relationships and keeps current of key developments in performance systems.
    • Provide system support to internal and external users in collaboration with systems developers and troubleshooting where needed.
    • Collaborates effectively with the ICT and Grants units to integrate the Agricultural Management Information System (AMIS) with other systems, such as Resource Mobilization (CX), Oracle Budget system (PBCS), Fusion, and Procurement, to facilitate comprehensive tracking of results from program consultancies.
    • Continuous enhancement of platform based on user feedback and changing needs of AGRA.

    Key Qualifications and Experience required:

    Essential

    • A degree in computer-based studies, Arts, Social Sciences, or other relevant field with additional training in Results Based Monitoring & Evaluation and project Management.

    Desirable

    • Ability to communicate in French
    • Outstanding writing, analytical skills essential, computer proficiency and familiarity with a range of software applications including word processing, spreadsheets, and databases.

    Grants Associate – Kenya

    The Position

    Grants Associate, Job Reference: GA/OPS/KE/08/2024

    The Grants Associate has the responsibility for providing administrative, financial and logistical support to the Grants Unit. Grants Associate supports the grants unit staff with grants disbursements, reporting, and follow-on grantees’ general communication correspondence.

    Key Duties and Responsibilities:

    • Receive and log in AMIS (Management Information Systems) all funding requests and inquiries and forward them to relevant program units for review while maintaining a tracking system to ensure timely response.
    • Generation of monthly grants process performance reports for Head of Grants review and reporting any deviations.
    • Schedule reporting and payment requirements for all new grants in the grant management system
    • Develop and maintain an effective document management system for all documents related to the grants unit for easy retrieval.
    • Conduct pre-award due diligence for potential grantees including organization capacity assessments
    • Monitor grantee budget utilization and advise grants officer and Head of Grants on variances and forecasts.
    • Engages and follows up with the program staff for timely grants reporting and closure
    • Monitors and maintains updated records of all in-kind budgets and ensures that the Grants Officer and program staff are informed of the current utilization and expenses reported.
    • Tracking approvals and initiate grants related disbursement requests
    • Serve as the Grants Unit contact person to receive, acknowledge, log-in and track resolutions of general grants-related issues in a timely manner.

    Key Qualifications and Experience required:

    Essential

    • Bachelor’s degree in a commercial domain or equivalent experience in a related field.

    Desirable

    • Knowledge of AMIS operating system
    • Relevant experience in a grant making environment
    • Computer proficiency in: Word, Excel, Outlook, Internet search skills, PowerPoint, and ability to learn new applications quickly
    • Working knowledge of key donor agencies including USAID, Rockefeller Foundation and Bill & Melinda Gates Foundation, Master Card Foundation and FCDO.

    Support Coordinator

    The Position

    Support Coordinator  Job Reference: SC/KE/08/2024

    The Support Coordinator will be responsible for providing appropriate support to assigned Vice Presidents/Chiefs, Directors, and Heads of Units within assigned AGRA divisions to ensure prioritization and smooth flow of activities in the areas of procurement, administration, finance, compliance related issues, and processes related to grant making.

    Reporting to the Senior Support Coordinator the role-holder they will liaise to handle complex schedules, facilitating communication, requests and queries from Vice Presidents, Chiefs, Directors, and Heads of Units and coordinate day-to-day activities as well as operational processes within the various divisions and functional units.

    Key Duties and Responsibilities:

    • Oversee a comprehensive range of administrative responsibilities, including calendar management, travel arrangements, local transport management, invoice processing, and providing support and training to staff on AGRA’s administrative systems and processes.
    • Oversee all arrangements, including outside logistics related to conferences and workshops within the function.
    • Oversee the entire process of Meetings including budget preparation and approval, drafting meeting memos, aligning with finance on funding sources, procuring services, managing funds transfers and DSA payments, processing payments for goods and services, reconciling payments, and following up on proof of payment and vendor issues.
    • Initiating procurement, identifying funding sources, raising requisitions, and following up on approvals.
    • Processing payments, reviewing reimbursable invoices and validating supporting documents
    • Onboarding consultants on AGRA processes and aligning consultancy milestones with payment disbursements.
    • Initiating contract amendments – drafting the amendment memos and justification for submission to procurement.
    • Provide comprehensive financial oversight by assisting technical officers in reviewing financial reports against narrative and Monitoring and Evaluation reports, review financial reports on AMIS (Management Information Systems) and Oracle.
    • Maintaining a shared spreadsheet to track program administrative expenses.
    • Obtaining and analyzing the Budget vs. Actual (BVA) report to interrogate expenditures and resolve any unposted or mis-posted expenses prior to management review.
    • Coordinate various events by collaborating with communication teams for promotion, monitoring progress, evaluating participants, organizing high-profile meetings, and overseeing logistics to ensure successful event delivery through meticulous attention to detail and proactive communication.
    • Assist coordinators by acting as a pseudo administrative assistant to grantees, managing budgets, organizing meetings, and providing administrative support to consultants; track and report quarterly expenditures for grantees on AMIS.
    • General Communication and Liaison: Relay, respond to, and reroute general requests for information and electronic communication, facilitating liaison with other AGRA offices and representatives from other institutions as necessary.

    Key Qualifications and Experience required:

    Essential

    • Bachelor’s degree in business, Management, Public Administration, Communication or any related area.

    Desirable

    • Project Management certification would be an added advantage.
    • Proficiency in Microsoft Office Suite and familiarity with project management tools
    • Proven track record of supporting multiple executives simultaneously
    • Strong understanding of corporate operations and executive-level communication
