    Senior Information Management Assistant – G7

    • Under the overall supervision of the Head of Kenya Country Office, and the direct supervision of the Information Management Officer, the incumbent will be responsible for implementing the activities related to information management and reporting required by the Regional Resettlement and Movement Migration teams in East and Southern Africa.

    Specifically, the incumbent is expected to perform the following functions: -
    Core Functions / Responsibilities:

    • Provide regular country level and regional reporting in relation to Resettlement and Movement Migration (RMM) activities. This includes the conceptualization, design and creation of weekly, monthly and annual reports in regards to annual migrant/refugee departures.
    • In coordination with the RMM regional team, create, adapt and maintain databases to track RMM Human Resource related issues, support the development of staff travel processes/documents and pipeline databases where deemed necessary.
    • Assist the RMM Regional Manager to create data collection tools and reports that can provide data for external documents and dashboards that are accessible to stakeholders and internally to IOM management.

    • Prepares technical and user documentation for deployed application systems and reports, as well as training materials and conducts technical presentations.

    • Implement when necessary, applications training to end users to facilitate productive use of existing and new applications and systems.
    • Provide Tier 3 support of the application and report Portfolio, ensuring agreed SLAs are met.
    • Updates job knowledge by studying state-of-the-art development tools, programming techniques, and computing equipment; participating in educational opportunities; and reading professional publications.

    Required Qualifications and Experience
    Education

    • Bachelor’s Degree in Computer Science or relevant education from an accredited institution and five years relevant working experience
    • Or;
    • High School Diploma with seven years of relevant professional experience.

    Experience

    • A minimum of five years of increasing responsibilities in software development (particularly on ASP.NET) with SQL Databases, ArcGIS, PHP, PowerBI is required.
    • A minimum of 3 years of experience in developing web-based database applications and thin-client Web-based applications is required.
    • Experience working with specialized international agencies (UN Agencies, International Organisations, and International NGOs) and in complex operations, including conflict and post-conflict situations preferred.
    • Experience working for the IOM’s Resettlement and Movement Management (RMM) team and familiarity with MiMOSA, i-GATOR and other IOM databases an advantage.

    Technical Skills

    • Knowledge of software development, particularly the use of C# and .Net Framework, HTML, CSS, Java script, and PHP is required.

    On-Call Driver - Dadaab

    ORGANIZATIONAL CONTEXT AND SCOPE

    • Under the overall supervision of the Head of Sub-Office and the direct supervision of Procurement and Logistics Assistant in Dadaab, the incumbent shall be responsible for driving IOM vehicles to transport persons and goods authorized by IOM in a timely, safe and cost-effective manner.

    RESPONSIBILITIES AND ACCOUNTABILITIES
    In particular, the incumbent will perform the following duties:

    • Drive IOM vehicles and execute the tasks as assigned by direct supervisor.
    • Ensure the safety of passengers, cargo and vehicle and observe traffic rules, road discipline with most direct and safe roads to the destination.
    • Perform day-to-day maintenance of the assigned vehicle to ensure roadworthiness. This includes daily check of tyres, brakes, engine oil, fan belt, etc.
    • Prepare and submit weekly reports on vehicle status. Fill in the inspection sheet of vehicle status and share with the supervisor. Report promptly, to the direct supervisor, any defects or malfunctioning of the vehicle that require immediate attention for planning and control of regular services.
    • In case of accident, inform direct and overall supervisors immediately; prepare written incident report and obtain a Police Report/Abstract.
    • Maintain the vehicle road logbook including the status of fuel and oil changes at all times.
    • Complete the online database entry for the assigned vehicle in fleet database on weekly basis.
    • Check daily status and availability of spares, jack, fire extinguishers and tools.
    • Refuel the vehicle as required and perform compulsorily record in the log sheet.
    • Maintain assigned vehicle clean, tidy all the times and ensure it is road worthy.
    • Ensure that the IOM vehicles are only used for official/authorized business.
    • Ensure that the keys are returned for safeguarding at the end of the shift or handed over to the next driver.
    • Ensure a hand over form is duly completed and signed by both drivers during the exchange of vehicles.
    • Ensure that driver’s SOP is followed without any breach.
    • Prepare convoy security clearances and forward them accordingly to the IOM Kenya Field Security Unit and ensure vehicle is kept secured at all times.
    • Collect and deliver mail, official documents and other items as needed.
    • Perform such other duties as may be assigned.

    REQUIRED QUALIFICATIONS AND EXPERIENCE
    EDUCATION

    • Completed High/Secondary school education with two years of relevant professional experience.

    EXPERIENCE

    • At least two years’ continuous driving experience;
    • Valid Driving License (A, B, C, E class), PSV licenses is an added advantage;
    • Possession of a Government driving test grade I and II;
    • Possession of Mechanical certificate from an accredited school is a plus;
    • Good knowledge of vehicle maintenance and repairs;
    • Good knowledge of routes within the country;
    • Good knowledge and working experience with HF and VHF Radios

    Senior Programme Assistant - Recovery and Resilience - G6 - Mandera

    CONTEXT:

    • Under the overall supervision of the Senior Coordinator – Recovery and Resilience, and the direct supervision of the Programme Officer – Resilience and Solutions based in Nairobi, and the administrative supervision, the successful candidate will assist the implementation, monitoring and coordination of IOM Kenya’s emergency response, recovery and resilience-building projects and activities. S/he will closely coordinate with other technical/thematic staff, as relevant, in support of an integrated, multisectoral programmatic approach assisting populations affected by or vulnerable to the impacts of environmental degradation, climate change, natural hazards, conflict and/or instability.

    Senior Project Assistant (Finance) – G7

    Under the general supervision of the Head of Operations, East and Southern Africa (ESA), the direct supervision of the Project Officer, and in close coordination with the United States Refugee Admissions Program (USRAP) Coordination structures, the Senior Project Assistant (Finance) will assist the Project Officer in all aspects of financial and budget management for Resettlement and Movement Management (RMM) programmes in East and Southern Africa, in particular the incumbent will undertake the below responsibilities: -

    Core Functions / Responsibilities:

    • Coordinate with East and South Africa (ESA) Country Office Resource Management Officers (RMO), Resettlement and Movement Management (RMM) Operations Officers, and the Regional Resettlement and Movement Management (RRMM) team for ESA to prepare budgets (and revisions), based on programmatic needs and in line with donor and IOM guidelines.
    • Create and maintain regular reporting to ensure that country and RRMM operational budgets are utilized in line with donor expectations. Regularly update country mission management, the Project Officer and the Head of Operations, East and Southern Africa to ensure strategic utilization of programmes resources.
    • Serve as the focal point for regional and country level budget preparation, revision and activation in line with IOM’s program management guidelines.
    • Regularly undertake field travel to ESA countries to provide training and support in USRAP /RMM budgeting, reporting, and cost allocation and to verify whether missions are complying with IOM – PRM (Population Refugee and Migration) Memorandum of Understanding (MOU), for expenditure as well as IOM infrastructure costs.
    • Determine, harmonize, review and establish, through cost-benefit analysis, the fees for all operational services to be charged to resettlement partners and migrants for on-going and new resettlement projects in IOM Transit Centres, offices and/or accommodation guest houses in the region in coordination with concerned missions.
    • Review agreements and contracts with various service providers, suppliers, and partners servicing USRAP projects in coordination with the IOM HQs Legal Department and/or concerned missions.
    • Review existing systems and procedures and recommend improvements to strengthen internal monitoring, evaluation and control systems and improve efficiency and effectiveness.
    • Provide information, statistics, cost estimates and budgets to the Project Officer and the Head of Operations, East and Southern Africa, concerned missions, and USRAP Global Management Team in IOM Washington, upon request and in coordination with the Project Officer and the Head of Operations, East and Southern Africa.
    • Consult and coordinate closely with the USRAP Global Programme Coordinator in IOM Washington, the USRAP Financial Analysts based in the Manila Administrative Center (MAC), and IOM partners and donors as needed on related financial and administrative matters.
    • Maintain and ensure the confidentiality and integrity of all USRAP-related information by implementing control procedures in line with USRAP standards of conduct and data protection rules. Alert the Project Officer and the Head of Operations, East and Southern Africa of any potential non-compliance demonstrated within financial records.

    Required Qualifications and Experience
    Education

    Programme Assistant – Shelter and Settlements (G5)

    Under the overall supervision of the Senior Coordinator, and direct supervision of the Programme Officer (Shelter and Settlements), the incumbent will assist administrative, coordination, implementation, monitoring and reporting aspects of activities under IOM Kenya’s R&R programme. In particular, the incumbent will:
    Core Functions / Responsibilities:

    • Assist in implementing and monitoring all operational, logistical and administrative aspects of IOM Kenya’s programmes on Recovery and Resilience in close coordination with the Project Manager.
    • Liaise and coordinate with government partners, local authorities, and other stakeholder on the implementation of R&R projects.
    • Document and maintain records of project-related correspondence, progress and other relevant technical documents including payment requests and similar routine documentation for the projects.
    • Assist in the development of visibility and communication materials and other relevant background documents.
    • Draft reports and correspondence and assist in dissemination to relevant counterparts.

    Required Qualifications and Experience
    Education

    • University degree in Environmental Studies, Climate Change, Development, Migration Studies or a related field from an accredited academic institution, with two years of relevant professional experience;
    • or
    • Completed High School diploma from an accredited academic institution, with four years of relevant professional experience.

    Experience

    • Minimum 3 years of relevant professional experience in a similar setting & capacity
    • Demonstrated experience in project assistance or project implementation in international donor funded projects.
    • Experience in contributing to drafting to project documents and reports.
    • Familiarity with issues of migration.
    • Work experience in IOM, UN agency, non-governmental organization, or international organization is required.
    • Extensive experience in liaison and cooperation with governmental authorities and UN partners is required.
    • Good level of computer literacy, including database applications.
    • Previous work with migration issues and the ability to make adequate presentations.
    • Experience working in hardship situations.
    • Experience in recovery and resilience projects would be an advantage.

    Regional National Program Officer- NOB

    • Under the overall and administrative supervision of the Regional Director of the East and Horn of Africa (EHOA) and direct supervision of the Regional Program Management Officer (Better Regional Migration Management) and the overall technical supervision of the Senior Regional Thematic Specialist, Labour Mobility and Social Inclusion, and in collaboration with the BRMM Program Officers in BRMM program targeted countries and Media and Communication Unit (MCU) of the EHOA RO, the successful candidate will be responsible for supporting the implementation of the Better Regional Migration Management Program (BRMM) and for creating synergies with related regional project activities, including IOM’s Joint Labour Migration Program (JLMP), IDF EAC and other relevant regional and national EHOA programs/projects.

    Core Functions / Responsibilities:

    • Support in coordinating the regional Return of Qualified Nationals and diaspora engagement to Ethiopia, Kenya, Somalia and Uganda through outreach and mobilizing diaspora.
    • Compile beneficiaries' case studies showcasing the impact of BRMM interventions.
    • Coordinating donor reports on the activities of RMFM, the RMFM technical working groups, and other BRMM activities in the Regional Office and Country Offices with the support of M&E officer.
    • Support BRMM FP in COS in building and strengthening relationships with civil society organizations, community leaders, and students from higher education institutions, etc., to facilitate the smooth implementation of BRMM activities.
    • Undertake regular field visits to coordinate the implementation of the M&E plan and to provide procedural guidance.
    • Support the program staff in the development and design of new projects for donor submission, including carrying out specific thematic assessments as required.
    • Support and guide Countries in the development and implementation activities focused on promoting safe and regular pathways, migrant workers’ rights and gender issues and fostering a culture of respect and equality.
    • In cooperation with the M&E RO BRMM focal point, contribute to the development of an M&E framework to capture the reach and impact of the project’s messaging and events and report against relevant indicators.
    • Coordinate the development and implementation of a “migrants as messengers” activity in key BRMM countries
    • Contribute to the program's interim/final reporting to the donor.
    • Engage and provide technical support to the RMFM's Ministerial and Technical working groups events, workshops/trainings, rapid assessments, and other related activities.
    • Identify opportunities for new projects and participate in the development of proposals for a new phase of BRMM and other activities in coordination and consultation with the BRMM program team.

    Required Qualifications and Experience
    Education

    • Master’s degree in Social or development Sciences, Communication, Migration Studies, International or public relations or a related field from an accredited academic institution with two years of relevant professional experience; or
    • University degree in the above fields with four years of relevant professional experience.

    Experience

    • Understanding of contemporary developments in Labour migration, return and reintegration in EHoA and global processes such as GCM and SDGs.
    • Knowledge around migrant workers protection issues, in the region and in humanitarian situations.
    • Experience in developing and implementing communication strategies and plans including organizing outreach programs, campaigns and developing case studies.
    • Strong communication skills are essential, including excellent writing, editing and verbal communication abilities.
    • Good knowledge of the UN system and organizational mandates as well as interagency cooperation platforms on migration.
    • Proficiency in relevant software and tools is important. This may include Microsoft Office suite (Word, Excel, PowerPoint), communication tools (such as social media platforms and graphic design photography and video production.
    • Prior experience in a similar role, preferably in the development sector or within NGOs or other UN agencies

    • A deep understanding of migration dynamics, trends, policies, and issues is essential. This includes knowledge of international migration frameworks, such as the Global Compact for Safe, Orderly and Regular Migration, as well as regional and national migration policies.

    • Proficiency in creating various types of content, including articles, reports, blog posts, social media posts, infographics, videos, and multimedia materials for donor reporting.

    Senior Programme Assistant – Data and Research G7

     

    • Under the overall coordination of the Head of Programmes and Policy Development and the direct supervision of the Data and Research Coordinator, the successful candidate will be accountable and responsible to support data management initiatives aiming to streamline Data Management, Information Management (IM) activities, and Geographic Information Systems (GIS) related tasks of IOM Kenya.
