    Security Guard

    Job Description

    • The national security guard, under the direct supervision of security Supervisor, will safeguard all IRC assets and premises through physical guarding at all the field sites 24/7. They will respond to any incident which requires the security office within their areas of jurisdiction. They will give daily situation reports of the field sites to the supervisor. They will work closely as a team with the other national guards and the incentive counterpart managers, supervisors and the guards to ensure that there is cohesion and information sharing.

    Key Responsibilities.

    • To safeguard IRC staff, clients, and property in all field sites by ensuring that they are secure and free from losses or damages through physical guarding 24/7 day & night.
    • Conduct regular foot patrols in the field sites ensuring that the perimeter fence are intact, and that door and windows of the offices are firmly locked at during the night.
    • Carry out IRC security protocol S.O.Ps within the field sites in a professional manner in line with the IRC WAY.
    • Implement standard access procedures to IRC sites ensuring that persons and vehicles entering or leaving the sites are searched appropriately.
    • To monitor assets/material movement from the IRC stores to any other location within IRC programs in reducing and minimizing chances of defraud within the stores and programs.
    • To work closely with field sites in charges, supply chain department and Nutrition program to ensure that the field stores control procedures are adhered to.
    • Crowd control during normal field sites operations.
    • To gather information from reliable sources and share with the security supervisor and other security actors within the area of operation.
    • To maintain reporting system of incidents occurrences within IRC programs and in the field and giving situation updates to the security supervisor within necessary time frame.
    • Perform any other duty as may be advised by the supervisor.

    Key Result Areas.

    • Physical guarding of IRC site both day and night 24/7.
    • Maximum presence and involvement in the distribution exercise, crowd control and coverage of all field sites.
    • Taking preventive measures to avert any pilferages of commodities.
    • Carrying out IRC security procedures as per the SOPs.

    Qualifications

    • KCSE Certificate and above.
    • Training or certification in first aid, fire fighting and security related training will be added advantage.
    • Must be physically and mentally fit
    • Possess a valid Certificate of good conduct.
    • Must be a Kenyan citizen.
    • Should have a letter of recommendation from previous employer, area chief or government authority.

    Required Experience & Competencies.

    • Knowledgeable of using communication gadgets i.e. VHF, HF radios is added advantage.
    • Good communication skill, fluency in both written and spoken English/Kiswahili. Somali speaking will be preferred.
    • Ability to work closely, professionally and constructively with others regardless of their religion, race, or cultural background.
    • Ability to work long hours with minimal supervision.
    • Should be flexible and show high standards of discipline and honesty.
    • Willing to undergo IRC security training.

    Consultancy - Project Management Consultancy

    Job Description

    • The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and regain control of their future. The IRC has been working in Kenya since 1992, providing health care, women's protection, legal rights education, and nutrition services to hundreds of thousands of refugees and their host communities. Currently, IRC has an operational presence in two refugee camps - Kakuma and Dadaab -, and six counties including Turkana, Garissa, West Pokot, Nairobi, Kajiado, Tana River, with plans to expand to more counties where it implements programs in health, nutrition, governance and rights, Women’s Protection and Empowerment (WPE), Protection, and Economic Recovery and Development (ERD). Additionally, IRC provides emergency response through a network of four field offices and a range of institutional and community-based partnerships.
    • The IRC Kenya Country Program is currently implementing the first phase (years 2022-2024) of its ten-year Strategic Action Plan 100 (SAP 100) focusing on five outcome areas which include ensuring safety from harm, improving health, increasing access to education, improving economic well-being, and ensuring people have the power to influence decisions that affect their lives.

    Objectives

    The objectives of the project management training consultancy for 30 IRC staff are as follows:

    • To build the capacity of IRC staff in project management principles, methodologies, and best practices.
    • To improve the planning, implementation, monitoring, and evaluation of projects within the organization.
    • To enhance the effectiveness and efficiency of project delivery, ensuring alignment with organizational goals.
    • To foster a project management culture that promotes collaboration, accountability, and continuous improvement.
    • To empower staff with practical tools and techniques for successful project execution and stakeholder engagement.

    Scope of Work

    The project management training consultancy will cover the following areas:

    Training Needs Assessment

    • Conduct a comprehensive training needs assessment to identify project management knowledge gaps and skill deficiencies among IRC staff.
    • Review the organization's current project management practices, challenges, and lessons learned.
    • Gather input from staff members, project managers, and stakeholders to understand training requirements and expectations.

    Training Program Development

    • Develop a tailored project management training program that addresses the specific needs of the IRC and its staff.
    • Design training modules that cover essential project management topics, such as project planning, stakeholder management, risk assessment, and project monitoring and evaluation.
    • Incorporate practical exercises, case studies, and interactive activities to reinforce learning and application.
    • Include sessions on cross-cutting themes like gender mainstreaming, sustainability, and ethical considerations.
    • Determine the appropriate training delivery methods, such as in-person workshops, virtual sessions, or a blended approach, considering the organization's resources and staff availability.

    Training Delivery

    • Conduct project management training sessions for IRC staff members and project teams.
    • Deliver the training program in an engaging and participatory manner, ensuring active involvement of participants.
    • Facilitate discussions, group exercises, and knowledge sharing among participants to encourage collaborative learning.
    • Provide practical examples and real-life case studies relevant to the IRC sector.
    • Offer guidance on utilizing project management tools and software that are accessible to the organization.

    Training Evaluation and Follow-up

    • Evaluate the effectiveness of the training program through participant feedback, assessments, and post-training evaluations.
    • Gather feedback from participants and stakeholders to measure the impact of the training on project management practices within the IRC.
    • Provide recommendations for further improvement and IRC support, if needed.
    • Offer post-training resources, such as reference materials, templates, and job aids, to support continued learning and application of project management principles.

    Deliverables

    The project management training consultancy will deliver the following key outputs:

    • Training Needs Assessment Report, including identified gaps and training requirements.
    • Project Management Training Program, including detailed modules, learning objectives, and training materials.
    • Training session schedules and agendas.
    • Post-training evaluation reports, including participant feedback and recommendations.
    • Post-training resources and support materials, including project management templates and tools relevant to the IRC sector.

    Timeframe

    • The project management training consultancy is expected to commence in mid-June 2023 and should take 5 days The specific training schedule and duration will be mutually agreed upon between the consultancy team and the IRC.

    Reporting and Communication

    • The consultancy team will maintain regular communication with the IRC's project stakeholders, including training participants.

    Qualifications

     

    • A Master’s degree in a relevant field such as business administration, project management etc.
    • Industry-recognized certifications as a Project Management Professional (PMP)
    • At least 5 years’ experience in project management  in humanitarian and development contexts
    • Familiarity and ability to tailor different project management methodologies.

    HTS Counsellor

    Job Description

    • The IRC Kenya Country Program is currently implementing the first phase (years 2022-2024) of its ten-year Strategic Action Plan 100 (SAP 100) focusing on five outcome areas which include ensuring safety from harm, improving health, growing access to education, improving economic well-being, and ensuring people have the power to influence decisions that affect their lives. Across these five sequent areas, IRC works to address gender inequality in order to understand and address the outstanding needs and barriers to progress facing women and girls who represent the majority of those displaced.

    Job Purpose/Objective.

    • Reporting to the facility - in - charge, the HTS Service Provider will provide quality facility and community-based HIV Testing Services (HTS), client referral/linkage to care and treatment as well as other health services, community outreach and index client testing as well as HTS and Linkage data capture and reporting.

    Key Responsibilities.

    • Mobilize clients for testing at the respective facility service delivery point i.e. OPD, IPD, special clinics and / or community outreach sites through health talks and Behavior Change Communication (BCC) information dissemination to clients.
    • Provide appropriate pre, post and appropriate risk reduction counselling to all clients receiving HTS services based on clients need.
    • Provide confidential HTS through the Provider Initiated Testing and Counseling (PITC), Voluntary Counseling and Testing (VCT) and targeted family testing approaches.as per the National 2015 HTS and 2016 ART Guidelines.
    • Provide appropriate referral to all clients with a high focus on 100% linkage of HIV positive clients to care and treatment.
    • Capture relevant client’s data on the Locator Information Form as well as the MOH 100.
    • Support and escort HIV positive clients to the CCC for enrollment into care, make follow-ups and report on referral and linkage outcomes on of both HIV negative or unlinked clients respectively.
    • The HTS Service Provider will be accountable for Rapid HIV Test kits in their custody.
    • Promote preventive interventions through health talks, skills building demonstrations, distribution of Information Education and Communication (IEC) materials and other commodities like condoms and demonstration on correct use.
    • Actively participate in all HTS data review meetings at the facility level.
    • Participate in the quarterly counsellor’s support supervision meetings / sessions.
    • Familiarize and adhere to the recommendations of both the National HTS and ART guidelines up to and including proper waste disposal procedures.
    • Enroll and participate in the bi - annual Proficiency Testing Program.
    • Participate in other HTS QA activities e.g. Counsellors self - assessment, Direct observed sessions, Quality Management Assessments, (CQI, SIMS), client satisfaction surveys, DBS validation interviews.
    • Daily accurate recording of the services in HTS Lab Register and other attendant reporting tools e.g. the Linkage Registers including RTK consumption reporting.
    • Prepare timely daily, weekly, and monthly HTS and RTK’s data summaries and reports through the facility in-charge and HTS Supervisor.
    • Prepare summary of index / family testing and report using provided templates.
    • Prepare and provide monthly summary of linkage report through the facility in-charge /HTS supervisor.
    • Conduct all confirmatory tests of all identified positives as per the approved National Algorithm.
    • Ensure 100% linkage of all confirmed HIV positive clients.
    • Ensure that the Client Locator information forms as well as the Client Referral forms of all positive clients referred to the CCC for confirmation are well filled.
    • Work closely with the HTS Supervisor to refer clients presenting inconclusive results (as per the Algorithm) to the CCC Laboratory for DNA – PCR / antigen tests.
    • Work closely with the HTS Coordinator to maintain accurate records i.e. the Client locator information forms and Client Referral form of all clients referred to and / or attended to at the CCC of all clients.
    • Provide patient key information on the importance of starting ART immediately as well as benefits of family testing and disclosure.
    • Negotiate and explore with the client, opportunities for family, partners / contacts testing.
    • Work closely with the HTS Coordinator to follow up and document all linkage outcomes in the Master Facility Linkage Register.
    • Professionally hand over confirmed clients to the Adherence Counsellors/ CCC team for enrollment into care and treatment services.
    • Line list index clients whose contacts have not been tested and collaborate closely with the clinical teams at the CCC to mobilize index clients to bring their contacts for testing.
    • Plan and conduct home based index testing when the CCC are not operational.
    • Work closely with the Records team at the CCC to document accurate test results of contacts of index clients in the blue card after successful index contacts testing.
    • Follow up on outcomes and progress of newly enrolled clients for a period of three (3) months to enhance adherence and improve patient experience.

    Qualifications

    • Diploma Holder in Nursing, lab technology Counselling, Psychology, Community Health, HIV Testing Services, HIV Management, Social Sciences, or other related fields.
    • Holder of a NASCOP Certificate in HTS Provision or equivalent.
    • Training in Peer Education, BCC or HIV & AIDS is added advantage.
