    Regional Security Advisor (RSA)

    Job Purpose: The Regional Security Advisor (RSA) will support the security lead in each country composing the HECA region (DRC, Ethiopia, Kenya, Tanzania, Sudan, South Sudan, Burundi, Rwanda, Somalia and Uganda) in order to ensure that the country security strategy is developed, implemented, monitored and reviewed; consistent with Oxfam policies, standards and requirements.

    Background: Oxfam is currently undergoing a period of transformational change, which envisions a future where Oxfam is a more interdependent network, driven by knowledge, organized for internal simplicity and globally balanced.

    Oxfam strives to have affiliates in southern countries that can raise their own funds, run their own programs, make their own alliances with local people’s movements, and lobby their own governments and businesses.

    The Horn, East & Central Africa Region (HECA) is one of the poorest and least developed regions of the world, and one of the largest regions where Oxfam works.

    All ten countries in the region are currently affected by natural and/or man-made humanitarian crises, and this is having an impact on Oxfam’s role in the region.

    In addition to country specific Oxfam strategies in each of the 10 countries for the period 2015-2019, Oxfam also has a statement of strategic intent for the region, reflecting the key strategic priorities and objectives for the entire region.

    They include prevention and response to humanitarian crises; enabling women in HECA to claim their social, economic and political rights; supporting the development of civil society, and the improvement of accountable, democratic governance; and supporting the improved resilience of those with vulnerable livelihoods to climate change, insecurity and other risks.

    The HECA region also hosts the Pan-Africa Programme.

    Contract Length – Fixed term contract for 2 years

    Regional Programs & Influencing Manager

    Regional Business Support & Finance Manager

    Job Purpose: Provide financial and risk management service in the HECA region (DRC, Ethiopia, Kenya, Tanzania, Sudan, South Sudan, Burundi, Rwanda, Somalia and Uganda) by developing business intelligence that supports enhanced investment decisions and performance management.

    Lead the regional financial planning, budgeting, forecasting and reporting process, working closely with the country finance, executing and partner affiliates.

    Regional HR Business Partner

    To provide strategic input and support to the Regional Director and Regional Leadership Team as well as to the Country Director and Country HR Managers in order to achieve the Regional strategy and Oxfam’s mission within the HECA region.

    Ensures that all staffing issues are managed in line with Oxfam policies and procedures and facilitates effective implementation by managers, or working alongside managers, to support delivery.

    As a key member of the Regional Management Team and the global HR leadership team, this person will lead and facilitate the development of a highly effective and strategic HR function in the HECA region to ensure the organization has the right structure, culture and talent needed to deliver on its objectives across the HECA region (DRC, Ethiopia, Kenya, Tanzania, Sudan, South Sudan, Burundi, Rwanda, Somalia and Uganda).

    This person will be the trusted partner of the Regional Director and the Regional Management Team on all people related matters.

    He/she will support and enable countries in the region to manage and develop their people as well as ensuring that quality standards in Human Resources are met across the region.

    He/she will be accountable for the implementation strategy of the Global HR People Strategy within the region.

    Team Purpose: To provide a professional, business focused organisational development and human resource management service on behalf of the OI Secretariat, delivering a proactive and solution- based approach for resolving issues and ensuring that staff are effectively resourced, managed and developed to deliver organisational strategy.
