    Programme Manager- Governance and Rule of Law

    Key Roles & Responsibilities

    • Manage a portfolio of projects and programmes and follow up on Swedish funded projects by, inter alia: plan, assess and approve funding applications, follow up, risk management, administer, preparing decisions/contracts and agreements, reviewing and approving narrative, financial and audit reports.
    • Financial management, including follow up of disbursements and payments of contributions.
    • Support policy dialogue with relevant Government of Kenya ministries, development agencies, donors and relevant stakeholders in the sector, including drafting speaking notes, briefings, participating in, and drafting reports.
    • Represent Sweden and actively participate in co-ordination for a, technical and sectoral meetings; program reviews; technical discussions, and field visits.
    • Build relationships and develop networks through interaction and continuous dialogue with relevant bilateral, multilateral, and sectoral actors.
    • Contribute to the development of Swedens strategies and policies for Kenya.

    Education, Competence & Experience

    • Masters degree in human rights, political science, international relations or other equivalent academic background.
    • Previous experience in the development sector working with a broad range of actors within the thematic areas of Governance, Public Financial Management, Rule of Law, Devolution and Anti-corruption and/or related areas.
    • A minimum of ten (10) years working experience in the above areas.
    • Previous experience working with UN agencies, political foundations, interstate membership organizations, non-governmental organization, governmental agencies and ministries on national and/or county level.
    • Experience in programmes/projects design, implementation and performance monitoring.
    • Proven analytical skills.

    Additional Skills

    • A strong understanding of the social contract in the Kenyan context, social fabric and social accountability.
    • An understanding of gender equality, Intersectionality and sexual orientation, gender identity and expression.
    • An understanding of multidimensional poverty analysis principles.
    • Experience working with a range number of actors including civil society, private entities such as the private sector.
    • Knowledge of the Kenyan institutional structures, key actors, development strategies, in relation to human rights, rule of law, governance and elections.
    • An understanding of Business and Human Rights as well as a right-based approach.
    • Experience of working with results-based management.

    Senior Consular Affairs Officer

    • The Head of Mission has overall responsibility for the work of the Embassy, whilst the Deputy Head of Mission is also head of Trade & Investment and Development Cooperation clusters. Next to the Deputy Head of Mission a deputy permanent representative for UNEP/Habitat and a deputy ambassador for Somalia are art of the mission.
    • The Consular Affairs team consists of 2 people and is part of the larger team - Operations Management Unit in the Embassy.

    Roles & Responsibilities:

    • Answering general and specific consular questions on any topic, from simple to complex (visa, passport, option procedures, adoption etc.).
    • Knowledge of relevant policy on migration and consular affairs, aspects of implementation in relation to international agreements and national legislation and case law, and the legislation and regulations in force.
    • Processing of visa (short and long stay) and passport applications,
    • Liaise with back office at our Ministry of Foreign Affairs in The Hague.
    • Processing legalization requests.
    • Liaise with DNA specialist to take samples, interviewer for family reunification purposes.
    • Conduct civic and naturalization exams.
    • Prepare consular statements for Dutch nationals.
    • Acquire and update knowledge on all possible consular topics.
    • Provide consular assistance to Dutch nationals in need.

    Key Result Areas:

    • Consular services i.e., Assessing completeness of applications for example, travel documents, visas and authorizations for temporary stay
    • Information and knowledge transfer i.e., Advising and/or providing information on the interpretation and implementation of regulations in the consular field and associated legislation
    • Implementation of specific regulations i.e., Providing substantive support by preparing advice and decisions (on nationality issues, recognition, visas, etc.) and, in that connection, gathering information and assessing it in the light of existing legislation, regulations, instructions, guidelines and applicable case law.

    Skills & Qualifications:

    • Higher professional level.
    • 3 years of relevant experience in the field of consular and/or Visa services.
    • Knowledge of relevant policy on migration and consular affairs, aspects of implementation in relation to international agreements and national legislation and case law, and the legislation and regulations in force.
    • Skill in gathering and clarifying information and providing periodic management information.
    • Knowledge of consular rules and regulations is an advantage.
    • Excellent communication skills in English, knowledge of the Dutch language is preferred.
    • Good collaborative skills and team player spirit.
    • Ability to work independently, make decisions and lead a team of two.
