 Qualifications and skills

• Masters degree in ICT, IT, computer science, information systems, operations management, information management, or related fields
• Fluency in oral and written English and French

General professional experience

• A minimum of 10 years of professional experience in information systems
• Professional experience in the field of agriculture sector strategy or related fields is an asset
• Experience in international development projects, with experience in EU-funded projects an asset
• Long-term Key Expert experience, for EU-funded projects, is an asset
• Previous experience in Rwanda (or Eastern Africa), preferably in the agriculture sector, is an asset

Specific professional experience

Experience in at least one of the following:

• DHIS-2 web-based open-source information system of the agriculture sector
• ICT-based agriculture extension and knowledge systems
• Agriculture land use planning and agriculture land use information systems
• Livestock, Nutrition-sensitive food and agriculture household production systems
• Strategic planning, investment appraisal, budgeting and monitoring of agriculture sector activities
• Strengthening of institutional and organizational capacities in the agriculture sector
