    Consultancy: M & E Specialist for the Development of a Social Protection M & E Framework for Kenya

    Scope of Work

    Goal and Objective

    The M&E reports will assist the Government in key policy decisions in planning, designing of follow up programes. The M&E Framework will be used to track and review progress of implementing social protection programmes and drawing lessons learnt for changes.

    The Government can realise the achievement of the social pillar under the vision 2030 for all participants in this sector and all crosscutting agendas, through M&E reporting in the sector. The impacts survey and evaluations will produce evidence based quantitative and qualitative data for scale up management and progress.

    Good Evaluations around the world have contributed to securing greater political and financial support for social protection programs. At the same time rigorous monitoring is important for accountability for stakeholders, implementers, beneficiaries and development partners.

    The main objectives of the consultancy will include;

     

    • To develop an integrated social protection sectorwide M & E Framework with indicators and reporting mechanisms that will provide a stronger and timely evidence base for the growth and expansion of the sector as well as impact to the most vulnerable population.
    • To enhance the development of a central database system which promote systematic collecting and collating of M&E data from the various social protection players and programmes.
    • To set in place a system for quarterly and annual reporting of the achievements of indicators in the Social Protection sector to inform decision making for the sector.

     

    The Monitoring and Evaluation (M&E) Specialist will be responsible for developing a sustainable Monitoring & Evaluation system for tracking SP impacts and outcomes. The consultant will lead the process of strengthening the technical capacity of SP programmes M&E function and ensuring information influences policy and programme planning development. The M&E officer will report to the Social Protection (SP) Secretariat Programme Coordinator and work closely with other MIS, ICT, Research and Development officers and Communications colleagues in the Secretariat. The M&E officer will be expected to develop and maintain close working relations with counterparts within the individual SP programmes.

    Key responsibilities and Tasks

     

    • Map and assess the existing social protection M&E and reporting systems
    • Design an integrated M&E framework for social protection to track the Social Protection programmes, the progress of the social protection policy, investment plan towards kenya Vision 2030 and the contribution of social protection to GDP and other national outcomes including Vision 2030 and the Bill of Rights
    • Set up a central system for collecting and collating the M&E data;
    • Support implementing agencies to establish M & E systems that are consistent with the national M & E requirements and that can be easily linked with the central database;
    • Ensure that the system can produce regular (quarterly, annual) quality reports documenting the status and achievements of SP activities;
    • Ensure the national M & E framework is inclusive of gender issues, and provides information on the contribution of social protection to the realisation of the rights of children, youth, disabled, elderly, and marginalised in line with the Bill of Rights; also for the health insurance and social security sector
    • Train key stakeholders in the utilization and implementation of the M&E framework;
    • Support Social protection Secretariat to commission relevant external research and impact evaluations;
    • Working with the Social protection Secretariat to develop indicators, outputs and means of verification for assessing SP outcomes;
    • Work with the MIS and ICT Officers in the SPS and guide them to establish an MIS system for the various SP programmes with the potential to scale up to national level.
    • Liase with the National Social Security Fund, National Health Insurance Fund, Social Assistance Unit and other key players to identify common indicators and needs for system development and capacity support
    • Ensure monitoring systems establishment and capacity building is harmonised with the finalised monitoring and evaluation framework for social protection programmes
    • Liase with consultants and partners on studies and evaluations ongoing and planned to ensure all SP issues are covered.
    • Handover the developed M&E framework for social protection programmes to GoK permanent staff when term ends

    • Payment is on satisfactory completion of deliverables duly authorized by the Supervisor of contract 

     

    • Specific deliverables of acceptable quality must be submitted at the planned times.
    • Performance will be evaluated considering quality of deliverables, consultation with stakeholders, timeliness of deliverables of and comprehensiveness of work as defined in the terms of reference.
    • The consultant is expected to carry out the documentation process in accordance with professional communication development standards

     

    Required qualifications, desired competencies, technical background and experience

    (Consult with HR on this prior to signing off on the TOR)

    Key requirements for the post:

     

    • Hold a Masters degree or equivalent in Social Sciences (Sociology, population studies, demography, anthropology, economics, etc) or statistics
    • At least 7 years experience in designing, managing and implementing M&E systems
    • Previous experience should include working with complex government and multilateral programs
    • Experience in social protection sector programs and policy
    • Experienced trainer of M&E approaches
    • Excellent report writing skills
    • Good presentation and facilitation skills
    • Should be a team player.
