    Associate Human Resources Officer

    This position is located in the United Nations Office at Nairobi (UNON), Human Resources Management Service (HRMS), Talent Management Centre (TMC). The Associate Human Resources Officer will report to the Human Resources Officer. Within delegated authority, the incumbent will be responsible for the following duties:

    Responsibilities

    1. General
      1. Provides advice and support to managers and staff on human resources related matters.
      2. Keeps abreast of developments in various areas of human resources.
    2. Recruitment and placement
      1. Coordinates with client offices in identifying upcoming vacancies.
      2. Prepares vacancy announcements, reviews applications, and provides a short-list to clients’ offices.
      3. Reviews recommendation on the selection of candidate by client offices.
      4. Prepares and presents cases to appointment and promotion bodies.
      5. Serves as ex-officio in examinations boards.
      6. Monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts.
      7. Supervises the maintenance of the human resources filing system.
    3. Administration of entitlements
      1. Administers and provides advice on salary and related benefits, travel, and social security entitlements.
      2. Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules.
      3. Staff development and career support training
      4. Identifies and analyzes staff development and career support needs and designs programmes to meet identified needs.
      5. Provides induction orientation and briefing to new staff members.
      6. Deliver staff selection training related for hiring managers and hiring teams.
    4. Other duties
      1. Prepares and review classification analysis of jobs in Professional and General Service and related categories.
      2. Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review.

    3. CLIENT ORIENTATION: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

    Education

    An advanced university degree (Master’s degree, or equivalent) in human resources or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.

    Work Experience

    1. A minimum of two (2) years of progressively responsible experience in human resources management, administration or related area is required.
    2. Experience in the recruitment of staff is required.
    3. Experience in using Enterprise Resource Planning (ERP) systems such as SAP is desirable.
    4. Work experience servicing clients located in multiple locations is desirable.
    5. Experience in providing HR advise to managers and staff is desirable.
    6. Experience with PeopleSoft platforms, such as Inspira or equivalent is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

    NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

    Assessment

    Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice

    This is a temporary Job Opening. Appointment against this position is temporarily available for six (6) months, a limited duration and does not carry any expectancy, legal or otherwise, of renewal. Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station. Staff members are subject to the authority of Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

    This temporary job opening may be limited to "internal candidates," who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15. Staff members are subject to the authority of Secretary-General and to assignment by him or her.
