    Consultant for HEA Outcome Analysis

    Scope of Work
    Training Design And Preparation
    The consultant will be responsible for the following tasks:

    • Consultant will use standard HEA Outcome Analysis training material
    • Conduct a pre-training assessment to gauge the existing knowledge and skills of the participants and adjust the training content accordingly.

    Delivery Of Training

    • Facilitate a 4-day training workshop on Household Economic Analysis for IRC program staff.
    • Employ a mix of teaching methods, including lectures, group work, simulations, and hands-on practice, to ensure participants can effectively apply HEA in their daily work.
    • Provide guidance on the use of HEA tools and software, ensuring participants are proficient in data collection, analysis, and interpretation and have a robust understanding of how HEA can be used in different contexts:

    Post-Training Support

    • Conduct a post-training assessment to evaluate the knowledge gained by the participants.
    • Develop a short report summarizing the training outcomes, including recommendations for further capacity building.

    Objectives

    • Conduct a standard 4-day Household Economy Analysis (HEA) Outcome Analysis training in Turkana, Kenya focused primarily on the use of the HEA Dashboard to support contingency planning (i.e. excluding in-depth training on the LIAS & Resilience Analysis).

    Expected Deliverables
    Training 8 – 12 IRC & partner staff & local partners (County Government & local NGOs) on:

    • HEA principles & framework
    • ‘manual’ analysis e.g. Meru exercise
    • Dashboard for Forecast based Contingency Planning
    • LIAS for Seasonal Assessment
    • Dashboard for Resilience Analysis
    • Selection of Key Parameters for Monitoring from Turkana Baselines KE01A, KE02 & KE04.

    Minimum Qualifications:

    • Advanced degree in Economics, Development Studies, Social Sciences, or a related field.
    • At least 5 years of experience in conducting Household Economic Analysis, with a proven track record of delivering HEA training in the context of international development.
    • A certified TOT on Household Economic Analysis (provide the certificate)
    • Extensive experience working with NGOs, government agencies, or international organizations on livelihoods, food security, or economic resilience programs.
    • Demonstrated ability to use the HEA standard training material.
    • SRAF: forecast based contingency planning for slow onset hazards
    • Strong analytical skills and proficiency in HEA tools and methodologies.
    • Excellent facilitation and communication skills, with the ability to engage participants and foster a collaborative learning environment.
    • Proficiency in relevant software and tools for HEA data collection and analysis.
    • Fluency in English (written and spoken) is required. Knowledge of local languages in the region of operation is an added advantage.
