    PMEAL & CEA Advisor

    • Position Title:  PMEAL & CEA Advisor (Planning, Monitoring, Evaluation, Accountability & Learning and Community Engagement Accountability)
    • Location: Nairobi
    • Reporting To: Head of Region, (with dotted line to Senior PMEAL Advisor)

    Purpose of the Role

    The British Red Cross (BRC) East and Southern Africa (ESA) team works bilaterally, multilaterally and in consortia with National Society (NS) Partners across the sub-regions. Two country cluster offices are located in Kenya and Zimbabwe. The position will sit within the Regional team, based physically in the Nairobi office, but will be aligned to the Performance & Accountability team in the UK, under matrix management. The overarching purpose of the Performance & Accountability Department is to lead, manage, facilitate and enable others to systematically and sustainably improve the quality, effectiveness and accountability of their work.

    The overall purpose of the role is to support and facilitate quality programming and stronger National Societies in the ESA region. The PMEAL and CEA Adviser will work with selected National Societies (including during emergency response), which receive BRC support in order to engender good practice in PMEAL and Community Engagement and Accountability (CEA).

    The Adviser will support and advise BRC regional/country staff and National Society staff to improve quality and accountability of programmes, in order to have greater impact on the lives of disaster-affected people. This will also involve working closely with the International Federation of the Red Cross/Red Crescent (IFRC) and key members of the Movement on strategic PMEAL and CEA related issues. The PMEAL Adviser will also support in developing processes, systems and tools to document learning from BRC work to ultimately improve BRC’s work as a National Society across all regions and partnerships.

    MAIN RESPONSIBILITIES

    1. Programme Quality including Minimum Standards
    2. Works with BRC-supported programmes and prioritised National Societies in the aligned region/countries in East and Southern Africa to strengthen their approaches to PMEAL and CEA.
    3. Works with BRC regional and country staff to ensure the PMEAL and CEA minimum standards are achieved as part of programmes, including programme planning, developing clear programme logic and robust M&E plans; designing M&E systems; supporting implementations of BRC’s safe and inclusive framework; and putting CEA systems in place.
    4. Supports the design and implementation of reviews, evaluations and learning events, working with other PMEAL Advisers, BRC Technical Advisers and/or consultants to co-lead or lead selected reviews (including partnership reviews), evaluations.
    5. Champion organisational and programmatic learning by keeping abreast of PMEAL/CEA developments across the sector and within BRC and sharing and promoting learning

    Capacity Strengthening of National Societies in PMEAL and CEA

    1. Provide agreed assistance to partners on MEAL and CEA work e.g. analysing data, designing/using monitoring tools, carrying out monitoring visits, developing accountability mechanisms, adapting tools to fit contexts and researching good practice on specific issues.
    2. Supports National Society partners to adapt IFRC and other M&E tools to their context and needs (including emergencies) – aiming for approaches/tools that are realistic and feasible.
    3. Supports or delivers PMEAL/CEA training and facilitate broader learning opportunities to NS, the International Directorate and regional teams
    4. Supports and mentors PMEAL staff in selected National Societies as part of NSD and focused talent development plans.
    5. Supports the development of M&E tools for assessing the impact of organisational development and capacity building including participatory methodologies.

    Emergency Programming MEAL

    1. Provides ad hoc surge support to emergency operations or long-term partnerships, as and when required.
    2. Support operations leads/ Disaster Management Coordinators to ensure minimum standards (including PMEAL, CEA, PGI) are achieved as part of programmes, and ensure information is collected to report against quality criteria.

    International Strategy

    1. Supports regional teams when developing Regional Action Plans and setting indicators and annual targets as part of reporting against the International/Corporate Strategy
    2. Provides PMEAL technical support to the Hunger Crises focus area to strengthen the implementation of the International Directorate strategy.
    3. Supports the regional team in ensuring the appropriate monitoring tools are in place to provide information for the International Directorate Strategy MEAL Framework
    4. Produces and communicates project summaries and case studies for dissemination, in collaboration with technical advisers, other PMEAL advisers and the Maps team
    5. Builds relationships within RC/RC Movement and other organisations to influence others and incorporate and apply lessons and good/best practice from outside BRC into organisational learning

    Team Member

    1. Actively participates in all team meetings, facilitates at least one ESA Monthly Team Meeting session each year.
    2. Supports other team members.
    3. Work and behaves in accordance with all BRC policies and procedures.
    4. Upholds the fundamental principles of the Red Cross and acts with integrity, in accordance with the Society’s values (inclusive, compassionate, courageous and dynamic).

    Knowledge & Skills

    1. Higher level academic qualification (degree level or equivalent work experience)
    2. Good knowledge of PMEAL and CEA within an international humanitarian or development context.
    3. Significant, hands-on and up-to-date understanding of monitoring, evaluation and impact assessment
    4. Proven PMEAL technical and advisory expertise in international, cross-cultural contexts
    5. Great knowledge of community engagement and accountability
    6. Ability to analyse both quantitative and qualitative data and interpret information to communicate to and persuade decision makers / different audiences, written and verbal.
    7. Negotiation and influencing skill
    8. Interest in and understanding of protection, gender and inclusion issues
    9. Master’s degree in relevant subject
    10. Good project management skills
    11. Ability to facilitate and advise on participatory approaches
    12. Demonstrable experience of working in a relevant role or sector
    13. Providing PMEAL advice and support to projects/ programmes, including design of systems and tools
    14. Establishing effective relationships to influence and enable decision-making.
    15. Delivering training and/or capacity building
    16. Leading / commissioning / supporting evaluations and learning reviews
    17. Practical experience of designing and establishing community engagement and accountability systems
