    Programme Management Officer, Human Settlements (Project Post), P3

    The position is located in the Urban Practices Branch (UPB) within the Global Solutions Division. The Programme Officer will contribute to the work of the Branch on local governments and SDG localization, including Voluntary Local Reviews (VLRs), and will directly report to the Chief of Urban Practices Branch in her capacity as institutional senior focal point for local governments and SDG localization.

    Responsibilities

    • Provides substantive support to normative work related to local governance and the localization of the Sustainable Development Goals, including Voluntary Local Reviews.
    • Supports the Branch in developing and advancing partnerships with local and regional governments and their associations, national governments, UN Agencies and other relevant global, regional and national stakeholders engaged in localizing the Global Goals;
    • Contributes to the mobilization of resources to advance the mandate of UN-Habitat and specifically the work of UPB on local governance and SDG localization, including VLRs;
    • Manages multi-county programmes on SDG localization and Voluntary Local Reviews, including coordination of human resources, budgets, financial and administrative processes.
    • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions; builds and advances relevant partnerships.
    • Researches, analyzes and presents information gathered from diverse sources.
    • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
    • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
    • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
    • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
    • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
    • Performs other duties as required.

    Education

    • Advanced university degree (Master’s degree or equivalent) urban development, international development, multilateral relations or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • Certification in data analytics, business analytics or data science programs is desirable.

    Work Experience

    • A minimum of five (5) years of progressively responsible experience in project or programme management, administration or related area is required.
    • Experience in developing normative products related to urban development and local governance; managing partnerships with local and national partners; developing and managing projects, including the organization of events and workshops is required
    • Experience in drafting policy documents, project summaries, and background papers is desirable
    • Two (2) years or more of experience in data analytics or related area is desirable
