    Programme Officer - Disaster Management

    PURPOSE OF POSITION

    Provide support in resource acquisition within the Disaster Management Team (DMT), external engagements, Disaster Risk Reduction, Capacity Building and program management of DM Projects

    MAIN RESPONSIBILITIES

    Resource Acquisition​.

    • Provide regular updates to WV’s Support Offices and donor regarding funding and commitments.
    • Assist the Grants Acquisition and Management (GAM) Unit in the development of highly competitive humanitarian-related concept notes and proposals.
    • Lead the roll out and implementation of an integrated, organizational wide, resource acquisition and management system for all funding streams for Food Assistance and DM at large.
    • Participate in donor budget negotiations.

    Stakeholders Engagements

    • Facilitate donor engagement especially with the United Nations (WFP) and other main emergency donors (USDA, ECHO and others).
    • Provide linkages between the Support Offices, FPMG and Hunger Crisis Projects in WVK.
    • Ensure timely responses to SOs and Donor queries
    • Ensure quality representation with donors, NGOs, Government and other stakeholders.
    • Participate and strengthen the Partnerships/Networks in Food Programming such as the Kenya Food Security Steering Group meetings WFP, Food Programming Management Group (FPMG), Cash Working Groups and Lead Agencies meetings.

    Programme Design and Management and Reporting

    • Ensure that the project log frames and M&E plans are realistic.
    • Ensure timely review and submission of narrative reports and other periodic reports to rightful stakeholders
    • Participate in monitoring DM projects progress.
    • Ensure that project goals and objectives are achieved and grant requirements are adhered to.
    • Maintain a good working relationship with national office technical specialists to enhance their contribution to the technical aspects of the projects designs.
    • Monitor the country’s humanitarian landscape and ensure emerging risks are analyzed and addressed.

    Capacity Building and Learning

    • Design appropriate trainings for staff based on the emerging trends in DM and food assistance; skills in proposal development.
    • Facilitate trainings for the National Disaster Management Team (NDMT) and the Integrated Disaster Management Committee (IDMC), COVACA, DNH, DRR
    • Maintain a culture of continuous learning through applied research, cutting edge analysis, and documentation of best practices.
    • Technical backstopping for Cash Based Programming Initiatives.

    Minimum education, training and experience requirements

    • Must have a minimum of a bachelor’s degree in a relevant field from a recognized University.
    • A minimum of 5 years’ experience with regard to the designing, planning, implementation, supervising and reporting on integrated development, relief and/or advocacy projects;
    • At least 2 years’ experience in resource acquisition in the humanitarian field.
    • He /she must also have ample experience in public relations, leadership, fund raising, results based management, donor requirements, staff capacity building, public speaking and strategic management.
    • Effective in written and verbal communication in English.
    • Excellent writing, communication and presentation skills.
    • Must be a result orientated.
    • Cross cultural experience
    • Have the ability to handle a heavy work load.
    • Be able to manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands.
    • Must be a strong team player.
    • Proven knowledge of humanitarian principles and Sphere standards.
