    Senior Supply Chain Management Officer: DPP 7

    REQUIREMENTS FOR APPOINTMENT

    For appointment to this position, a candidate must have:

    • Served for three (3) years at the level of Supply Chain Management Officer I DPP 8 OR in a comparable and relevant position in the Public or Private Sector for a minimum period of three (3) years;
    • Bachelor's degree in any of the following disciplines: Procurement and supply management, Business Administration, Commerce, Logistics, purchasing and supplies;
    • Diploma in Supply Chain Management or its approved equivalent from a recognized institution;
    • Member of a professional body of supply chain management officers' i.e. Kenya Institute of Supplies Management or Chartered Institute of Procurement and Supply and in good standing,;
    • Practicing license from Kenya Institute of; Supplies Management or Chartered Institute of Procurement and Supply;
    • Shown merit and ability as reflected in work performance and results; and
    • Meet the requirements of Chapter Six (6) of the Constitution of Kenya zoro; Integrity,Honesty and Accountability.

    DUTIES AND RESPONSIBILITIES

    An officer at this level will be responsible to the Principal Supply Chain Management Officer for assigned Supply Chain Management function. Specifically, duties and responsibilities will include:

    • Implementing strategies, policies, guidelines, procedures systems and manuals in compliance with the statutory requirements;
    • Providing technical input in negotiations with suppliers and senice providers for ODPP's value for money as required by the PPADA" zor5 and PPADR, zozo; and other directives;
    • Researching into emerging issues and best practices in Procurement and make appropriate recommendations;
    • Preparing and distributing to suppliers the tender documents, request for quotation, proposal documents and registration of suppliers' documents;
    • Coordinating the receiving and opening of quotations, request for proposals and tender documents;
    • Providing technical input to the quotation opening committee;
    • Supervising the receiving of all goods and ensure proper recording in Goods Received Notes (GRN), bin card, IFMIS system and any other relevant record and monitoring and maintaining stock levels;
    • Coordinating the receiving and recording of invoices, delivery notes, internal requisition purchase forms and any other relevant document to support palrnent of suppliers' vouchers;
    • Collecting information for the periodic statutory reports for submission to the  relevant authorities;
    • Supervising the updating, filing and safe custody of procurement and disposal records;
    • Coordinating procurement market survey;
    • Facilitating coaching, mentorship, training and development of staff in the dilision; and
    • Conducting staff appraisal in the division.
