    Senior Assistant Director Supply Chain Management: DPP 3

    REQUIREMENTS FOR APPOINTMENT

    For appointment to this grade, a candidate must have:

    • Served for three (3) years at the level of Assistant Director Supply Chain Management DPP 4 OR in a comparable and relevant position in the Public or Private Sector for a minimum period of three (3) years;
    • Bachelor's degree in any of the following disciplines: Procurement and Supply Management, Business Administration, Commerce, Logistics, purchasing and supplies management or its equivalent qualifications from a recognized university;
    • Diploma in Supply Chain Management or its approled equivalent from a recognized institution;
    • Member of a professional body of Suppll' Chain Management officers' i.e. Kenya Institute of Supplies Management or Chartered Institute of Procurement and Supply and in Good Standing;

    DUTIES AND RESPOSIBILITIES

    An officer at this level will be responsible directly to the Director of Public Prosecutions professionally and administratively to the Deputy Director of Central Facilitation Services. Specifically, duties and responsibilities at this level will include:

    • Coordinating development and implementation of Supply Chain Management strategies, guidelines, policies, procedures systems and manuals in compliance with the statutory requirements;
    • Coordinating the implementation of divisional work plans, ODPP annual Procurement and Asset Disposal Plans, budget preparation, performance management and quality assurance in the supplies management function;
    • Providing technical guidance on procurement best practices to the Accounting Officer on matters pertaining Supply Chain Management functions;
    • Coordinating negotiations pertaining Supply Chain Management for the ODPP as required by the Public Procurement and Asset Disposal Act, and Public Procurement and Asset Disposal Regulations and other laws; Maintaining and safeguarding financial instruments of tender security, performance security and bank guarantees issued by supplier's/service providers and monitor their applications;
    • Assessing and mitigating supply chain, strategic and operational risk by ensuring appropriate internal controls are put in place in ODPP;
    • Coordinating the development, implementation, management and maintenance of modern asset inventory management techniques and approaches through continuous update of ODPP Asset register;
    • Coordinating the development and maintenance of an updated list of registered suppliers for the ODPP and coordinating the training of suppliers of special Groups on interpretation of budget and the Public Procurement laws;
    • Coordinating preparation, publishing and distribution of procurement and asset disposal opportunities including invitation of tender, request for quotation and proposal, registration of suppliers and expression of interest;
    • Approving ODPP annual Procurement and Asset Disposal Plan and requisitions in the system by ensuring the items are aligned to provided budget allocations;
    • Coordinating development and implementation of modern inventory management techniques and approaches;
    • Coordinating the uploading of tenders, expression of interest and any other relevant information to the Public Procurement Information Portal (PPP) and in the ODPP's website;
    • CoordinatinS responses to clarifications on issues raised by bidders and issue addendums and any amendments to tender documents;
    • Coordinating monthly review of reports on contract status, invoice status and stock taking and advise appropriately;
    • Coordinating the preparation and submission of reports on the implementation of the ODPP's annual Procurement Plan to the National Treasury and Public Procurement Regulatory Authority (PPRA) ;
    • Coordinating the performance management within the division in liaison with Human Resource Management Division;
    • Coaching, mentorship, training and development of staff in the division; and
    • Providing technical input in executive, internal, and external committees to support the implementation of ODPP mandate.

    Chief Internal Auditor: DPP 3

    REQUIREMENTS FOR APPOINTMENT

    For appointment to this grade, a candidate must have:

    • Served for three (3) years at the level of Deputy Chief Internal Auditor DPP 4 OR in a comparable and relevant position in the Public or Private Sector for a minimum period of three (3) years;
    • Bachelor's degree in any ofthe following disciplines: Business Administration (BA)-Accounting/Finance Option or Bachelor of Science (BSC)-Auditing and Consultancy/Finance option from a recognized Institution or its equivalent qualification from a recognized institution;

    • Coordinating the development, implementation and reriew of database of audit and risk management actifities and evaluating utilization of software and data analytical tools;

    • Monitoring, verification and scrutiny ofthe books ofaccounts and provide appropriate advice on the accuracy, correctness and the cash position ofthe caih books;

    DUTIES AND RESPONSIBILITIES

    • Coordinating formulation, implementation and review of financial management policies, standards, systems, strategies and procedures for the Office;
    • Coordinating the preparation of the ODPP Medium Term Expenditure Frameu'ork (MTEF) budget, annual budget and review of ODPP programme performance;
    • Researching on emerging issues and best practices in budget formulation, preparation, execution and make appropriate recommendations;
    • Advising the Accounting officer on financial management matters for ODPP for informed decision making;
    • Coordinating the preparation of ODPP Public Expenditure Review report and other Periodic Reports on utilization of budgets and making recommendations on the budget Variances;
    • Coordinating and monitoring the systematic scheduling of expenditures in line with the work plans, procurement plans and cash flow plans;
    • Coordinating the preparation and submission of ODPP annual work plans, procurement plans and cash flow plans in line with the approved budget estimates for the Office;

    DUTIES AND RESPONSIBILITIES

    An officer at this level will be responsible to the Assistant Director Information Communication Technology for assigned Information Communication Technology function. Specifically, duties and responsibilities at this level will include:

    • Supervising the implementation of ODPP's ICT strategy;
    • Monitoring implementation of ODPP ICT Work Plans, Policies and operating procedures;
    • Coordinating maintenance of computerized prosecution processes, case management system, network Infrastructure administration, and upgrading of network systems;
    • Supervising compliance with all regulations, procedures, policies and quality standards in the delivery of services;
    • Implementing ICT based delivery of prosecution services to all Kenyans including Uadilifu Case management system, digital tracking of documents, Virtual Court sessions (virtual meetings) and document management systems;

    • Implementing the ICT disaster and risk management framework and strategies;

    Senior Internal Auditor: DPP 7

    REQUIREMENTS FOR APPOINTMENT

    For appointment to this position, a candidate must have:

    • Served for three (3) years at the level of Internal Auditor I DPP 8 OR in a comparable and relevant position in the Public or Private Sector for a minimum period ofthree (3) years;

    • Providing support in the development, review, and implementation of audit and risk stratery, policies, Audit Framework and procedures;
    • Providing support in the development Implementation and review of a risk-based audit plan;
    • Implementing the Internal Audit Charter for ODPP;
    • Monitoring and assessment of the effectiveness of internal controls and level of compliance to confirm the effectiveness and adequacy of risk management and internal control systems;
    • Maintaining of database of audit and risk management activities and assessing the utilization of software and data analytical tools;
    • Monitoring the delivery of audit services in line with audit standards;
    • Preparing, submitting and reviewing audit findings and assessing the implementation of the recommendations in ODPP;
    • Analysing the books of accounts and examining the accuracy and correctness for preparation of annual auditors' reports for all audited accounts and provide appropriate advice;
    • Compiling and reviewing audit working papers;
    • Vouching transactions in audit investigation in ODPP;
    • Verifying board of survey reports at the closure ofthe financial lear;
    • Verifying the financial statements prepared by the accounting division and budgetary systems;

    Senior Supply Chain Management Officer: DPP 7

    • Implementing strategies, policies, guidelines, procedures systems and manuals in compliance with the statutory requirements;
    • Providing technical input in negotiations with suppliers and senice providers for ODPP's value for money as required by the PPADA" zor5 and PPADR, zozo; and other directives;
    • Researching into emerging issues and best practices in Procurement and make appropriate recommendations;
    • Preparing and distributing to suppliers the tender documents, request for quotation, proposal documents and registration of suppliers' documents;

    • Maintaining ODPP Information Communication Technolog' systems to minimize system breakdowns that disrupt operations;
    • Preparing ICT equipment maintenance reports to ensure the maintenance is monitored for cost management purposes;
    • Providing technical support to all users in the organization, to ensure minimal disruptions to the operations of ODPP in the delivery of public prosecutions;
    • Configuring and install new hardware derices, to ensure full utilization of the organization resources, and to enhance efficiency in operations;
    • Training new users in the use of hardware and software, to ensure the users are comfortable in the use ofthe resources, and to reduce time wastage;
    • Conducting s)'stem backup and data restoration when systems fail, to ensure safety of information from loss and corruption;
    • Troubleshooting faults in the network, software, hardware, to ensure weaknesses are identified and appropriate solutions dereloped and implemented, to enhance value for money for ODPP; and
    • Supporting the network, internet configurations and derice sharing, to ensure the user departments at ODPP are connected at all times.

    Driver III: DPP 13

    REQUIREMENTS FOR APPOTNTMENT

    For appointment to this position, a candidate must have:

    • Kenya Certificate of Secondary Education mean Grade D+;
    • Valid driving license;
    • Suitability test for driver grade III conducted by the Ministry of Roads and Public Works;
    • Defensive driving certificate from automobile Association of Kenya or its equivalent qualification from a recognized institution;

    This is the entry grade for this cadre. An officer at this level may be deployed to work at any of the Departments at the Headquarters or County Offices under the supervision of a senior officer. Specifically, duties and responsibilities will include:

    • Driving assigned institutional vehicle to ensure that authorized passengers and goods are ferried on time;
    • Safeguarding the motor vehicle in and offthe road;
    • Maintaining work tickets for vehicles assigned;
    • Overseeing safety of passengers and/or goods therein;
    • Carrying out routine checks on the vehicles;
    • Detecting and reporting accidents and malfunctioning of vehicle systems; and
    • Recording distance travelled throughout the month and fuel costs incurred for proper record keeping and management of transport cost.
