    Assistant Director Human Resources Development DPP 4

    REQUIREMENTS FOR APPOINTMENT

    For appointment to this position, a candidate must have:

    • Served for three (3) years at the level of Senior Principal Human Resource Development Officer DPP 5 OR in a comparable and relevant position in the Public or Private Sector for a minimum period of three (3) years;
    • A Bachelor's degree in Human Resource Management/ Development, Education or other relevant and equivalent qualifications from a recognized institution;
    • Postgraduate qualifcation in Human Resource Management/Development, Educatio or other relevant and equiralent qualiffcation from a recognized institution;
    • Certified Human Resource Professional (CHRP) from the Human Resource Management Professional Examination Board (HRMPEB); or a Higher National Diploma in Human Resource Management from a recognized institution;
    • Membership to the Institute of Human Resource Management (IHRM) and in good standing;
    • Valid practicing certificate from IHRM or any other recognized professional body;
    • Master's Degree in Human Resource Management/Development, Education, Public Administration or other equivalent qualification from recognized institutions;
    • Demonstrated professional mmpetence and administrative capabilities in work performanc€ and results; and
    • Meet the requirements of Chapter Six (6) of the Constitution of Kenya 2oro; Integrity, Leadership, Honesty, Accountability and Discipline in the service to people.

    NOTE: Possession ofa Strategic leadership Development course lasting not less than six (6) weeks from a remgnized institution will be an added advantage.

    DUTIES AND RESPONSIBILITIES

    Assistant Director Human Resource Development will be responsible to the Senior Assistant Director Human Resource Development in performing the Human Resource Development
    function. Specificallly, duties and responsibilities at this level will include:

    • Organizing development, implementation and review of the human resource development policies, strategies and programmes;
    • Providing advtce on human resource training and development matters;
    • Monitoring and evaluating the implementation of the human resouree development policies, strategies and programmes;
    • Organizing the development and implementation of the dirisional work plan, budget, annual reports and ensure prudent utilization of resources;
    • Organizing development of training proposals and collaboration with development partners and key stakeholders;
    • Supervising implementation of decisions and guidelines of the Human Resource Advisory Committee on training and development functions;
    • Coordinating maintenance of upto-date skills inventory data base;
    • Monitoring compliance *'ith relevant legal and regulatory framework governing training and development;
    • Coordinating the implementation of performance management of staffin the dirision;
    • Organizing the Training Needs Assessment process and development, implementation and review of training projections;
    • Monitoring and Evaluation of training activities to assess training impact;
    • Providing advice on recognized training service providers;
    • Providing mentorship, coaching, guidance and counselling to staff to enhance organizational performance and for succession management;
    • Organizing the implementation of internship and pupilage programme;
    • Providing input in executive, internal, and external committees to support the implementation of ODPP mandate;
    • Monitoring the bonding of officers and collection of the training levy as stipulated in government regulations and guidelines; and
    • Organizing induction of newly recruited staff.
