    Chief Finance Officer: DPP 3

    REQUIREMENTS FOR APPOINTMENT

    For appointment to this grade, a candidate must have:

    • Served for three (3) years at the level of Deputy Chief Finance Officer DPP 4 OR in a comparable and relevant position in the Public or Private Sector for a minimum period of three (3) years;
    • Bachelor's degree in any of the following disciplines: Business Administration Finance option or Accounting, Bachelors of Commerce Finance or Accounting option or its equivalent qualification from a recognized institution;
    • Certified Public Accountant - CPA(K) part III or equiralent qualifications;
    • Member of relevant professional body and in good standing;
    • Master's degree in Business Administration Finance option or Accounting or its  equiralent qualification from a recognized institution;
    • Demonstrated professional competence and administrative capabilities in work performance and results; and
    • Meet the requirements of Chapter Six of the Constitution of Kenya zoro; Integrity, leadership, Honesty, Accountability and Discipline in the senice to people.

    NOTE: Possession of a Strategic Leadership Development course lasting not less than six (6) weeks from a recognized institution will be an added advantage.

    DUTIES AND RESPONSIBILITIES

    An officer at this level will be responsible directly to the Director of Public Prosecutions professionally and administratively to the Deputy Director of Central Facilitation Services. Specifically, duties and responsibilities at this level will include:

    • Coordinating formulation, implementation and review of financial management policies, standards, systems, strategies and procedures for the Office;
    • Coordinating the preparation of the ODPP Medium Term Expenditure Frameu'ork (MTEF) budget, annual budget and review of ODPP programme performance;
    • Researching on emerging issues and best practices in budget formulation, preparation, execution and make appropriate recommendations;
    • Advising the Accounting officer on financial management matters for ODPP for informed decision making;
    • Coordinating the preparation of ODPP Public Expenditure Review report and other Periodic Reports on utilization of budgets and making recommendations on the budget Variances;
    • Coordinating and monitoring the systematic scheduling of expenditures in line with the work plans, procurement plans and cash flow plans;
    • Coordinating the preparation and submission of ODPP annual work plans, procurement plans and cash flow plans in line with the approved budget estimates for the Office;
    • Coordinating the establishment and maintenance of relations n'ith external donors to lobby for funds;
    • Advising on proposals for seeking funds for additional expenditure and re-allocation of voted funds;
    • Coordinating the allocation and issuance of Authority -to -incur Expenditure (AIE) in the IFMIS System, to various ODPP spending units;
    • Authorizing payments in the IFMIS system for ODPP and Monitoring the control of commitment through confirmation of arailability of funds and the relevant accounts to be charged;
    • Coordinating the activities of the Budget Implementation Committee;
    • Coordinating the preparation of budget report to Parliamentary Departmental Committees;
    • Providing support in approral ofthe expenditure budgets submitted by departmental heads and other ODPP offices in line with the laid down budgetary allocations;
    • Coordinating the preparation and submission of accurate information on expenditure returns, Integrated Personnel Payroll Data (IPPD), Appropriations in Aid, and Pending Bills to the National Treasury on a monthly basis;
    • Coordinating the implementation of performance management of staff in the division;
    • Coaching, mentoring, training and development of staff in the Division; and
    • Providing input in executive, internal, and external committees to support the implementation of ODPP mandate.
