    Communications & Support Officer

    Position Summary

    Reporting to the finance officer, the communications officer will offer support to the country office and project teams. He/she will support execution of internal and external communications policies and related processes, based on country strategy, corporate policies and in consultation with other PR/Communication officers, in order to contribute to effective SNV branding and increased internal communication. The communications officer will also perform facility and office related activities, on request as well as proactively and in line with internal guidelines, in order to provide the employees with the right facilities and services, as a precondition for the execution of their activities. The work location is Nairobi with incidental travel to field offices. 

    Responsibilities

    • Support SNV Kenya and project communications;
    • Support country and project communication officers on internal communication products and implementation, and support distribution of internal communication within the country;
    • Support external communication for the country, and support production and distribution of communication materials (e.g. reports, documents, promotional movies, visuals);
    • Support management and advisors on communication matters, application of corporate brand and promotional activities;
    • Welcome visitors and guests, provide coffee/tea, photocopy, bind and archive documents, carry out elementary administrative tasks (register of receipts, invoices and log keeping) based on work instructions;
    • Record and distribute stock as required, ensure adequate supply of stationary and take care of all incoming and outgoing mail and collect deliveries, based on work instructions and from approved stationary suppliers;
    • Answer and put through incoming calls, handle and register incoming mails and faxes, connect outgoing calls and send faxes when needed, as well as welcome and register visitors and maintain the telephone list, based on work instructions and requests of employees;
    • Provide catering services to employees , external parties and visitors, based on work instructions;
    • Support travel and logistics if and when required by booking hotels and flight tickets;
    • Support and replace CMT management assistant if and when required. 

    Candidate profile

    • Kenya Certificate of Secondary Education;
    • Vocational training in communication, Business Administration, Office Management or related courses
    • At least 1 years relevant working experience with an international organisation;
    • General knowledge and understanding of donor regulations;
    • Good communication and organization skills.

    Financial Accountant

    Position Summary

    Reporting to the finance officer, the financial accountant will offer administrative and financial support to the country office. He/she will collect, record (financial) data into systems, analyze, take appropriate actions in case of deviations, prepare the financial reports in accordance with donor and SNV policies. The work location is Nairobi with incidental travel to field offices. 

    Responsibilities

    • Offer administrative support;
    • Support budget development in proposal stage;
    • Support the finance officer in preparing budgets compliant with SNV and donor procedures and guidelines;
    • Record and ensure complete and accurate financial transactions into the financial system as required. Review and correct data on a monthly basis;
    • Monitor if all financial transactions are done according to donor and SNV authorizations and procedures, especially the procurement regulations;
    • Follow up on country office related receipts and payments, reconcile bank balances, prepare financial transactions and manage liquidity levels of the country office bank accounts, based on guidelines of the donor and SNV accounting procedures and internal control frameworks;
    • Ensure accurate and timely financial reports;
    • Ensure provision of monthly reports, including (cash flow) forecasts, and up to date overviews of financial status of the country office for finance officer and country management;
    • Prepare, register and monitor all country office contracts, reports and payments;
    • Maintain invoice and contract register.
    • Organize, document and archive relevant documentation, keep files complete and up to date and maintain quality and accessibility of archive and files, conform to administrative and filing procedures;

    Operations Officer

    Position Summary

    Reporting to the finance officer, the operations officer will offer various support to all project teams. The operations officer will be responsible for travel and logistics including management of cars and drivers. The operations officer will also manage procurement, and the smooth running of the country office, which includes security services. The operations officer supervises all operations staff in Nairobi plus support officers in field offices. The work location is Nairobi with incidental travel to field offices. 

    Responsibilities

    • Procurement:
      • Conduct all procurement of goods and services in line with SNV and donor policies and procedures;
      • Ensure timely completion of procurement in support of programme implementation in line with SNV and donor policy;
      • Draft and issue all consultancy contracts; purchase orders, MoUs, sub agreements and sub contracts; maintain accurate and complete procurement files;
    • Office management:
      • Stock management of office stationery, supplies, office equipment and furniture;
      • Regular office and equipment maintenance and repair to ensure safe working environment;
      • Coordination of Logistics and Travel and IT requirements;
      • Maintenance of clean and professional office environment;
      • IT services provision that meets staff needs and requirements;
      • Maintenance and renewal of annual service contracts, rental agreements and insurances;
      • Review office performance and identify bottlenecks in systems and operations, report to management and advise on resolution;
      • Ensure security standards are in place on all SNV premises;
    • Logistics:
      • Put systems in place to ensure the coordination of all staff field travel and effective and efficient vehicle use;
      • Ensure records, including maintenance, repairs and mileage overviews, are kept for all the cars and that vehicle log books are maintained;
      • Ensure that logistics staff track renewal of insurance and licenses for SNV-owned vehicles and instigate the procedure for getting documents renewed in a timely manner;
      • Ensure that logistics staff monitor and track annual and regular car maintenance. Ensuring that all SNV-owned vehicles are submitted for annual service on time with senior management being informed of any required repairs and maintenance;
    • Ensure maintenance of relationships with government and NGO’s and ensure SNV is operating in accordance with national requirements and in line with other similar organizations;
    • Ensure government related documents like permits and licenses are obtained timely. 

    Candidate profile

    • Bachelor degree in business management or related field;
    • At least 5 years relevant working experience with an international organisation;
    • At least 3 years relevant working experience in projects;

    Project Administrator

    Position Summary

    Reporting to the finance officer, the project administrator will offer administrative and finance support to the project team.     • Record and ensure complete and accurate financial transactions into the financial system as required. Review and correct project data on a monthly basis;

    Consultant: Analysis of Policy Environment for Women Economic Empowerment

    CONSULTANCY SERVICE DESCRIPTION:

    1.    Objective:

    The overall purpose of this study is to examine the policy and legal frameworks that are relevant to women economic empowerment at national and county government levels. The analysis aims at identifying opportunities, gaps and constraints in order to inform EOWE’s policy advocacy strategy towards strengthening enabling environment for growth and prosperity of women entrepreneurship. 

    2.    Scope of work 

    Specifically the scope of work is as follows; 

    a)    Identify relevant policies, legislations and programmes that support women enterprises at national and county governments’ levels

    b)    Identify policies, legislations that supporting gender equality including but not limited to women’s equal rights to property ownership, credit and other resources needed for successful entrepreneurial activities in agriculture nad renewable energy sectors.  

    c)    Review and examine the extent to which these institutional and legal frameworks policies, legislations and programmes are supportive to women enterprises and give indication of their effectiveness. 

    d)    Identify the opportunities and constraints presented by these policies and legislations in regard to supporting women and women- led SMEs in agriculture and renewable energy.

    e)    Identify and assess the institutional mechanisms put in place for implementation of these policies both at national and county government level.

    f)    The extent and effectiveness of representation of women on relevant government committees in county and national level.

    a)    Provide recommendations for policy advocacy relevant to the EOWE project

    b)    Using the findings from this analysis, develop an advocacy and communication strategy. 

    3.    Methodology - is to be developed and specified by the consultants and will cover  the following:

    1. Inception meeting and report; select and detail the approach and tools for collecting the information and undertaking analysis. Indicate the rationale and expected results
    2. Desk/literature review
    3. Field work covering six County visits information gathering among selected women enterprises and other key informant interviews
    4. Analyse the data / information, synthesis, derive the recommendations and conclusions; And Document in a concise report
    5. Development of advocacy and communication strategy

    4.    Deliverables

    • A comprehensive report (in soft copy) addressing the scope of work above.  
    • An advocacy and communication strategy addressing the four policies of interest any other arising from this assignment and is relevant to the EOWE Project.

     5.    Qualifications, skills and experience required:

    • Firm understanding of Kenya’s’ policy environment with specific focus on gender and women economic empowerment.
    • Extensive understanding of gender and development issues
    •  The consultant should have more than 7 years of experience in policy analysis and advocacy in gender equality and women's economic  empowerment
    • Experience in undertaking similar work both at county and at national level

    6.    Requirements

    Consultant: Social Behaviour Change Communication Strategy

    CONSULTANCY SERVICE DESCRIPTION:

    1.    Objective:

    The objectives of the consultancy services is to develop a SBCC strategy that addresses identified norms that are disempowering women in agriculture and renewable sectors in Samburu, Marsabit, Isiolo, Laikipia, Baringo, Makueni, Kitui and Narok counties. These norms are i) heavy workload, ii) control over use of income and iii) access to and decision over credit. The SBCC will provide a comprehensive approach that responds to audience needs and the context of the challenge(s) to be addressed, it will develop a memorable identity and theme for all messages and activities, and outlines plans for implementation, monitoring and evaluation.

    Specifically the SBCC will aim at:

    • Changing or positively influencing social norms in support of long-term, sustainable behaviour change at the household and community  level
    • Fostering long-term, normative shifts in behaviour in support of increasing the practice of gender equitable norms
    • Enhance awareness amongst men and women at household level and on a wide scale, the community, regarding gender norms and practices inhibiting gender equality.
    • Challenge and promote positive change towards the identified gender norms, values and practices among target groups (men and women at households and community, traditional leaders and other local leaders), leading to informed decision-making, modified behaviour, and acceptance of gender equitable norms.
    • Stimulate community dialogue and action towards behaviour shift and sustained acceptance and practice of gender equitable norms at community level in order to advance women economic empowerment.  

    2.    Scope of work 

    Specifically the scope of work is as follows;

    a)    Develop SBCC strategy. This shall among other things include:

    • Use of the studies already undertaken to gain a deeper understanding of the SBCC challenges to be addressed and of the social and behavioural drivers that facilitate or act as barriers to uptake of desired behaviour(s). This will include:
      • Learning about those affected and their perceived needs
      • Understanding social and cultural norms that may affect the challenge
      • Identifying communication resources and existing capacity
      • Identifying potential constraints on and facilitators for individual and collective change. If needed, and after consultation with SNV, the consultant will conduct additional formative research.

    b)      Design the Strategy incorporating the information gathered to develop a strategic plan for reaching project objectives while positioning the strategy to create a distinctive and attractive image, a perpetual foothold in the minds of the audience. This means that SBCC should be able to stand out from other challenges, be appealing and persuasive, clear and concise to avoid confusion and misunderstanding

    c)      Developing the Communication Strategy, which includes information from the situation analysis, communication objectives, audience segmentation, program approaches (strategic approaches – mix of tools, channels, vehicles, and media which will convey and mutually reinforce messages), a work plan, and a plan for monitoring and evaluation.

    d)    Pre testing of messages, tools and materials for different media/ target audience, with selected audience

    (All messages, tools and materials will be pre-tested according to agreed protocol. The messages, tools and materials may need to be modified/ improved periodically based on review/ monitoring reports) 

    e)    Customization the SBCC for use by TOTs for further training of more facilitators and for facilitators to use them to facilitate household and community dialogues.

    f)    Conduct a TOT training for facilitators drawn from CBOs, FBOs, traditional leaders, NGOs, youth groups for effective planning, implementation and monitoring of SBCC at household and community levels.

    e)    Set up simple and effective M&E systems, processes in accordance with the SNV M&E framework to monitor the quantity, quality and effectiveness of messages, tools, materials and activities. This will include: post-test of messages, tools and materials for constant improvement.

    f)    Technical back stopping in one county for a maximum of 4 days during implementation of SBCC. 

    3.    Methodology - is to be developed and specified by the consultants and will cover among other areas;

    1. Inception meeting and report; select and detail the approach and tools for collecting the information, designing messages and tools. Indicate the rationale and expected results
    2. Desk/literature review: of gender analysis study, KAP study and SNV SBCC guideline.
    3. Field work: to gather information, pre-test messages and tools etc in 5 counties.
    4. Development of SBCC strategy
    5. Customization and finalization of SBCC implementation guideline.

    4.    Deliverables

    a)    A comprehensive SBCC strategy (in soft copy) addressing the priority gender norms in this TORs and the scope of work above.

    b)    All messages, tools and materials. These to be shared as draft (including infotainment scripts, visuals, TV/radio scripts, training modules, tool kits, etc.) prior to pre-test and subsequently as final prototypes along with pre-test reports.

    c)     A customised SNV’s SBCC implementation user guide for gender norms advocacy addressing the priority gender norms.

    d)    Report describing the simple and effective M&E systems, processes instituted at household and community level in accordance with the SNV EOWE overall project M&E framework.

    e)    Monitoring report for the county supported in implementation. 

    5.    Qualifications, skills and experience required:

    • Firm or consultant with relevant technical knowledge, skills and extensive work experience in: designing SBCC strategy, messages, tools and materials, plans including media plans, as well as in capacity building, implementation including media buying and M&E,
    • Extensive understanding of gender and development issues
    • A mix of expertise and experience of more than 5 year in communication, advocacy and gender equality and women's economic  empowerment.
    • Experience in undertaking similar work local (community) level experience;
    • Excellent writing and reporting skills.

    6.    Requirements
