    Grants Finance Officer

    Key Responsibilities:

    30% Grant Financial Monitoring and Reporting

    • Ensure aligned budgets are posted in SUN
    • Monitor budget commitments and follow up on the pending commitments
    • Review and advice on project coding
    • Review project expenses for accuracy and completeness
    • Prepare analysis of grant expenditure for management action to help in monitoring the burn rate for grants and special projects.
    • Prepare donor reports for grants projects as allocated
    • Provide timely feedback on any inquiries on the allocated projects financial performance.

    30% Grant acquisition: Development of proposal budget for continued Government, Multilateral and PNS funding to National office.

    • Preparation and submission of realistic, accurate and timely budgets that are compliant with the donor rules and regulations.
    • Timely revision of budgets in line with project needs and donor regulations.
    • Review of budgets developed by field accountants.
    • Review of budgets developed by partners.

    25% Compliance and Risk Management

    • Ensure grant implementation and reporting follows donor rules and regulations.
    • Ensure grant projects close out procedures are done according to the donor guidelines.
    • Work closely with the procurement department to ensure compliance with grants procurement guidelines
    • Reconcile LDRs with the payroll.
    • Coordinate grant project audits & reviews and follow up on recommendations to ensure 100% implementation.
    • Facilitate storage of financial reports and records pertaining to the Program in line with the donor and WV requirements.
    • Identify and mitigate financial risks facing the grant through riskconnect
    • Under-take frequent field visits to identify and review risks facing the grant projects allocated

     

    10%Sub-grantee Management

    • Support RAM department in conducting due diligence for new sub-grantees.
    • Support Program Officers in the sub-granting process, ensuring grant agreement are well executed.
    • Monitor sub-grantee financial performance and adherence to donor regulations
    • Enhance financial capacity of Sub grantees through continuous training based on need and the due diligence outcomes
    • Review of sub-grantee’s financial report
    • Maintain records and files on each sub-grantee

    5%Other

    Knowledge, Skills & Qualifications

    • Minimum 5 years of financial management experience.
    • Demonstrated ability to work under minimal supervision
    • Strong leadership and demonstrated ability to work independently and within a team prioritize tasks and manage multiple activities with attention to detail, meeting tight deadlines under pressure
    • Bachelor of Commerce, Economics, Accounting or Finance or related field.

    Digital System Specialist

    Key Responsibilities:

    Innovation, Development & Integration

    • Create, manage, and optimize containers for the systems developed, ensuring they are tailored for peak performance, security, and scalability.
    • Stay current with containerization best practices and emerging technologies.
    • Implement container orchestration solutions for scalability and resilience.
    • Ensure the reliability, security, and scalability of cloud-based services.
    • Monitor cloud costs and resource utilization to optimize spending.
    • Identify technology gaps and analyse, advise, and lead efforts to align our technology projects with market trends for enhanced efficiency and innovation.

    Data Analysis, Protection & Processing Oversight

    • Oversee and manage data protection compliance end-to-end, covering the entire information management cycle from data collection to secure data removal.
    • Collaborate closely with the WVK Data Protection Officer to ensure compliance with data protection regulations and best practices.

    • Understand, monitor, and analyse various scripts provided by third-party vendors, especially in the context of PCI-Mastercard integration.
    • Collaborate with the WVK Cloud Services Aadministrator to ensure the health, security, and efficiency of the cloud environment.
    • Proactively monitor data processing workflows for anomalies and implement corrective actions

    Testing and Debugging

    • Develop comprehensive test plans, cases, procedures, scenarios, and scripts to rigorously assess new systems and software updates.
    • Ensure that all testing activities adhere to World Vision requirements and policies

    Collaboration and Documentation

    • Work closely with operational sectors to develop and support Management Information System (MIS) in alignment with project requirements.
    • Collaborate to ensure seamless data integration and reporting.
    • Provide training and support to end-users.
    • Develop a comprehensive user guide for the systems developed, providing clear and user-friendly documentation to support end-users.
    • Ensure that the guide assists users in understanding and effectively utilizing the systems.
    • Collaborate with IT team to facilitate automated testing in the Software Development Life Cycle (SDLC)

    KNOWLEDGE, SKILLS & QUALIFICATIONS

    • Degree in Information Technology, Information Systems or equivalent discipline.
    • At least 5 years of relevant experience in Database design/operations.
    • Hands-on experience in designing/reviewing, developing/optimising/refactoring, and implementing new database schema/model that meets the business requirement with optimized DB performance.
    • Specialized in DB performance tuning, and DB infrastructure capacity/high availability planning for very large and critical database systems.
    • Subject matter expert on database technologies such as MS SQL Server and some other RDBMS MySQL, PostgreSQL.
    • Knowledge of multiple back-end languages (e.g. C#, Java, Python) and JavaScript frameworks (e.g. Angular, React, Node.js
    • Subject matter expert in database designs by recommending DB best practices to the application development team.
    • Experience in building database projects for on-premise or cloud environments.
    • Able to create complex functions, scripts, stored procedures and triggers to support application development.

    Communication & Knowledge Management Specialist

    Key Responsibilities:

    Production of Communications Resources for Tumikia Mtoto Project (Media, Internal, Emergency, Community Voice Communications)

    • Develop and implement the Communications and Engagement Plan for the Tumikia Mtoto project.
    • Produce high quality, child focused, compelling and issues-oriented fundraising, advocacy and publicity materials (web-based, electronic, print, photo and video content) for effective supporter transformation, staff engagement, USAID and public engagement.
    • Produce rapid information and compelling needs and impact-focused content for partnership communications and marketing for the child wellbeing related issues.
    • Develop and publish digital content (web content & social media messaging) for the project
    • Identify story concepts, host, accompany and cover USAID, other donors, Support Offices, or VIP visits
    • Develop and maintain media contacts, pitch compelling content and position the project in influential media outlets in the national and global levels.
    • Prepare written project materials, internal newsletters, presentation materials and other communications products for the project
    • Monitor and manage reputation risk issues associated with the project and comply with World Vision risk reporting protocols.
    • Ensure World Vision brand is uniformly implemented in the project.

    Knowledge Management and Quality Assurance

    • Ensure that Communications and Engagement Plan and the Knowledge Management operational plan meet engagement and information exchange objectives.

    Knowledge, Skills & Qualification

    • Experience in writing/communication of public health and development communication (or presentations) for non-technical audiences and in innovative communication technologies including social media.

    WV Kenya Director Resource Aquisition & Management

    Key Responsibilities:

    Leadership and Strategic Management

    • Provide leadership and management to the Resource Acquisition and Management (RAM) unit staff by ensuring clear goals and accountabilities are established and achieved.​
    • Direct the elaboration, roll out and implementation of a coordinated, multi-level engagement strategy to advance WVK’s programmatic priorities and enhance its organizational profile; 
    • Direct the elaboration, roll out and implementation of an integrated, organizational wide, resource acquisition and management system for all funding streams and lead engagement efforts with prioritized, high profile donors;
    • Establish and roll out protocols for coordinating communication between ministry units and support offices, key international and national donors and other stakeholders; 

    Grow WVK’s Resource Acquisition and Management portfolio

    • Lead WVK’s growth and diversification of funding efforts based on the NO strategy and annual grant acquisition targets.
    • Provide leadership and management support in proposal writing, forming consortia and follow up with donors to ensure complete and smooth transition to management the program
    • Develop locally acquired resources through Public Private Partnerships and all other means
    • Lead the WVK brand repositioning efforts for resource development  in conjunction with Communications  Department
    • Develop and Implement effective PPP, PR and Marketing  strategies
    • Ensure that the successful implementation of the resource acquisition management system that enhances WVK programmatic impact in accordance with established strategic priorities while increasing donor satisfaction and retention; 
    • Ensure that the resource acquisition management system effectively standardizes processes for identifying and establishing priority sectors and opportunities, assessing risk considerations and making go / no go decisions, managing project design and proposal elaboration, managing project inventory, project start up, project implementation and evaluation and project close out;
    • Monitor the RAM unit’s performance including conducting assessments on what is leading to poor win rates or grant implementation and work to address them.

    Engagement, Networking & Collaboration with Internal & external stakeholders ​

    • Ensure successful implementation of a coordinated engagement strategy that  identifies and prioritizes key external stakeholders;  creates clear points of engagement locally, regionally, nationally and internationally;  defines roles and responsibilities within WVK;  creates essential core competencies and provides the support and assistance to foster continuous, effective engagement;
    • Effectively represent WVK in strategic donor meetings with foundations, bilateral and multilateral institutions; Be the face of WVK to donors – participate in meetings
    • Actively network and initiate linkage - strategic meetings for between donors representatives and National Director/designee and participate in Partner negotiations
    • Research, analyze, develop, track relationships with new and current donors; prepare capacity statements for to be utilized in prepositioning meeting with donors ; monitor the donor competitive landscape as part of early alerts to organize prepositioning meetings for possible funding forecasts  in collaboration with the EAR Resource Development Director.
    • Organise pre-positioning meetings with priority/new donors and partners and develop capacity statements to be utilized during prepositioning meetings with donors.

    Strengthening grant compliance within the organization

    • In close collaboration with Oerations and Program Effectivenss departments, ensure effective launching of new grants and a smooth transition process from grant acquisition to implementation as well as successful close out of large scale grants.
    • Build staff and partners capacity for grants compliance (financial, contractual, programmatic and reporting) to increase program quality, credibility and marketability of WVK programmes
    • Strengthen grant funding monitoring and evaluation systems in order to generate and demonstrate evidence based impact of WVK programming
    • Ensure that business processes, standards and policies – developed in coordination with other WVK entities– are effective and consistent.
    • Design systematic performance indicators to inform management as to progress, roadblocks, and other relevant performance details.
    • Track, monitor and ensure successful grant and contract management and fulfillment in accordance with donor requirements to increase refunding rates.
    • Review Grants before they are submitted
    • Organize quarterly review meetings with donors (nonfundraising focused)

    Staff capacity building

    • Provide leadership to team members and help develop them through mentoring and rigorous performance management
    • Develop strategies to attract and maintain staff numbers aligned to Grant portfolio.
    • Identify staff capacity gaps in grants acquisition and management and other factors leading to poor proposal designs, poor win rates and grants implementation and work with Associate Director, Regional Resource Development Unit and SOs to develop plans to address them.

    Knowledge/Skills and Experience Requirement

    • Minimum Master’s Degree in a relevant field from a recognized University.
    • Minimum 10 years’ experience in designing, planning, implementation  and reporting on integrated development, relief and/or advocacy & peace building  projects; 5  of which must be in managerial position and 5 in donor relations and fundraising.
    • Must be a results orientated leader who can handle heavy work load as well as manage multiple organizational, donor and other stakeholder demands.
    • Must have ample experience and expertise in public relations and donor engagements.
    • Must be a strategic thinker and a strong team player.
    • Crisis management skills will be an added advantage
