    Finance Officer

    Key Responsibilities:

    Grant Management:

    • Coordinate the financial aspects of grant management, including budget preparation, financial reporting, and compliance with grant requirements.
    • Maintain detailed records of grant expenditures and ensure proper allocation of funds according to grant guidelines.
    • Liaise with grant providers and stakeholders to ensure timely receipt of funds and accurate financial reporting.

    Project Budgeting:

    • Develop and manage project budgets, ensuring alignment with organizational financial goals and grant requirements.
    • Collaborate with project managers and team members to prepare detailed budget proposals and forecasts.
    • Monitor and revise budgets as needed, providing recommendations for cost-saving measures and efficient resource allocation.

    Cost Monitoring and Tracking:

    • Implement systems for monitoring and tracking project costs, ensuring expenditures are within approved budgets.
    • Conduct regular financial reviews and audits to identify variances and ensure financial integrity.
    • Prepare detailed financial reports and analysis, highlighting key financial metrics and trends.

    Compliance and Adherence:

    • Ensure adherence to financial policies, procedures, and regulatory requirements.
    • Stay updated on changes in financial regulations and best practices, implementing necessary adjustments to financial processes.
    • Conduct internal audits to ensure compliance with financial guidelines and standards.

    Financial Reporting:

    • Prepare and present financial reports to project managers, stakeholders, and funding agencies.
    • Develop and maintain financial dashboards, providing real-time insights into project financial performance.
    • Assist in the preparation of annual financial statements and audit reports.

    Risk Management:

    • Identify potential financial risks and develop mitigation strategies.
    • Implement internal controls to safeguard project assets and prevent financial discrepancies.

    Collaboration and Communication:

    • Work closely with project teams, providing financial guidance and support.
    • Communicate financial information effectively to non-financial stakeholders.
    • Foster a collaborative environment, promoting transparency and accountability in financial management.

    Qualifications:

    • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field. A Master’s degree or professional certification (e.g., CPA, CMA) is preferred.
    • Minimum of 8 years of experience in financial management, preferably in a project-based or grant-funded environment.
    • Strong knowledge of financial regulations, accounting principles, and grant management processes.
    • Proficiency in financial management software and tools (e.g., Excel, QuickBooks, SAP).
    • Excellent analytical and problem-solving skills.
    • Strong organizational and time management skills, with the ability to manage multiple tasks and meet deadlines.
    • Excellent communication and interpersonal skills, with the ability to work effectively in a team environment.
    • Attention to detail and a high degree of accuracy in financial reporting.

    Key Performance Indicators (KPIs):

    Budget Adherence:

    • Percentage of budget deviation (actual vs. planned).
    • Number of budget adjustments required.

    Grant Compliance:

    • Number of compliance issues reported.
    • Timeliness and accuracy of financial reports submitted to grantors.

    Financial Reporting:

    • Accuracy and timeliness of monthly, quarterly, and annual financial reports.
    • Percentage of financial reports free of errors.

    Cost Control:

    • Percentage of cost savings achieved through cost control measures.
    • Frequency of financial reconciliations and resolution of discrepancies.

    Audit Performance:

    • Number of audit findings and their severity.
    • Time taken to resolve audit findings.

    Stakeholder Satisfaction:

    • Feedback from project managers and team members regarding financial support and reporting.
    • Number of financial training sessions conducted and their effectiveness.

    Risk Management:

    • Number of identified financial risks and mitigation actions implemented.
    • Impact of financial risks on project outcomes.

    Project Officer

    Duties and Responsibilities:

    Coordination with County Coordinators:

    • Serve as the primary liaison between the program management team and the County Coordinators.
    • Coordinate regular meetings, check-ins, and communications with County Coordinators to ensure alignment on program goals, activities, and timelines.
    • Facilitate knowledge sharing and best practice exchange among County Coordinators to optimize program implementation.

    Information Management:

    • Maintain accurate and up-to-date records of program activities, milestones, and participant data.
    • Collect and consolidate reports, updates, and feedback from County Coordinators to provide comprehensive program status reports to the program management team.
    • Manage program documentation, including meeting minutes, action items, and program materials, ensuring accessibility to all relevant stakeholders.

    Program Monitoring and Evaluation:

    • Monitor progress and performance of County Coordinators and program activities against established goals and KPIs.
    • Identify areas for improvement or intervention and collaborate with County Coordinators to implement corrective actions.
    • Conduct regular evaluations and assessments to measure program impact, effectiveness, and participant satisfaction.:

    Resource Allocation and Support

    • Assist County Coordinators in identifying resource needs and allocating support as required to ensure successful program implementation.
    • Coordinate with internal and external stakeholders to provide technical assistance, training, or additional resources to County Coordinators as needed.

    Stakeholder Engagement:

    • Engage with key stakeholders, including government agencies, NGOs, universities, and industry partners, to foster collaboration and support for the program.
    • Represent the program at meetings, events, and forums to raise awareness, build partnerships, and advocate for program objectives.

    Required Specifications:

    • Bachelor’s degree in business, project management, international development, or a related field; advanced degree preferred.
    • Minimum 4 years of experience in project coordination, program management, or related roles, preferably in the field of entrepreneurship or economic development.
    • Strong organizational and communication skills, with the ability to facilitate collaboration and information sharing among diverse stakeholders.
    • Proven ability to manage multiple priorities, deadlines, and stakeholders in a fast-paced environment.
    • Experience working with cross-functional teams and remote collaborators, with proficiency in virtual communication tools.
    • Knowledge of monitoring and evaluation principles and experience conducting program assessments and evaluations.
    • Familiarity with the creative industries and entrepreneurship ecosystem in Kenya is preferred.
    • Proficiency in Microsoft Office suite and project management tools/software.
    • Flexibility to travel within Kenya occasionally, as required.

    Resource Management:

    • Timeliness of resource allocation and support provided to County Coordinators in response to identified needs.
    • Budget adherence for program-related expenses, including travel, materials, and other resources.
    • Efficiency in resource utilization, as measured by cost-effectiveness and impact on program outcomes.

    Stakeholder Engagement:

    • Number of new partnerships or collaborations established with external stakeholders to support program objectives.
    • Participation rates of stakeholders in program-related meetings, events, and initiatives.
    • Stakeholder satisfaction score with the level of engagement and support received from the Project Officer.
