    Assistant Manager – Sourcing

    Job Purpose

    This role is responsible for preparation of bid documents, review of technical specification provided by user department, scheduling for advertisements, facilitation of market survey, bid evaluations, review of professional opinion and approval of RFXs.

    Key Responsibilities/ Duties / Tasks

    Managerial / Supervisory Responsibilities

    • Management of Performance of sourcing staff
    • Ensure implementation of Supply Chain Management Policies Procedures and Process.
    • Directing, Supervising and mentoring the direct reportees in Sourcing section.

    Operational Responsibilities / Tasks

    • Preparing Bid documents, Reviewing and Publishing of bid documents on the KRA Website.
    • Reviewing of Market Surveys for quotations.
    • Enforcing compliance with relevant regulations for Reservations and Preferences.
    • Uploading of all tenders on the Public Procurement Information Portal (PPIP)
    • Conducting the pre-bids conference, De-briefing, Opening, Negotiation and Evaluation processes.
    • Providing support documents to audit queries in relation to procurement activities in the head office.
    • Providing Secretarial services to Opening and Evaluation Committee.
    • Preparing Opening Minutes for Tender Opening processes
    • Addressing issues raised from external/ internal stakeholders.
    • Approval of RFXs
    • Aligning Procurement of goods, services and works as per the approved Annual Procurement Plan.
    • Manage internal and external correspondence.
    • Reviewing professional Opinions for goods, services and works.
    • Preparing addendum and clarifications in relations to the advertised tenders
    • Review of draft advertisements for tenders.

    Academic qualifications

    • A degree in Business, Supply Chain Management, or related field from a recognized institution.

    Professional Qualifications / Membership to professional bodies

    • Professional Level Diploma CIPS(UK) / CPSP-K (Kenya) or equivalent
    • Professional Level Diploma CIPS(UK) / CPSP-K (Kenya) or equivalent

    Previous relevant work experience required.

    • At least 4 years with 1 year in a supervisory position

    Supervisor - Planning

    Job Purpose

    The job holder is responsible for implementing and directing procurement and supplies activities in the headquarters or regions with a view to enhancing operational efficiency through timely and competitive acquisition of quality goods and services in accordance with the Public Procurement and Disposal Act, 2015. Ensuring compliance to statutory requirements and upholding professionalism.

    Key Responsibilities/ Duties / Tasks

    • Registration of Suppliers and maintain an updated bi-annually standing lists of registered bidders in addition to a list of all direct services providers.
    • Enforcing compliance with relevant regulations for Reservations and Preferences.
    • Enforcing compliance with Public Procurement Act 2015
    • Responding to audit queries relation to SCM activities in the Authority.
    • Manage the implementation and deployment of SAP i-Support alongside monitoring and recommendation of enhancements as required.
    • Provide technical support of both internal and external users on SAP i-Support.
    • Training of users on the SAP i-Support system.
    • Supplier Management and Appraisal.
    • Ensure safe and efficient custody of procurement records and other procurement and supplies documentation.
    • Co-ordinate the retrieval of documents and information as and when required
    • Manage internal and external correspondence
    • Assess, Manage and Mitigate Risks in record keeping as well as administration of the ERP system.
    • Manage Leases, participate in evaluation and negotiations.
    • Manage Procurement, participate in evaluation and negotiations.

    Job Dimensions:

    Financial Responsibility

    • Vetting Purchase Requisition request prior to commence procurement
    • Vetting of Vendor before they on boarded into the system

    Responsibility for Physical Assets

    • Diploma CIPS(UK), KISM (Kenya Institute of Supplies Management -Kenya)
    • Membership with Kenya Institute of Supplies Management – (KISM)

    Previous relevant work experience required.

    • At least 3 years in an Officer position
