    Finance Officer

    General Position Summary

    Working in the Finance Department under the direction of the Finance and Compliance Manager, Finance Officer will assist in the processing and recording of payment transactions in a timely and accurate manner.

    Essential Job Responsibilities

    Finance

    • Responsible for counter check of payment documents ensuring that supporting documentation corresponds to the payment request, calculations are correct, and that payment request is duly signed as per the AAM level.
    • Process mobile bank transfers.
    • Process purchase invoice transfers.
    • Enter Purchase Invoices into Navigator.
    • Prepare and filing of monthly PAYE for National and expatriate staff/ Uploading PAYE and NITA for Expatriates in Navigator on a monthly basis.
    • Monthly amortization of prepaid expenses.
    • Prepare Bank Reconciliations for the accounts managed by other staff (field offices).
    • Assist with review and preparation of monthly and quarterly Balance Sheet reconciliations.
    • Assist with audit related requirements.
    • Assist in payroll preparation.
    • Archiving of finance documents as per the FFM.
    • Assist in month close procedures.
    • Ensure financial records are kept up to date with the latest transactions and changes.
    • Responsible for fixed asset register and inventory.
    • Responsible for counter check of payment documents ensuring that supporting documentation corresponds to the payment request, calculations are correct, and that payment request is duly signed as per the AAM level.

    Program Support Operations:

    • Ensure that MC financial systems are efficient, and funds promptly transferred to the field offices. Provide regular review of field operations to ensure cost-effectiveness and provide guidance on improved operational practices for value-for-money.
    • Travel in all field locations and support with review of documents on quarterly basis
    • Capacity building of staff on basic bookkeeping and coding.
    • Review of BVA’s with the teams in the field.

    Staff Management, Professional Development and Team building

    • Create a work atmosphere conducive for professional growth and development of personnel at all levels by implementing and ensuring all staff are effectively using the performance planning and management system, establishing performance expectations, and regularly providing constructive feedback.
    • Promote accountability by conducting staff annual performance reviews with direct supervisees and ensuring that supervisory staff do the same.
    • Contribute to country team building efforts and ensure the integration of all team members into relevant decision-making processes.
    • Capacity building of all staff on all Donor regulations and Compliance.

    Organizational Learning

    Knowledge and Experience:

    • Two or more years of financial management and accounting.  
    • A degree in accounting or a relevant business field is desirable.
    • CPA IV or equivalent
    • Strong computer skills in MS Office programs, particularly Excel 
    • Accuracy in the processing of cash transactions, mathematical aptitude, and attention to detail

    Senior Program Manager

    General Position Summary

    The RANGE Senior Program Manager is responsible for overall implementation of the RANGE program, including ensuring quality and impact of the interventions. S/he will ensure that the program is implemented on scope, time and budget. The Senior Program Manager will liaise with a diversity of internal and external stakeholders throughout program implementation in order to ensure that the team is driving transformational change in the target counties. In addition to a strong technical understanding of resilience-building, natural resource management and livestock, the Program Manager will bring an in-depth understanding of market system development (MSD) approaches.

    Essential Job Responsibilities

    STRATEGY AND VISION

    • Play a key role in developing the program strategy and direction for Kenya by prioritizing and organizing actions and resources to achieve objectives.
    • Contribute to the program’s learning and influencing agenda, working with relevant team members to integrate and advance learning, adaptation and advocacy within both the program and Mercy Corps more broadly.
    • Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.
    • In collaboration with relevant Mercy Corps team members, represent the program in key forums and donor meetings.
    • Identify, build and manage collaborative partnerships with relevant international and local agencies active in relevant technical fields, including donors, other organizations, local authorities and local partners. Attend relevant coordination forums to identify synergies.

    PROGRAM MANAGEMENT

    • Provide strategic leadership and oversight for RANGE program activities, in partnership with key program stakeholders, including local and international partner organizations, local civil society organizations, local and national government officials, research institutions and universities, other international agencies on the ground, and key donors.
    • Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts, and develop mechanisms for targeted research to inform program design and implementation.

    TEAM MANAGEMENT

    • Lead in the structuring of team roles and responsibilities for the delivery of cohesive program interventions, oversee their activities and provide continuous technical support, capacity building, and quality assurance.
    • Oversee performance of consortium partners and sub-grantees, and provide team members and implementing partners with information, tools and other resources to improve performance & reach objectives.
    • Regularly coordinate with program staff and support departments to ensure smooth planning, preparation, implementation, and monitoring and evaluation of program activities.
    • Contribute to country team-building efforts, help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes.
    • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
    • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
    • Hire, orient and lead team members as necessary.

    OPERATIONS MANGAGEMENT

    • Oversee the smooth flow of routine program support functions (e.g., finance, administration, logistics) in relation to RANGE and ensure compliance with Mercy Corps and donor policies and procedures.
    • Ensure that any procurement is completed, documented, and delivered to end-user in a timely manner, ensuring that items procured meet the specifications of the end-user while adhering to donor and Mercy Corps procurement guidelines.
    • Oversee database and paper file management for program files in compliance with Mercy Corps and donor policies and procedures.

    SECURITY MANAGEMENT

    • Work closely with the country team’s security focal point to develop and maintain systems that promote the safety and security of all team members.
    • Ensure that programs are designed and implemented with a clear analysis and understanding of security.

     MONITORING & EVALUATION (M&E) AND REPORTING

    • Work closely with the program MEL team members to ensure that effective M&E systems and processes are embedded within the program implementation unit and that data is collected, analyzed, and used to inform ongoing adaptation of program strategies and delivery approaches.
    • Assess and analyze impact and adaptively manage the program to meet results.
    • Oversee the scheduling and production of formal and informal reports and work plans on all aspects of programme delivery in a timely and efficient manner.
    • Ensure learning is blended back into program implementation, creating a cycle of adaptation and program improvement.

    Knowledge and Experience

    • Bachelor’s degree in relevant field, such as natural resources/rangelands management, livestock production, agricultural economics, veterinary medicine, etc. Master’s degree qualification is preferred.
    • Demonstrated experience leading interventions in these fields above, including utilzing market system development approaches.
    • Experience leading large, complex programs required.
    • A minimum of 8 years of experience required, including 5 years in a senior management position.
    • Sound understanding of financial, procurement, administration, and logistics management systems, including remote management.
    • Experience coordinating multiple activities, developing synergies and creating opportunities for collaboration.
    • Demonstrated experience in team building and team coordination for achieving program goals.
    • Strong commitment to local capacity building and the ability to engage local stakeholders in project design and implementation.
    • Experience working with host governments at the national and sub-national level, INGOs and national NGOs and familiarity with international humanitarian operations, coordination structures, and the mandates of UN agencies, and other NGOs.
    • Excellent organizational and project management skills; detail-oriented; and possessing an ability to anticipate program and operational needs.
    • Proven ability to work cooperatively with others in a team environment and to a diverse group of national and international staff.
    • Understanding of adaptive management and participatory methodologies for project design, implementation, and evaluation.
    • Demonstrated proficiency with the MS Office software (i.e., Word, Excel, PowerPoint) required.
    • Persuasive written and oral communication in English and Swahili required, competency in a relevant local language beneficial.
    • Experience within the Arid and Semi-Arid lands required.

    People and Culture Director

    Program / Department Summary

    The People and Culture Department is responsible for providing effective HR policies, procedures, and people-friendly guidelines and support within Mercy Corps Kenya, regional and global teams based in Kenya. This includes but is not limited to lead the support on talent acquisition & development; employee engagement coordination; country wide training & learning management; compensation & benefits administration; country wide performance management oversight; disciplinary & grievance handling; staff data management; staff disengagement management and third-party service provision management.

    General Position Summary

    The People and Culture Director provides leadership of the human resource and organizational development function in Mercy Corps Kenya. S/he will drive excellence in all people functions of all offices in Kenya through

    • developing and implementing people strategy as well as systems and processes (such as performance management systems),
    • Build the capacity of teams through appropriate learning opportunities,
    • Promote a healthy working environment through building a culture of trust, accountability and mutual respect. 

    This position ensures the overall provision of a high-level standard of HR services, policies, and programs for the Kenya Country Office. This includes developing, implementing and overseeing HR processes and procedures in accordance with Kenya policy laws / standards, Mercy Corps policies and procedures, leadership of the People Team as well as support initiatives and projects aimed at ensuring the MC Kenya Team is implementing the Global Mercy Corps’ People Team Strategy while ensuring compliance with all donor policies. S/he will ensure that the Kenya Team is always as happy and productive as possible. The People Director builds the capacity of all team members across the country team as well as provides support and advice to the Country Director on HR issues. S/he will work closely with all staff to ensure efficiency and effectiveness in HR procedures.

    Essential Job Responsibilities

    Strategic Oversight

    • Develop and implement a country People Strategy for Mercy Corps Kenya and liaise with HQ, regional and country offices to support and contribute to global/regional People/HR strategy.
    • Establish annual People and Culture work plan, set priorities, monitor work progress and ensure results are achieved according to schedule and set standards.
    • Support all People and Culture processes for national staff holding global and regional roles,
    • Support and contribute to the development and implementation of Mercy Corps Kenya strategy.
    • Provide strategic leadership and oversight of all MCK People and Culture processes.
    • Develop, implement and monitor the interpretation and application of Kenya labor laws, human resources systems, practices and procedures as well as complementary procedures that reflect the needs of programming as required.
    • Ensure that the National Employee Handbook is updated and revised in line with the Labor Law and that clarity is provided accordingly.
    • Remain informed, on an ongoing basis, about current and changing HR related laws, policies and “best practices” to ensure that current and future staff policies, employment practices, and compensation packages are within the limits of established standards.
    • Advise departments on organizational structure challenges, reviews, and improvements.

    Culture

    • Create and sustain a work environment of mutual respect where team members strive to achieve excellence and continued learning.

    Talent Acquisition and Onboarding

    • Help design optimal program and shared services staffing plans to deliver programs and strategy effectively.
    • Support the People and Culture team to develop and implement a country-level recruitment strategy that is inclusive of gender and diversity, etc. This includes setting clear performance indicators and regularly monitoring progress.
    • Ensure recruiting and hiring practices are in compliance with government regulations and organizational policies.
    • Ensure all hiring requests are completed according to Recruitment Policies and Procedures.
    • Ensure that exit process for staff departing Mercy Corps is conducted in line with the HR policies and Mercy Corps requirements.
    • Ensure strategic reviews of the organizational charts and structure for all positions across all programs and departments are conducted on a regular basis, covered within budgets and shared with the team.
    • Oversee the implementation of consistent systems in the orientation and induction of new national and expatriate staff.

     Compensation and Benefits

    • Support in implementation of country level compensation in line with Global Compensation philosophy.
    • Ensure all country staff are covered on all relevant insurances.
    • Benchmark and review the salary scale and benefits packages against the market every two-years basis to ensure competitiveness within the job market.
    • Conduct job evaluations on new and existing positions and manage country wide job audits to ensure equity and competitiveness within the job market.
    • Provide required support during assigned expatriate recruitment activities.

    Employee Engagement and Management

    • Using available HR data work with the team to deploy annual employee surveys to promote employee engagement within our offices.
    • Ensure effective implementation of MC Kenya performance management system.
    • Support management’s goal of continuous capacity development of national team members through the provision of internal and external training.
    • Coordinate with People and Culture team during internal compliance activities including of routine audits, investigations and disciplinary meetings.
    • Alongside our legal counsel, support the management of all human resource related legal issues in compliance with Kenya labor law.
    • Proactively update senior management on any issues and grievances and ensure efficient and transparent solutions that protect both Mercy Corps Kenya Team members and the organization's interests in accordance with policies, regulations and procedures.
    • Promote the Mercy Corps Kenya goals and targets in support of global initiatives.
    • Coordinate office/workspaces between the HR and Operations departments to foster a harmonious work environment that reinforces Mercy Corps’ culture of innovation, influence and impact.

    Team Management

    • Develop the capacity of the team, deepen understanding of their roles and assist with career development.

    Knowledge and Experience

    • Bachelor’s degree in relevant field; masters in human resource management is highly desired.
    • Certified Human Resource Professional (CHRP K) is highly preferred.
    • 10 - 12 years of professional HR experience, including at least 5 years in leadership positions in the practice of Human Resource Management.
    • Understanding and experience navigating multiple regulatory sources (labor laws, donor requirements, etc) and developing HR policies and procedures that ensure compliance with each.
    • Demonstrated understanding of complex emergencies, related security concerns and appropriate responses with experience in insecure environments.
    • Demonstrated attention to detail, following procedures, meeting deadlines, problem-solving independently and cooperatively.
    • Experience in the deployment and management of HR systems.
    • Knowledge of donor regulations including USAID, EC, FCDO regulations is an added advantage.
    • Excellent negotiation and representation skills.
    • Effective verbal and written communication, organizational, prioritization and Microsoft Office applications.
    • Demonstrated experience in promoting and leading organizational learning, culture and wellbeing.
    • Excellent oral and written English language skills required; knowledge of Kiswahili is an added advantage.
    • Ability to work effectively with an ethnically diverse team in a sensitive environment.
    • Demonstrated understanding of complex emergencies, related security concerns, and appropriate responses to such emergencies.
