    Budget and Planning Analyst

    Job Summary:

    Reporting to the International Planning & Risk Director, the International Budgeting and Planning Analyst provides oversight and technical support to the International Planning & Risk Office on the areas of corporate and business projections, analysis and budget management. This role also coordinates and communicates internally with country controllers, program managers, Country Directors and other department heads.

    Primary Functions and Responsibilities:

    Budgeting and Forecasting support, coordinate

    •  Update and maintain an improved global budget model and tools to be used across the network.
    •  Participate in the annual budget and mid-year review process,
    •  Develop country and departmental budgets and improve their budgeting skills.
    •  Update projections and maintain forecasts current with latest available information and approvals
    •  Provide training and guidance to planning leads across the network.
    •  Expand the capabilities of the TNS budget models, including feasibility to capture and upload in the system relevant data for robust financial and donor reporting.
    •  Explore budgeting/planning tools for future use.
    •  Analyze underspending and overspending trends across regions, responsibility centers and projects.
    •  Provide a wide range of financial and budgetary analysis, including budget to actual variances, analysis of fund expenses, analysis of surplus, trends, etc.
    •  Support the fringe review process across all countries where TechnoServe operates and provide guidance for calculation of rates in prospective countries.
    •  In consultation with other departments, manage TechnoServe's shared cost with a mind toward enhanced predictability and increased cost-efficiency.

    Financial Management & Reporting

    •  Develop donor financial reports upon notification of award and train relevant financial and project managers on how to use these reports.
    •  Administer TechnoServe's system of automated financial reports, making additions or revisions as appropriate to best facilitate financial management by users across the organization.
    •  Provide support and deliver financial training programs to increase the capacity of staff to understand TechnoServe's finances and plan/manage departmental and/or program budgets.
    •  Assist efforts to build a community for technical collaboration and ongoing support/training among TechnoServe's global project and budget managers.

    Basic Requirements:

    •  Bachelor's Degree, plus 5 year's relevant experience OR Master's Degree + 3 years relevant experience.
    •  Extensive experience in planning and financial analysis and supervising or managing development programs being implemented in developing countries.
    •  Advanced proficiency in Excel and Google Sheets. Demonstrated experience with financial reporting systems and/or business intelligence platforms.

    Preferred Requirements:

    •  Knowledge of Jet Reports and/or Microsoft Dynamics NAV a significant plus.
    •  French, Spanish, or Portuguese language skills are desirable.

    IT Analyst

    Job Summary:

    The IT Analyst will assist the Senior Director of Global ICT to manage the day-to-day operations in TechnoServe African field offices. The Analyst will support the local African office IT support staff as they manage computing infrastructure in the African field offices. The Analyst will monitor the helpdesk queue and help manage account access and password resets. The Analyst will respond to Helpdesk Tickets as they are assigned, discern the nature of technical problems, and determine escalation paths of all technical issues. The Analyst will also assist in maintaining\updating the African field office IT procedures and hardware inventories.

    Primary Functions and Responsibilities:

    •  Monitoring Helpdesk queue
    •  Troubleshoot and resolve tickets at first contact focusing on India and African requests
    •  Incident Management; from detection and documenting to closure
    •  Collaborate and support Africa IT support staff in their management of IT infrastructure of African field offices
    •  Assist IT field support staff to troubleshoot\solve technical employee issues in the office such as printers, Wi-Fi, hardware, phones
    •  Assist the African IT support staff in their implementation of all IT policies and procedures
    •  Other tasks as assigned by the Senior Director, Global ICT

     

    Basic Requirements:

    •  Bachelor's degree and 5 years experience in IT Office Support dBZSYkd CWiLJy

    •  Proficiency with Microsoft, MAC, and Chrome Operating Systems
    •  Familiarity with Printer Setup, Wireless Routers, Software & Hardware Troubleshooting

    Regional Procurement Analyst

    Job Summary:

    The Africa Regional Procurement Analyst reports to the Sr. Manager of Pricing and Procurement and is responsible for providing technical assistance, training, and mentorship to local procurement administrators as well as reviewing procurements. The Analyst will work to develop a community of practice among the procurement personnel in their region and will support a process of annual procurement planning in each country. The Analyst will help ensure that procurement of goods and services complies with TechnoServe's standards of competition and donor regulations, preventing waste/fraud, and obtaining best value for money for TechnoServe's projects.

    Primary Functions & Responsibilities:

    •  Train and mentor country procurement staff on TechnoServe's procurement policies and correct use of our procurement workflow system.
    •  Monitor procurement activity metrics for countries and the region, setting performance standards and assisting local procurement staff to work within these acceptable norms.
    •  Review all field procurements over thresholds set by TechnoServe for accuracy and ensure compliance with TechnoServe policies and donor regulations.
    •  Serve as a backstopping resource for country procurement functions to support during short-term high volume and staffing gaps.
    •  Manage routine maintenance of the procurement workflow system, such as updating approval roles, etc.
    •  Support country procurement and project management staff in developing annual procurement plans to facilitate program implementation and improved value for money.
    •  Conduct monthly randomized audits of procurement activity, focusing on fraud detection, gaps in the consistent application of internal controls, and ineffective reviews/approvals by senior staff.

    Basic Qualifications:

    •  Bachelors' degree plus 5 years' related experience or Master's degree with 3-year experience
    •  Demonstrated experience in the field of procurement
    •  Strong written and verbal English
    •  Proficiency with MS Word and Excel, and/or google workspace equivalents

    Preferred Qualifications:

    •  Experience in procurement for an international or development organization (applicable training/certifications in procurement a plus)
    •  Knowledge of US government and other donor procurement regulations
    •  French language proficiency strongly preferred, Portuguese also preferred

    Knowledge, Skills and Abilities:

    •  Strong interpersonal, oral and written communication skills, and the ability to mentor more junior personnel.
