    Consultant - Visual Designer

    Purpose of consultancy

    To deliver the visual identity for the WHO Academy. The consultant will apply this visual identity across several WHO Academy digital products like the online learning programmes, web sites or communication material.  

    Deliverables: 

    Deliverable 1: Visual Design direction for Marketing & Communication products.
    Objective 1: Generate a visual identity for the WHO Academy.

    • Output 1.1: Visual designs for marketing/communications products for the Academy, including but not limited to brochures, information sheets, slide presentation templates, reports and newsletters. 

    Deliverable 2: Consistent Visual Design direction for Digital Learning products.
    Objective 2: Design visual themes across learning programmes which meet the WHO Academy brand and promote a consistent user experience.

    • Output 2.1: Organize briefing sessions with Learning Designers and Game Designers to collect visual needs.
    • Output 2.2: Generate iterative visual design themes for learning programmes. The iterative process will allow Learning Designers and SMEs to deliver feedback and generate adjusted versions of the themes. 

    Objective 3: Provide direction to learning production partners to implement visual themes.

    • Output 3.1: Organize guidance sessions on the use of visual themes in digital learning products. The sessions will be organized with production partners (agencies) for them to implement the visual style in digital learning products.
    • Output 3.2: Organize and attend meetings with learning production vendors to adjust visual design in learning products.
    • Output 3.3: Define quality criteria related to visual design in learning production. These criteria will be included the global Quality Checklist used by WHO Academy Quality department.

    Objective 4: Create graphics, templates, and Interface designs for learning programmes.

    • Output 4.1: Create graphics and basic visual elements to support current learning programmes. This can include (but not limited to): visual banners for the Learning Experience Platform, simple avatars for e-learning, first set of icons, game interface elements, example graphics, tables and charts, etc.
    • Output 4.2: Create templates and interface designs for learning programmes and any related games, as well as templates and interface designs to use across programmes.

    Deliverable 3: Framework for a library of learning media assets.
    Objective 5:  Develop and structure a library of media assets.

    • Output 5.1: Select the appropriate tool for hosting a library of media assets for the WHO Academy.
    • Output 5.2: Establish the structure and the way of functioning of the media assets library.
    • Output 5.3: Ensure appropriate access to the library for the relevant designers and stakeholders. Continuously improve performances of the library ie. querying/searching, classifying, tagging, updating or archiving of assets.
    • Output 5.4: Create graphics samples to include in the media library.
    • Output 5.5: Provide guidance to learning designers, game designers and learning developers with the acquisition of images to use in programmes.

    Qualifications, experience, skills and languages.

    Educational Qualifications:

    Essential:

    • First level University degree in one of the following fields :
    • Communication, branding, advertisement, Digital illustration, visual design, or audiovisual field, Multimedia, video production, art designer or any related field. 

    Experience

    Essential:

    • 5 to 10 years of relevant experience in visual design, visual identity or art direction. 
    • Experience with creative design.
    • Digital experience and delivery using industry standards such as project management. 

    Desirable: 

    • Past experience in Health sector.

    Consultants - Process and Platform Management

    Purpose of consultancy

    To contribute to the coordination of the quality assurance process for all normative and standard-setting (N&S) products that are not guidelines.  The consultant will provide technical expertise in strengthening, evaluating and improving the operation, maintenance and management of the Quality Support Panel (QSP). 

    Deliverables: 

    To contribute to the coordination and implementation of the quality assurance process for all normative and standard-setting (N&S) products that are not guidelines through the Quality Support Panel. 

    • Output 1: Ensure the screening, registration, tracking, review and follow-up of N&S products submitted for review by the QSP; check all submissions for completeness, follow-up on missing information, upload submission in Editorial Manager or similar platform and prepare periodic reports; track completion of all reviews and feedback; maintain the database with submissions.
    • Deliverable 1.1: Monthly report on the number of submissions to the QSP, number of complete and incomplete submissions, number of completed reviews and feedback, and other related information.
    • Output 2: Manage the assignment of QSP submissions to reviewers and scheduling of the QSP panel meetings; liaise with the reviewers of the QSP to ensure timely, consistent and predictable quality appraisal; maintain the database of QSP meetings and reviews.
    • Deliverable 2.1: Monthly report on the number of QSP meetings and attendance, number of reviews done per reviewer, duration from submission to feedback, number of inconsistent or difficult reviews, and other related information.
    • Output 3: Facilitate QSP Secretariat activities, including organization of trainings, announcements, communication, etc.
    • Deliverable 3.1: Smooth support to QSP Secretariat, Yearly report on QSP Secretariat’s activities.
    • Output 4: Set up, maintain and update as needed the QSP Editorial Manager platform, QSP related teams folders and Sharepoint for the QSP.
    • Deliverable 4.1: Up to date and functional QSP tools.

    Consultant – Surveillance Data Management and Analysis

    Purpose of consultancy

    • The consultant will develop and maintain the reporting/acquisition and visualize, for different influenza and other respiratory viruses (ORVs), related data including burden of disease (BOD).
    • The consultant will also review, update and maintain Shiny Apps and conduct ad hoc analysis of influenza and ORVs surveillance data.

    Consultant – Regulatory Systems Strengthening

    Purpose of consultancy

    The consultant will collaborate with the Regulatory Systems Strengthening (RSS) team focusing on capacity building of targeted countries’ national regulatory authorities (NRAs) through continuation of the maintenance and enhancement of the WHO Listed Authorities (WLA) framework, assessment of prioritized regulatory systems to identify strengths and gaps, development of institutional development plans (IDP) to build upon the identified strengths and address the gaps.  

    The consultant will also contribute to training and capacity building activities in targeted countries in the areas of Good Regulatory Practices (GRP), Good Manufacturing Practices (GMP), Good Storage and Distribution Practices (GSDP) as well as WHO global benchmarking policy, methodology and tool.

    Deliverables: 

    Deliverable 1 - finalization and operationalization of the WLA framework: 

    • Update the operational guidance (OpG) and manual for performance evaluation of regulatory authorities seeking designation as a WHO listed authority.
    • Contribute to operationalization of the WLA framework including publication of updated list of WLA.
    • Contribute to planning, organization and conduct of WLA remote as well as onsite assessments for the purpose of designation of WLA.

    Deliverable 2 - development of training materials on WHO Good Regulatory Practices (GRP) guidelines: 

    • Contribute to the design and development of the training course and its curriculum covering all sections of the WHO GRP guideline. This includes interviewing internal and external experts to get their views before completing the design of the course.
    • Develop learning objectives and expected outcomes for the overall training programme as well as each individual module that should include purpose, scope and objective of the guideline as well as main principles, enablers and Regulatory Impact Assessment.
    • Develop content and instructional designs, as well as other materials, for a hands-on face to face training that can be converted later to an online training.
    • Convert the training contents into storyboard format, prepare it for digitalization and convert the training course into an online training.

    Deliverable 3 - benchmarking and other related activities: 

    • Facilitate the enhancement of the WHO Global Benchmarking Tool (GBT) including relevant manuals and procedures for benchmarking. 
    • Contribute to the organization and conduct of two face to face trainings for GBT assessors. The consultant will also contribute to the digitalization of the applicable modules of the mentioned training.
    • Contribute to the conduct of NRA benchmarking of regulatory systems in two to four priority countries as part of the WHO regulatory systems strengthening programme including technical guidance to complete self-benchmarking and/or verification when needed. 
    • Contribute to the complementary benchmarking activities including observed audit.
    • Follow up and provide technical guidance in the implementation of Institutional Development Plans (IDPs) elaborated following benchmarking of regulatory systems in two to four priority Member States.
    • Contribute to the enhancement of electronic and automated solutions related to benchmarking including computerized GBT (cGBT), IDP follow up system, assessors database and others. 

    Deliverable 4 - training and other capacity building activities: 

    • Contribute to the planning, organization and conduct of training activities (e.g., GMP and GSDP training workshops) within the context of IDP implementation in targeted countries. 
    • Contribute to the update of the relevant training materials whenever necessary.

    Qualifications, experience, skills and languages.

    Educational Qualifications:

    Essential:

    • Advanced university degree in pharmacy, chemistry, biology or other related field.

    Desirable: 

    • Studies in regulation of medical products.

    Experience

    Essential:

    • Over 10 years of relevant experience working in the area of regulation of essential medicines and other health technologies acquired by working at national or regional regulatory authorities or pharmaceutical/biological manufacturer or other relevant institution.  
    • Experience in development and delivery of highly technical training curriculum. 
    • Demonstrated experience in an international context.

    Desirable: 

    • At least 5 years of relevant experience in regulatory inspection processes.

    Skills

    • Advanced knowledge of the WHO regulatory strengthening five-step capacity building model, the WHO NRA benchmarking tool along with the associated IDP elaboration.
    • Advanced knowledge of the ongoing WHO Listed Authorities (WLA) initiative including different performance evaluation indicators and tools.
    • Good knowledge of quality management principles and good practices (e.g. GRP, GMP, GSDP).
    • Good skills in developing training curricula through collaboration and consultations with other team members.
    • Effective in organizing, facilitating and conducting country visits, workshops, trainings, and other regulatory capacity building activities.

    Consultant – Health of Trans and Gender Diverse People

    Purpose of consultancy

    To provide technical expertise on trans and gender diverse health and technical guidance to WHO throughout the development of the WHO Guidelines and implementation. 

    Deliverables

    Task 1: Provide specialized technical expertise to systematic review teams.

    • Deliverable 1.1: Review draft protocols and list of included studies with comments and suggestions.
    • Deliverable 1.2: Review and provide comments on the draft list of included studies conducted by the review teams.
    • Deliverable 1.3: Review final systematic review reports, evidence to decision making tables and PowerPoint presentations for the Guideline Development Group (GDG).

    Timeframe: 1 February -1 August 2023.

    Task 2: Map hormones therapies used for gender affirming care in international, national guidelines, professional associations (for example WPATH, EUPATH etc.) as well as published peer review literature. 

    • Deliverable 2.1: Final mapping protocol incorporating comments from the WHO technical team.
    • Deliverable 2.2: Short narrative report.
    • Deliverable 2.3: Power point presentation.

    Timeframe: 1 February - 1 August 2023.

    Task 3: Comprehensive review of draft guideline narrative.

    • Deliverable 3.1: Review draft guidelines with comments and suggestions (up to three iterations) and final version.

    Timeframe: 1 December 2023.

    Task 4: Overarching specialized technical expertise to the WHO Steering Group for the development of the Guidelines on the health of trans and gender diverse people. 

    • Deliverable 4.1: Quarterly short report (bullets) of the technical expertise provided to the SG (including participation on calls and technical questions responded to). 

    Timeframes:1 February 2023; 1 May 2023; 1 August 2023; 1 December 2023.

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • Advanced university degree in medicine. 

    Desirable:

    • A post-graduate qualification in public health or any health sciences or related field. 

    Experience

    Essential:

    • Over 10 years’ experience working on issues related to the health of trans and gender diverse people, in both a research and service delivery capacity; in particular, experience with providing gender-affirming care. 
    • Experience working at an international level. 
    • Demonstrated experience in writing of technical documents and/or guidelines. 

    Desirable: 

    • Broad work experience with the following as they relate to the health of trans and gender diverse people: health worker training and education, reduction and/or prevention of inter-personal violence, stigma and discrimination, mental health conditions, health policy and gender recognition laws. 
    • Experience in WHO guidelines development.

    Skills/Knowledge:

    • Global knowledge of health needs, barriers and solutions to accessing health services for trans and gender diverse populations.
    • Strong analytical and critical appraisal skills.
    • Excellent communication skills, both verbally and in writing.

    Consultant - Knowledge Translation in Maternal and Newborn Health and Well-being

    Purpose of consultancy

    To contribute to the development of an integrated messaging framework in support of the updated Born Too Soon report, to advance the dissemination of the report’s key messages, and to ensure alignment in messaging with broader partner efforts.

    Deliverables: 

    Deliverable 1. Develop integrated messaging frameworks for the Born Too Soon report that frames and elevates key findings of the report and links with other strategic products and initiatives – including the ENAP/EPMM Joint Progress report, AlignMNH and International Maternal Newborn Health Conference (IMNHC), Lancet Series on Small and Vulnerable Newborns, and the Stillbirth Advocacy Toolkit.

    Expected by: February 2023.

    Deliverable 2. Apply the messaging frameworks to Born Too Soo assets, to be agreed with BTS Advocacy & Communications co-chairs. This may include opinion editorials, talking points for champions, and supporting the message development for short videos (e.g. on parent voices, perspectives of health professionals, etc.).

    Expected by: March 2023.

    Deliverable 3. Develop and implement a strategy for the involvement of parent and parent organizations across the Born Too Soon structure, to ensure the perspectives of parents are included systematically in the content and advocacy campaign, e.g., development of human-interest stories for inclusion in the Born Too Soon report and additional advocacy and communications material. This includes identifying parents to be involved in the development/review of the report; and supporting the development of testimonials (parents, survivors, health workers) across different regions, for inclusion in the report.

    Expected by: March 2023.

    Deliverable 4. Develop knowledge translation material for dissemination through digital platforms, linking key evidence and perspectives of parents and broader community members, e.g., messages for social media assets, content development and support for digital chat bots, etc. This involves engaging parent organizations to solicit ideas and strategic thinking for a digital campaign mobilizing a broader group of parents and health professionals – to crowd-source their #BornTooSoon stories and develop creative ways to use these inputs for advocacy and communications.

    Expected by: May 2023.

    • Advanced university degree (Master’s degree or equivalent) in Public Health, with specialization in reproductive, maternal, newborn and child health.

    • Over 10 years’ experience working on advocacy in the maternal and newborn health space, including a track record on messaging to inform policy and programme actions on maternal and newborn health.
    • Proven experience in the field of global health, international development, maternal and newborn health, advocacy and partnership building.
    • Proven experience working with parents and parent organizations, including in the development of written human stories for the inclusion in global reports.

    Desirable: 

    • Previous work with WHO, other international organizations and/or major institutions in the field of maternal and newborn health.
    • Experience working on advocacy to prevent and address preterm birth.
    • Experience in the development of opinion editorials and other public facing written pieces on topics related to maternal and newborn health.
