    PM I – Private Sector Engagement Advisor

    Job Summary:The Private Sector Engagement Advisor (PSEA) will be the lead contact and relationship manager within the STAWI project for all engagement with private sector actors, designing and leading a strategic approach to private sector engagement that ensures the development initiatives are locally led, owned and managed thus accelerating self-reliance, and contributing to transformational change in water resources management and improved water service delivery. S/he will enhance collaboration with government counterparts, emphasizing direct relationships whenever possible (through grants to county governments), work with local actors (including women, girls and youth) and organizations (including DiP WASH APS addendum awardees) and seek private sector solutions. S/he will ensure STAWI builds on the capacity of and leverage existing knowledge and skills of county

    • Lead in the design, development and implementation of STAWI private sector engagement strategy
    • Oversee the effective co-creation, startup and implementation of PSE related activities across the project
    • Manage private sector relationships across project sectors and lead the co-creation and implementation of market-based project components, including negotiations with private sector partners.
    • Investigate, as program needs require, additional private sector partners, including enterprises, investors, Business Development Service providers, financial institutions, sector organizations and other stakeholders.
    • Coordinate with private sector partners to inform the design of public-private partnership including subsidies as well as appropriate financial instruments accessible to water service providers, including blended finance that contribute to sustainable market development instead of furthering market distortions.
    • Build the ‘investment case’ for targeted counties by highlighting opportunities for Private Sector to leverage STAWI interventions
    • Collaborate with Social Behavior Change teams to ensure relevant messages are informed by private sector expertise and consistent across communications channels and activities.
    • Train and mentor STAWI and GUC awardee staff, as needed, to improve their knowledge and skills related to engagement with the private sector.
    • Working with MEL, help define targets with private sector partners, implement data collection systems with private sector partners and monitor progress towards development and business objectives to inform collaboration, learning, and adapting (CLA)
    • Capture and share Private Sector Engagement related reports, lessons learned and best practices.

    Typical Background, Experience & Requirements:

    Education and Experience

    • Master's Degree in Business Administration, Economics or any other relevant field.
    • Minimum of 5 years work experience in international development, with a focus on market-based solutions and/or private sector engagement.
    • Experience in WASH related PSE or finance is a plus
    • Strong understanding of barriers and opportunities for Private Sector investment in Kenya ASALs.
    • Familiarity with blended finance approaches for development.
    • Demonstrated experience working in multi-cultural and multi-disciplinary teams.
    • Demonstrated experience in driving proactive and innovative strategies to achieve results.
    • Demonstrated commitment to respect, equity, diversity, and inclusion including gender equality.

    Policy Specialist - STAWI

    Job Summary:

    As Policy Specialist you will be responsible for the development and implementation of Policy and Governance Strategy. You will support the development of the necessary legislation & policy framework and steer policy dialogue that stimulates enabling environment & investments for expanding water services. You will directly work with the county government, WASH institutions and Private Sector partners towards a strengthened governance in the sector. Your management and technical knowledge must ensure the delivery of high-quality programming.

    Roles and Key Responsibilities:

    • Support WASH policies development and operationalization towards sustainable management of WASH services
    • Conduct stakeholder assessment and support strengthening WASH stakeholder coordination in target counties and national level
    • Support policy dialogue initiatives to enhance participation of stakeholders and communities in planning and prioritization of WASH investments in target counties.
    • Provide technical leadership towards improved governance and capacity building of WASH institutions for WASH service delivery
    • Support the county government and WASH institutions to improve regulatory compliance on service provision and resource management
    • Participate in WASH networks, meetings, and selected working groups as appropriate to represent the project and ensure collaboration and visibility

    Basic Qualifications

    • Master’s degree in a relevant discipline; Environmental science, water/civil engineering required, economics, governance or development studies;

    • Minimum 10 years of professional experience in water sector in Kenya and understanding water sector policy environment
    • Demonstrated experience of successful management, including management of functions of complex, multi-activity projects.
    • Staff management experience and abilities that are conducive to a learning environment.

    Water Resources Management Specialist – STAWI

    Job Summary

    As Water Resources Management Specialist, you will support the design and implementation of strategies and interventions related to water resources management. You will collaboratively work with the county government, Water Resources Authority and other stakeholders to facilitate coordinated management of water resource and access to information by various. You will also provide technical leadership to local institutions to explore sustainable approaches to water resource management. Your management and technical knowledge must ensure the delivery of high-quality programming.

    Roles and Key Responsibilities

    • Provide strategic leadership and guidance and ensure quality delivery of the WRM intervention across the target counties
    • Strengthen coordination between water services and water resources management actors in the target counties.
    • Support water resource management institutions in adoption and utilization of data for better resource management
    • Implementation of groundwater related advocacy strategies, including engagement with governmental and private sector institutions
    • Support in the reporting, documentation, and knowledge management for the WRM component and dissemination to key stakeholders.
    • Ensure the water services interventions are informed by water resources management information such as hydrogeological and feasibility surveys
    • Contribute to the implementation of strategies, standards, tools and best practices in the Water Resource Management that effectively engage partners, donors, and county & national government

    Typical Background, Experience & Requirements:

    Education and Experience

    • Graduate/Master’s degree in a relevant discipline; Environmental science, Natural resource Management, Geography or hydrology required;
    • Relevant professional qualifications an added advantage
    • Minimum 7 years of professional experience in water sector in Kenya and understanding water resource management in drylands
    • Demonstrated experience of successful management, including management of functions of complex, multi-activity projects.
    • Staff management experience and abilities that are conducive to a learning environment.
    • Experience of working in the Kenyan ASAL context.

    PM I – Gender Equity and Social Inclusion Specialist

    Job Summary:

    The STAWI Gender Equity and Social Inclusion Specialist, will be responsible for overall leadership and gender integration into all STAWI components at all levels. Reporting to the DCoP STAWI, S/he will provide technical support, guide the STAWI project implementation and ensure all the project activities are inclusive and sensitive to gender. S/he will coordinate and engage with relevant government departments/agencies and key STAWI stakeholders to ensure gender integration and social inclusion in the water sector resources and governance. S/he will lead STAWI gender analysis and contribute to the design of gender sensitive STAWI interventions, and strategies to strengthen inclusive and sustainable water services for improved use of water within the agriculture and livestock market systems and value chains to empower women and youth and enhance their resilience

    Specific Responsibilities:

    • Provide technical leadership on gender-transformative approaches, gender integration and social inclusion within the water, agriculture and livestock sectors and value chains.
    • Review and manage project-level gender and social inclusion strategies and make recommendations to strengthen them in pursuit of gender and social norm change and gender equality.
    • Support the development of STAWI gender equity and social inclusion strategy and work plan, incorporating program-wide mainstreaming and targeted interventions as relevant
    • Support improved collaboration and learning across stakeholders and strengthened capacity of county governments for learning and adaptation
    • Lead the development and promotion of context-sensitive, culturally appropriate female empowerment, male engagement, and gender-transformative and inclusive approaches.
    • Build the capacity of STAWI and GUCs staff to implement the gender strategy and through coaching, mentorship, advice, and the provision of relevant training
    • Lead project-level gender and social inclusion work planning processes, providing subject matter expertise into gender activities at all activity levels including M&E framework and M&E plan
    • Build capacity of the team, water, agriculture and livestock value chain actors, county governments and private sector, client groups in gender and social inclusion tools and approaches
    • As necessary, participate or represent STAWI in donor or advisory group meetings where gender-related and social inclusion technical content is being discussed.
    • Any other duties assigned by the supervisor

    Typical Background, Experience & Requirements:

    Education and Experience

    • Master's Degree in gender and development studies or any other related field.
    • Minimum of 5 years work experience in mainstreaming gender programs at national, sub-national/county, and community-levels.
    • Demonstrated knowledge and experience implementing gender and social inclusion into WASH, agriculture, livestock value chains preferably within Arid and Semi-Arid Lands (ASAL)
    • Knowledge and experience working with gender tools for analysis, implementation, and measurement of empowerment solutions to address systemic challenges in access and control of opportunities, services, trainings, and finance.
    • Significant knowledge and experience in inclusive finance and economic empowerment for women, and a willingness to play a leading role in designing and realizing a strategy aligned with STAWI objectives and CRS values.
    • Significant experience in establishing and maintaining collaborative and trusted relationships with implementing partners, donors, private sector players and government counterparts
    • Experience with conducting gender analyses, assessments and evaluations and other related research, including applying data collection tools and methodologies.
    • Excellent understanding of gender and social dynamics in water, livestock, and agriculture sectors services preferably in Northern Kenya or similar livelihoods and geographic contexts.
    • Must have highly developed project coordination and strategy development skills and experience supporting gender and social inclusion programs
    • Demonstrated commitment to respect, equity, diversity, and inclusion including gender equality.
