    Regional Finance Director Africa

    Job Description:

    1. Manage 2 Regional Finance Directors, and overview of all CFOs of the 3 MFIs in the Region with a dotted line of reporting. 15%
    2. Engage with internal and external Auditors over key Audit findings, and work with management and hold them accountable for closing these identified gaps. 5%
      • Expected Results: Management accountable to the board and RFD for the speedy and quality follow up on all Audit issues mentioned.   
    3. Accountable to improve the quality of the Financial and Accounting processes in the MFIs, accountable to ensure that appropriate internal control measures are in place in all MFIs.
    4. Accountable to ensure regular assessment, and verification of MFIs compliance with financial policies, procedures and standards. 10%
      • Expected Results: Evidence of strengthened processes in the MFIs and cleaner reconciliations, etc. Acceptable Audit opinions on Financial Management and Financial Reporting.
    5. Accountable for the input to, development of, and implementation of the VFI Finance Manual and other policies and procedures in the MFIs, and responsible to approve and agree any exceptions where appropriate. 5%
      • Expected Results: Implement Finance Manual in all MFIs with RFD signed off exceptions where appropriate, when implementation has not been possible or does not work in the local context.
    6. Responsible to oversee the monitoring and the giving of early warning of liquidity and funding needs within the MFIs in the Region. 10%
      • Expected Results: Ensure regular Regional calls with the MFIs are taking place giving insight and early warning of funding needs and issues.
    7. Ensure there is appropriate and sufficient infrastructure and staff capacity within MFIs to manage financial risk. Tracking compliance with financial risk requirements in region. Support and guide MFIS to build appropriate Management ALCO committees. 10%
    8. Direct the MFI’s planning and reporting process and ensure the development of the MFI’s strategies plans and reports are aligned to VFI, have financial integrity, and are achievable. Ensure that MFI will uploaded accurate data into BANK BI reporting platform in timely manner. 10%
      • Expected Results: Active direction and involvement in the planning process and follow up with the MFIs on the delivery of these plans.
    9. Accountable to ensure the MFIs are receiving training on Finance and Accounting, primarily through periodic Regional Webex calls but also through face to face conferences and training events when the opportunities arise. 10%
      • Expected Results: Coach and train the MFI CFOs and develop Finance policy through Regional WebEx calls and face to face conferences and training events occurring.
    10. Mentor, coach and motivate the Regional Financial Specialists, developing them and ensuring their well-being and effectiveness in their roles. 10%
      • Expected Results: Ensure the Regional Financial Specialists receive the appropriate management, direction and pastoral care, partly evidenced by regular 1-1s
    11. Formulate VisionFund's strategy and development as an active Member of the Regional Africa Team. Position will have dotted line reporting to VFI CFO and will be active member of global center finance team. 10%
      • Expected Results: Activate engagement with SMT stakeholders and proposals of what VFI strategic initiatives should be.
    12. Perform on-site financial and strategic reviews and due diligences on MFIs. Other ad hoc strategic projects as required. 5%
      • Expected Results: Strategic reviews will often inform the Senior Executive Team (SET) on whether an MFI should be closed down or invested in.
    13. Ensure all work and influence is in alignment with VisionFund's vision and mission, and that World Vision's values are embedded in everything don.
      • Expected Results: Demonstrate values through interaction with others and the way work is done. Promote and encourage WV’s values.

    KNOWLEDGE, SKILLS AND ABILITIES 

    1. Degree in finance or accounting, MBA. 
    2. CPA or equivalent accounting background is a must 
    3. List additional work experience required as a minimum qualification for this position. 
    4. Given the need to control financial risk within the MFI's, it is imperative that this individual has a deep financial analysis and accounting understanding. 
    5. Thorough knowledge and extensive experience (min. 10 years) in microfinance and/or banking.  
    6. Understanding of balance sheet risk management including interest rate risk, liquidity risk and foreign exchange risk as well as bank funding processes and contracting. 
    7. License, registration, or certification required to perform this position:
    8. Effective in written and verbal communication in English and strong preference for French

    Preferred Skills, Knowledge and Experience:  

    1. Solid understanding of financial reporting and performance measurements and planning/forecasting. 
    2. Consulting skills to be able to analyze, recommend solutions, mentor and direct people. 
    3. List additional work experience preferred for this position. 
    4. Good project management and organizational skills. 
    5. Balanced and respectful approach to groups' differing responsibilities.  Sensitive to complexity of WV direction, MFI board independence and shareholder requirements. 
    6. Good communication and influence skills in both oral and written forms. 
    7. Effective coach, able to train people in VisionFund policies and procedures formally and informally. 
    8. Must be experienced in managing effective support of accounting computer software systems.   
    9. Must be able to simultaneously manage multiple priorities and projects. 
    10. Must be cross culturally sensitive as will work with associates from every area of the world. 
    11. Flexibility on hours to contact people within wide time zone differences is required. 
    12. Able to balance Christian values with commercial practices.

    County Monitoring Evaluation & Learning Coordinator

    JOB PURPOSE

    To Ensure Successful Monitoring and Evaluation function within the USAID Tumikia Mtoto project aimed at contributing to improved implementation and reporting in Nairobi and Kiambu. The officer is expected to support 70% DREAMS and 30% OVC

    Project Reporting and documentation

    • Utilize DREAMS & OVC tools and follow on set targets and timelines of reporting and documentation with LIPs
    • Prepare and submit timely quality monthly, quarterly, semi-annual, annual and other relevant Data as per the requirements.
    • Support development and sharing of success stories
    • Participate in the regular data review meeting, data verification and assessment and assist in suggesting wider use of data and evaluations to track the progress and results of the project
    • Mentor and capacity build county DREAMS LIPs and staffs to improve their skills on M&E data management, use and reporting with the view of increasing their independent capacity.
    • Coordinate appropriate monitoring tools utilization within the project
    • Supporting the coordination of data collection (tracking), including scheduling and undertaking field visits for verifications

    Project Monitoring, Assessment and Evaluation

    • Provide technical support in monitoring and evaluation during implementation of DREAMS and OVC at ward level
    • Use qualitative and quantitative approaches to assess quality of service provision for the project beneficiaries.
    • Manage beneficiary data base of through ensuring support to the Data Assistants.
    • Disseminate project information related to M&E to staff, partners and community across the two (2) Counties.
    • Ensure that the project M&E standard operating procedures are implemented at service delivery level

    Data Quality Assurance and Capacity Building

    • Develop Standard operating procedure for M&E within the project
    • Participate in the planning, development, maintenance and training of data entry personnel DREAMS databases and Management Information Systems.
    • Ensure monthly DQA to assess reliability of the data by verifying on source data documents and quality of the same.
    • Collaborate with SCHMT and CHMT on supervision, monitoring and evaluation of DREAMS and OVC data
    • Build the capacity of staff, community groups, CHVs, CHEWs/CHAs and partners to enhance participatory monitoring
    • Support in organizing for monitoring visits to project sites by senior management as well as by MoH Teams.
    • Ensure WVK visibility and participation in HIV M&E Technical working groups in the County
    • Maintain links with other organizations for collaboration, networking, resource sharing, material development and learning activities

    KNOWLEDGE/QUALIFICATION 

    • Minimum of Three (3) years’ experience in M&E successfully overseeing monitoring and evaluation tasks for health and/or development projects.
    • Bachelor’s degree in Health Records, Monitoring & Evaluation, Statistics, Public Health, Health Information Management or related field with IT skills
    • Familiarity with data management, entry and preliminary data analysis
    • Experience of using DREAMS and CPMIS database, MS Excel for managing information and computing.
    • Excellent communication skills
    • Networking and influencing skills
    • Ability to work with minimal supervision.
    • Experience with Kenya Health Information System (DHIS/KHIS) is an added advantage
    • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure
    • Sensitive to multicultural differences
    • Energetic and positive attitude with strong interpersonal skills
    • Excellent presentation skills
    • Flexible, team player and result oriented
    • Good statistical analysis and Data quality audit
